star this property answer text
The Child Maintenance Service (CMS) is responsible for setting the overall amount of child maintenance to be paid.

The Ministry of Defence has a Memorandum of Understanding (MOU) in place with the CMS to facilitate the direct deduction of child maintenance payments from the pay of non-resident parents who are Service personnel. Under the MOU, the Department calculates a 'Minimum Drawing Rate', which takes into account gross basic pay, specialist pay, some allowances as well as gross statutory deductions such as National Insurance and PAYE.

Child maintenance deductions are always made. The only exception is when the Service person is on military operations and their Commanding Officer may advise that engagement with the CMS be delayed until their return to the UK when they are in a position to consider properly any papers from the CMS and respond accordingly, at which point deductions would commence.

I refer the hon. Member to the answer I gave her on 11 June 2019 to Question 261264 which detailed the administrative reasons for the rejection of deduction of earnings requests.

star this property answer text
No one should have to work in an environment where they are sexually harassed or experience other forms of inappropriate behaviour which are clearly incompatible with the high values and standards we expect of our people. The Armed Forces are committed to addressing this issue through a range of activities, including surveys and climate assessments, awareness campaigns, and training around equality, diversity, inclusion and values. Addressing this type of behaviour is also a leadership issue and covered in leadership training modules. In addition, each unit in the Armed Forces has at least one trained Equality and Diversity Inclusion Adviser, who has a key role in advising the Commanding Officer on Equality Legislation and, where incidents occur, providing advice to those involved on the option of informal resolution of the matter or submission of a Service complaint.

We recognise the great courage it takes to come forward and report sexual harassment. Personnel who come forward can have full confidence that all allegations are thoroughly investigated.

However, given concerns expressed by Defence Medical Services personnel and the well-publicised discussions in the NHS and the Department of Health and Social Care, the Ministry of Defence has consulted internally on pension taxation, including the issue of tapering.

We recognise the current situation with pension taxation (including tapered annual allowance) is a risk to retention and are monitoring any associated increase in the outflow of personnel. To date, monitoring suggests no apparent increase in the voluntary outflow of Medical Officers, but we accept this might change in the future.
more like this
