star this property answer text <p>The Government ensures that local authorities have the opportunity to express an interest in surplus Ministry of Defence land.</p><p> </p><p>In accordance with Her Majesty’s Treasury guidelines, once a site is declared surplus to Defence purposes it is placed on the cross-Government database managed by the Office of Government Property within the Cabinet Office. This database provides an opportunity for other public bodies including local authorities to express an interest in acquiring sites before they are placed on the open market. Sites stay on the data base for 40 working days.</p><p> </p><p>Treasury guidelines state that transactions such as sales between Departments should generally be at full market value even if transferred to other public sector bodies (including publicly sponsored housing associations).</p> more like this

star this property answer text <p>Our refreshed Defence Industrial Policy, published in December 2017, sets out our commitment to encouraging a thriving and globally competitive UK defence sector. The Ministry of Defence keeps its approach under constant review to ensure that the implementation and impact of our policies remain effective. We have decided in the past to adopt alternative approaches in specific areas, as we have done in Shipbuilding and Combat Air, and we continually assess our approach to other sectors to determine whether we need to develop separate strategies. Our approach to the Land sector is no different. Last year the Army launched the Army Industrial Engagement Framework which defined how the Army will develop a more cohesive and effective relationship with industry throughout the procurement and development process. The refreshed Defence Industrial Policy from 2017 remains the overarching policy document which describes our approach to industry more broadly.</p> more like this

star this property answer text <p>In accordance with the Crichel Down Rules, the Defence Infrastructure Organisation (DIO) offered the land at Chorlton Cum Backford, to the former owner. These rules require all Government Departments to offer back surplus land (that meets the conditions set out in the rules) to the former owner at current market value.</p><p>Consultation with the former owner began in September 2019. The former owner has had the opportunity to consider the formal valuation of current market value since June 2020. The former owner has provided his response. The DIO are reviewing the former owner’s proposal.</p><p>If the sale to the former owner does not proceed, then the site will be offered to the open market, in line with Treasury Guidance. This enables consultation with all interested parties, including local residents.</p> more like this

This equates to approximately 8% of the total land owned by the Department.</p><p>Ministry of Defence (MOD) Officials are working closely with the Department for Environment, Food and Rural Affairs and the Forestry Commission to ensure suitable MOD land is included within Government tree planting programmes. Specific areas for new woodland are currently being finalised in Long-Term Forest Plans.</p> more like this

Once a site is declared surplus to Defence it is first advertised on a cross-Government database to see if it is required for other Government purposes, before if that is not the case being advertised on the open market. star this property answer text <p>All licences issued for non-military use of the defence estate, including trail hunting, are drawn up using a template which has been agreed by legal advisors and which is then adapted for the specific circumstances associated with the activity.</p><p> </p><p>Any requests for non-military activities are reviewed by the Head of Establishment for the site involved before any licence is issued.</p><p> </p><p>Trail Hunt licences are reviewed and renewed annually, and any refinements are agreed with legal advisors.</p> more like this
