star this property answer text <p>Government is clear. Spiking is a heinous crime and we must stamp it out. We have been working with the Festivals and Outdoor Events sector and the National Police Chief’s Council to ensure that they, alongside event organisers, local authorities, law enforcement, and hired security staff are taking appropriate action to protect potential victims and deter would be offenders. This includes opportunities for joint communications, updated guidance for audiences and staff and a shared understanding of the emergency service response to spiking incidents.</p><p>A letter will be sent to colleagues across the House shortly setting out further detail.</p><p>More broadly, the Government is taking a number of actions to address Spiking, including:</p><ul><ul><li>Working across government to ensure that we have a joined-up and effective response to this issue from education and awareness through to support for victims in healthcare settings.</li><li>Will publish a report in Spring 2023 on the prevalence and nature of spiking and the action that the Government is, and will take, to tackle it.</li><li>Considering the case for a specific offence of spiking.</li><li>Through the Safety of Women at Night Fund, and Round 3 of the Safer Streets Fund, supporting the rollout of pilot initiatives to improve the safety of women in public spaces, including in the night-time economy (NTE).</li><li>Reclassifying GHB and related substances under the Misuse of Drugs Act 1971. These are so-called “date rape” drugs, which have been used in drug-facilitated crime (though there is little evidence to link these drugs to needle-spiking specifically)</li><li>Deputy Chief Constable, Maggie Blyth, who is leading the national policing response to spiking has also: improved coordination amongst forces; police crime recording; work with local health providers; and provided consistent guidance around support for victims.</li></ul></ul>

star this property answer text <p>All forms of hate crime are completely unacceptable.</p><p>Whilst the biggest driver for the increase in recorded crime is general improvements in police recording, along with increased victim willingness to come forward, we cannot be complacent. That is why we have committed to publishing a new Hate Crime Strategy later this year.</p><p>The Government has commissioned a Law Commission review of the adequacy of current hate crime legislation. The review will report this year and we will respond to it when it is complete.</p><p>Government action to tackle broader discrimination against LGBTIQ+ people includes:</p><ul><li>A commitment to holding an international conference on LGBT rights; the “Safe To Be Me” conference will be held in 2022.</li><li>The September 2020 announcement of a further £3.2 million of UK-funded projects to help Commonwealth governments and civil society groups reform outdated laws and end the legacy of discrimination and violence.</li><li>Bringing forward legislation to ban conversion therapy as soon as Parliamentary time allows and making new funds available to ensure that victims have better access to the support they need.</li></ul><p>The Government will continue to work with the police, stakeholders including Galop and others to understand the concerns of LGBTQ+ communities and what more can be done to address those concerns.</p>

The Law Commission aims to make recommendations on the most appropriate models to ensure that the criminal law provides consistent and effective protection from conduct motivated by hatred towards protected groups or characteristics.</p><p>Publication of the final report is a matter for the Law Commission, which is independent. However, I understand that the Law Commission intends to publish its recommendations later this year, following which the Government will formally respond. When the competent authority has received sufficient information for it to complete a decision it should seek to do so.</p><p>This is done as soon as possible once a potential victim has been provided with a minimum of 45 calendar days of the recovery period they are eligible for, during which they may access the support and protections of the NRM. Timescales on individual decisions can vary according to the relative complexity of each case and on sufficient information being made available to the competent authority by the parties involved.</p><p>In the course of the last year the Single Competent Authority has been recruiting a significant number of new decision makers across the UK to increase capacity for NRM decision-making and bring down decision making timescales.</p>

star this property answer text <p>The Home Office publishes quarterly and annual statistics regarding the National Referral Mechanism (NRM). These include how many Potential Victim of Trafficking cases have been received each year. A decision can only be made fairly and reasonably once sufficient information has been made available to the competent authority for it to complete the decision. When the competent authority has received sufficient information for it to complete a decision it should seek to do so.</p><p>This is done as soon as possible once a potential victim has been provided with a minimum of 45 calendar days of the recovery period they are eligible for, during which they may access the support and protections of the NRM. Timescales on individual decisions can vary according to the relative complexity of each case and on sufficient information being made available to the competent authority by the parties involved.</p><p>In the course of the last year the Single Competent Authority has been recruiting a significant number of new decision makers across the UK to increase capacity for NRM decision-making and bring down decision making timescales.</p>
