star this property answer text <p>We committed to reviewing the current formula for local housing need at this year’s budget and the proposals were out for consultation from 6 August until 1 October 2020.</p><p>Not all homes that are planned for are built, and the consultation noted that there is a drop off rate between permissions and completions. As part of the <em>Planning for the Future consultation, </em>we confirmed we will explore further options to support faster build out, as we develop our proposals for the new planning system.</p><p>Following consideration of the consultation responses received, the Government will publish a response. The response will set out any decisions and any associated proposed implementation.</p> more like this

star this property answer text <p>The consultation on changes to the current planning system set out the elements we want to balance when determining local housing need, including meeting our target of building 300,000 homes, tackling affordability challenges in the places people most want to live, regenerating brownfield sites, and renewing and levelling up our towns and cities. <br> <br> The affordability adjustment used in the proposed standard method is based on the median house price to workplace-based earnings ratio, published annually by the Office for National Statistics. The house price to workplace-based earnings ratio compares the median salary earned in a local authority against the median house price in that same authority area. We have consulted on each element of the indicative formula, including affordability, and are considering carefully how they work together to achieve an appropriate distribution. <br> <br> The proposals were out for consultation until 1 October 2020. Following consideration of the consultation responses received, the Government will publish a response.</p>

star this property answer text <p>The draft National Planning Policy Framework set out that local authorities should, as a minimum, provide for objectively assessed needs for housing and other development in plans. These plans would be tested by an independent Planning Inspector at the plan examination.</p><p>The council will also need to ensure there is sufficient infrastructure available to accommodate proposals bought forward in their plan, this will also be tested at examination to determine whether the plan is effective and can be delivered.</p><p>The consultation on the draft revised National Planning Policy Framework closed on the 10 May and we are considering the comments received. We aim to publish the new version of the National Planning Policy Framework in the Summer.</p> more like this

star this property answer text <p>The Government has committed to introduce a Future Homes Standard by 2025. This means new homes will be future proofed, with low carbon heating and lower energy use through high levels of energy efficiency. We propose that new homes built to the Future Homes Standard from 2025 should have carbon dioxide emissions up to 80 per cent lower than those built to current building regulations standards.</p><p>We are currently consulting on a meaningful and achievable increase to the energy efficiency standards for new homes to be introduced through the Building Regulations in 2020, as a stepping stone to this commitment. The preferred option is to set a standard that should result in a 31 per cent reduction in CO2 emissions. The consultation is open until 7 February and we welcome further evidence.</p><ul><li>Our consultation includes estimates as described above, and also includes a ‘roadmap’ that provides an indicative vision of how the 2025 standards will be achieved. We will undertake further modelling and analysis as we prepare the detail of the changes that will be needed in 2025.</li><li>We are consulting on proposed minimum standards for carbon dioxide emissions, primary energy use, and building fabric. We will issue a response to the consultation later this year after analysing responses received.</li><li>Requiring householders to disclose the energy use of their homes once occupied sits outside the scope of the Building Regulations and its enforcement regime. We have not proposed a post-occupancy monitoring system as part of the Future Homes Standard consultation.</li><li>To consider embodied carbon at a building-level would require a standardised method of calculation supported by a robust evidence base and underpinned by widely adopted product standards. There is currently no widely agreed standardised method for certifying the embodied carbon of building products, so it was not included the Future Homes Standard consultation.</li><li>The Future Homes Standard consultation is considering local planning authority powers in respect of energy efficiency. We will issue a response to the consultation later this year after analysing responses received.</li></ul>

star this property answer text <p>This Government introduced the 'Help to Buy: Equity Loan scheme' to help more first-time buyers and others to buy a new home. Since 2013 it has supported 116,898 first-time buyers into homeownership, which is 81 per cent of all buyers through the scheme. We have also announced greater funding for new Shared Ownership and Rent to Buy properties, and the Housing White Paper set out our plans for starter homes.</p><p>In addition, we have prioritised first-time buyers though our recent reforms to Stamp Duty, ensuring that first-time buyers are exempt from the tax on purchases of properties up to £300,000. Those buying a property between £300,000 and £500,000 will only be liable on the premium above £300,000. This reform should help 95 per cent of first-time buyers and give them a distinct advantage over buy-to-let investors, who are now subject to a higher Stamp Duty charge.</p><p> </p> more like this

star this property answer text <p>The Department has published comprehensive planning guidance to support authorities in taking forward their duties under the Self-build and Custom Housebuilding legislation. MHCLG is also providing a total of £95,850 new burdens funding to each relevant authority over 3 years to set up the register and deliver permissions suitable for self and custom build housing.</p><p>The Department is supporting the National Custom and Self Build Association’s Right to Build Task Force which aims to help local authorities, community groups and other organisations across the UK deliver large, affordable custom and self-build housing projects. Officials have also delivered a programme of regional workshops for local authorities to assist them in discharging their duties and we will continue to assess what more the Department can do in this area.</p> more like this

This will include considering the use of M4(2), the standard in building regulations for accessible and adaptable homes, which is broadly equivalent to the Lifetime Homes standard. <br> <br> We also published planning guidance, in June 2019, to help councils meet accessible housing standards in England. This sets an expectation that planning policies on housing should make use of the optional technical standards in the Building Regulations for accessible and adaptable homes. <br> <br> The Government is also currently undertaking a full review of Part M, the regulation which now includes much of Lifetime Homes.</p> more like this
