To reflect this cross-Government responsibility, under the UK National Strategy for Maritime Security, a Ministerial working group, chaired by the Foreign and Commonwealth Office, has been established to focus on maritime security in its entirety.</p><p> </p><p>Through the coordination of intelligence and information the National Maritime Information Centre (NMIC) provides the UK with a comprehensive picture of potential threats to UK maritime security and unified situational awareness of maritime activity in UK and international waters.</p><p> </p><p>The MOD contributes to HMG's efforts by providing multi-layered capability to deter incursions into territorial waters. This is delivered through a combination of surface ships, submarines and aircraft, alongside close co-ordination and co-operation with other Government Agencies and our allies.</p><p> </p><p>I am not prepared to disclose further details as this would, or would be likely to, prejudice the capability, effectiveness or security of the Armed Forces.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

star this property answer text <p>Military personnel are trained in a range of skills which can be applied to emergency and natural disaster response. On top of this we routinely provide specific training for personnel deploying on humanitarian and disaster response operations in the UK and overseas. For example we have provided a specific Ebola treatment course at our base in Catterick for medical personnel deploying to Sierra Leone.</p><p> </p><p>Since 2010, military personnel have responded to 10 significant emergencies and natural disasters overseas and six at home. UK personnel have responded to a number of smaller domestic emergencies in the UK under Military Aid to the Civil Authorities - for example, missing person searches. We also respond to a number of smaller emergencies abroad, for example, the Royal Navy takes part in numerous tasks during hurricane season in the Caribbean, under core tasks.</p><p> </p><p>We have defined 'significant' emergencies as those operations involving more than one hundred personnel. A list of which is given below. star this property answer text <p>I have placed a copy of the Overseas Security and Justice Assistance Human Rights Assessment for General Purpose Force Training in the Library of the House. Risks specific to the UK locations assessed for that training are not recorded on a single document but were considered within the risks of training in the UK. These risks were managed before and after the training programme and supplemented by the Overseas Security and Justice Assistance Human Rights Assessment.</p><p>Bassingbourn offered the required facilities for training and did not affect wider UK military training. As part of the preparation of Bassingbourn for training, security improvements were carried out, such as fencing off areas of the camp from local residences. The Army also held rehearsal meetings at Bassingbourn to identify and coordinate the mitigation of risks, including with the Home Office and the police.</p><p>The overall process of managing risks associated with General Purpose Force training was conducted through meetings of officials between Whitehall departments on a very regular basis, in which risk was a specific item on the agenda. This included consultation with subject matter experts in each department, the police, the Libyan Government through the UK and Libya embassies and the UK Defence Advisory and Training Team.</p>

star this property answer text <p>During the course of training, eleven trainees were arrested but not subsequently charged. All eleven were returned to Libya shortly after their release from police custody with the cooperation of the Libyan authorities. The alleged offences were grievous bodily harm, sexual assault, common assault, rape and an offence under section 4 of the public order act (causing fear or provocation of violence).</p><p>Cambridgeshire Constabulary has advised that the release of further information at this stage could both prejudice the ongoing police investigations into trainees who are currently facing criminal charges and compromise any future criminal justice proceedings.</p> more like this

star this property answer text <p>Our policy on the disclosure of information regarding air strikes by Royal Air Force aircraft engaged on Operation <em>Shader</em> in Iraq is that the detail of each individual strike is carefully considered against the necessary constraint of maintaining operational security, but our over-riding principle is to seek to place information on each strike in the public domain in a prompt and timely manner.</p><p> </p><p>This is consistent with, and a continuation of, Ministry of Defence practice for any operational information. It reflects the necessity for the Armed Forces of a democracy such as the UK not just to conduct military operations in a highly disciplined, careful and proportionate manner within the rule of law, but to demonstrate transparency and accountability for such activity. The need for this is all the more important when the military operations are being conducted against a terrorist organisation such as ISIL which wholly disregards the rule of law and relies on a perverted ideology and deceitful propaganda. This policy has been followed ever since the start of air strike operations in support of the Iraqi authorities, following the Parliamentary vote on 26 September. The primary channel for publishing this information is the Government website <a title="http://www.gov.uk/" href="http://www.gov.uk/" target="_blank">www.gov.uk</a>, and the information thus disclosed has been regularly reported in the British and international media.</p><p> </p><p> </p>

star this property answer text <p>When targeting ISIL terrorists we do all we can to minimise the risk of causing casualties among the civilian population. Overall, the air campaign in Iraq is being conducted with precision and we do not believe that there have been any civilian casualties arising from UK actions. We are currently in discussion with our coalition partners with a view to agreeing a mechanism for tracking, reporting, investigating and responding to allegations of civilian casualties. We are now contributing around 470 troops in a non-combat role to the NATO Resolute Support Mission, principally focused on mentoring at the Afghan National Army Officer Academy to help develop the next generation of Afghan military leaders. star this property answer text <p>On 24 February 2015 the Prime Minister announced additional UK non-lethal support to the Ukrainian Armed Forces. Around 75 British military personnel comprising of military trainers, advisors and liaison staff will provide this support, in the areas of medical, logistics, infantry, and intelligence capacity-building.
