Ten local authorities applied by the 21 December 2017 deadline – Bradford, Coventry, Kirklees, Leeds, Liverpool, Middlesbrough, Newcastle, Nottingham, Sheffield and Wolverhampton. Additional applications have been received from Birmingham and Sandwell. That is why this Government has committed to halving rough sleeping by 2022 and eliminating it altogether by 2027.</p><p>The recently announced Rough Sleeping and Homelessness Reduction Taskforce will drive forward the implementation of a cross-Government strategy to achieve this.</p><p>At Budget, we announced £28 million of funding to pilot the Housing First approach for some of the country’s most entrenched rough sleepers. National planning policy already sets out that businesses should not have unreasonable restrictions put on them because of changes in nearby land uses since they were established.</p><p>We are minded to amend the National Planning Policy Framework (NPPF) to give greater emphasis to this matter, by setting out that planning policies and decisions should take account of existing businesses and other organisations, such as churches, community pubs and music venues, when locating new development nearby.</p><p>We consulted on proposals for this as part of the Housing White Paper published on 7 February 2017 and we intend to publish a revised draft NPPF for consultation as early as possible in 2018. 	answer	answer is ministerial correction date of answer 16/01/2018 answer text <p>Tackling homelessness is a complex issue with no single solution, but we are determined to help the most vulnerable in society.</p><p>That is why we are providing over £1 billion up to 2020 to reduce all forms of homelessness and rough sleeping, and introducing the most ambitious legislative reform in decades through the Homelessness Reduction Act to ensure people get support sooner. In particular, we are supporting 84 projects through our Homelessness Prevention programme across a variety of areas, ranging from core cities, to coastal towns, to rural areas.</p><p>We are also providing £28 million to pilot Housing First in three major regions of England. The pilots will support some of the most entrenched rough sleepers off the streets and help them to end their homelessness.</p><p>The recently established Rough Sleeping and Homelessness Reduction Taskforce will first deliver a cross-Government strategy to halve rough sleeping by 2022 and eliminate it altogether by 2027. Our new Homelessness Advice and Support Team, drawn from local authorities and the homelessness sector, are providing targeted challenge and support to help local authorities to improve their response to homelessness, which includes their cold weather provision for rough sleepers.</p><p>However, no one should ever have to sleep rough. That is why the Government has committed to halving rough sleeping by 2022 and eliminating it altogether by 2027. We have announced a new Rough Sleeping and Homelessness Reduction Taskforce, chaired by the Housing Secretary, which will drive forward the implementation of a cross-Government strategy to tackle this issue.</p><p>We have allocated over £1 billion through to 2020, following the 2015 Spending Review, to prevent and reduce all forms of homelessness.
