	answer	answer is ministerial correction date of answer 18/06/2018 answer text <p>In March 2017, we established a cross-HMG Victims of Terrorism Unit (VTU) to co-ordinate support to UK citizens directly affected by terrorist events at home or overseas. Following the Manchester Arena attack, the unit was stood up for the first time to ensure that support to victims was comprehensive, coordinated and clearly communicated.</p><p>Within hours of the attack, we developed a gov.uk page to provide comprehensive advice to victims and to signpost them to those support services available from HMG, Police, voluntary sector organisations and local structures. We worked with Manchester City Council, the Manchester Local Resilience Forum, the Mayor’s Office and the Manchester Recovery Co-ordination and Humanitarian Assistance Group, offering HMG support and assistance. We wrote out to local authorities, GPs and schools setting out the support available to victims and those affected. We also changed regulations to ensure that payments from the We Love Manchester Emergency Fund did not affect means tested benefits and services.</p><p>The Government has also committed to providing funding of over £24m to Manchester, which includes millions of pounds to fund and support NHS physical and mental health services, and over £1m to the We Love Manchester Fund.</p><p>We continue to work across Government, including with third sector and private sector organisations, to improve and strengthen the support available so that victims receive the best possible support, now and in the future.</p> answering member constituency Louth and Horncastle answering member printed Victoria Atkins question first answered 18/06/2018 16:42:09 answering member 4399 label Biography information for Victoria Atkins

This may include individuals who are Palestinian and stateless, if they are genuine refugees and cannot seek the protection of their country of origin.</p><p>We will continue to rely on UNHCR to identify and refer the most vulnerable refugees but will no longer limit the scheme solely to those with Syrian nationality. Since then, Po-lice and Crime Commissioners (PCCs) have received broadly flat cash direct resource funding and we are increasing investment in transformation and improved communications and technology capabilities.</p><p>We know that crime is changing, and we are sensitive to current pressures on policing. That is why I am undertaking a programme of engagement with the sector to understand the impact of changing demands, and to hear how the police are managing this. That includes what more can be done to improve productivity and efficiency, reduce bureaucracy, and make prudent use of financial reserves.</p><p>Decisions about the allocation of police resources and deployment of officers are for Chief Constables and democratically accountable PCCs. Under the functions framework there is no dedicated function for fraud. However, there is a dedicated function for officers working primarily on ‘Economic crime’, which includes officers working in financial investigation units, cheque and credit card fraud units, regional asset recovery teams, and other financial investigations.</p><p>Officers with multiple responsibilities or designations are recorded under their primary function.
