The guidance sets out the importance of focusing on the needs of the victim and the local community, as well as ensuring that the relevant legal tests are met. We know the serious impact that persistent ASB can have on both individuals and the wider community. Last year the <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1015382/Crime-plan-v10.pdf" target="_blank"><em>Beating Crime Plan</em></a> laid out the Government’s plan for tackling crime and ASB and committed to working with local agencies and partners to drive down ASB using the full range of powers and tools in the<em> ‘2014 Act’</em>.</p><p>The Anti-social Behaviour, Crime and Policing Act 2014 provides a range of flexible tools and powers to local agencies to tackle anti-social behaviour. Local areas decide how best to deploy these powers depending on the specific circumstances. The Office for National Statistics annually publishes anti-social behaviour incidents reported to the police by Police Force Area and no further lower level breakdown is currently available.</p><p>Police recorded ASB incidents for the West Midlands were on a steady decline pre-Covid-19 with a 40% fall in 2019-20 when compared with 2016-17. The overall number of ASB incidents in England &amp; Wales also fell (24%) pre-Covid-19 but to a lesser degree than in West Midlands. 	answer	answer is ministerial correction date of answer 18/10/2022 answer text <p>The Disclosure and Barring Service (DBS) operates to service standards of completing 80% of Basic check applications within two days, 80% of Standard check applications within 14 days, and 80% of Enhanced check applications within 14 days.</p><p>Year to date performance up to August 2022 is 85.1% for Basic checks, 96% for Standard checks, and 78.4% for Enhanced checks. These attainments apply to applications across all employment sectors, including the care sector.</p><p>DBS Adult First is a service provided by the DBS that can be used in cases where, exceptionally, and in accordance with the terms of Department of Health guidance, a person is permitted to start work with adults before a DBS Certificate has been obtained. This applies to adult services such as care homes, domiciliary care agencies and adult placement schemes where DBS Certificates are required by law.</p><p>Depending on the result from the DBS Adult First, a person can be permitted to start work, under supervision, with vulnerable adults before a DBS certificate has been obtained. The ability to participate in activities and organisations outside the home plays a part in this. The minimum income requirement is not the only factor that promotes the ability to participate but the level at which it is set can mean that one particular barrier is reduced.</p><p>The Supreme Court has endorsed our approach in setting an income requirement for family migration which prevents burdens on the taxpayer and promotes integration into our communities. 	answer	answer is ministerial correction date of answer 25/11/2020 answer text <p>Many of the wide-ranging COVID-19 measures the Government has put in place are available to migrants with No Recourse to Public Funds (NRPF) and have been recently extended.</p><p> </p><p>The assistance being given under the Coronavirus Job Retention Scheme and the Self-employed Income Support Scheme are not classed as public funds and are available to all those who are legally working or self-employed respectively, including those with NRPF status. Both these schemes have been extended until spring 2021.</p><p> </p><p>The Government has continued to keep the situation under review and has introduced further measures as required, such as the Test and Trace Support Payment Scheme in England. This provides a £500 payment to those who have been told to stay at home and self-isolate by NHS Test and Trace. Support is also available for those who do not meet the criteria of the scheme, in the form of a £500 discretionary payment, paid by local authorities. This payment is available to those with NRPF, who meet any additional criteria set by the local authority. To support the swifter processing of applications, we have introduced evidential flexibility so that caseworkers can make a decision without requiring every piece of information. Data published in July shows the average time taken to make a decision on cases is 30 days despite a large increase in applications in quarter 2 of 2020. Of the decisions taken in the same period, 89% were granted. Finding the requested information would be likely to breach the disproportionate cost threshold.</p><p>In January 2018 we introduced an aligned BRP and NINo process for people recognised as refugees. We now obtain the NINo directly from the Department for Work and Pensions (DWP) for inclusion on the Biometric Residence Permit (BRP). This means that the migrant does not need to make a separate application to DWP for a NINo.</p><p>Using this process we have issued nearly 60,000 BRPs to refugees. The UK government responded to requests by the Greek Government to provide specific humanitarian goods. The UK has provided kitchen sets to nearly 2,000 vulnerable families to prepare and cook food, and solar lanterns to help them stay safe.</p><p>Throughout the pandemic the UK has remained ready to receive those accepted for transfer under the Dublin Regulation. We remain in regular contact with sending Member States, including Greece, who are responsible for arranging transfers. Where the automatic deportation threshold is not met, the Home Office will consider deportation under the Immigration Act 1971 where the person is a serious or persistent offender. Currently, European Economic Area (EEA) nationals are deported in accordance with European Union (EU) law on the grounds of public policy or public security. UKVI are processing the paperwork as quickly as possible, and additional caseworkers have been brought in to manage this demand. UKVI staff are carrying out vital security checks for each application, and these checks are important to keep people safe in the UK, and protect people making journeys from Ukraine</p><p><br> Applications are normally processed in date order from when documents were uploaded, or after an appointment at a Visa Application Centre (VAC).
