We believe it is going to make a genuine difference to managing the flows of migrants; preventing people from putting themselves in the hands of smugglers and from dying while attempting the crossing. The UK is working with our European partners to ensure that most migrants can be returned quickly, fairly and securely to Turkey. We have offered 75 expert personnel including staff to help with the processing and administration of migrants in Greek reception centres. This will help to ensure that vulnerable people, including children, are identified and can access asylum systems as quickly as possible, while other migrants will be returned to Turkey in accordance with the EU-Turkey deal. The first cohort of staff are due to arrive in Greece next week. The UK also continues to deploy three vessels in the Aegean assisting in Search & Rescue missions, and a Royal Navy vessel operating as part of the NATO mission.

We currently have a total of four available for use in UK waters, with one rotated into use where required. These figures only include the number of cutters currently deployed in UK territorial waters and do not include the additional military and law enforcement vessels available. Border Force takes a multi-layered approach to maritime security; using a combination of cutters, radar and aerial surveillance to detect efforts to smuggle guns and drugs or facilitate illegal entry into the country. They also work closely with domestic and international partners on an intelligence-led approach, allowing us to tackle the criminals involved before they leave for the UK. Border Force is also investing in a new fleet of rigid hull inflatable boats (RHIBS) as part of a new maritime security strategy. The vessels will patrol the UK coast, helping to intercept attempts to smuggle migrants, drugs and dangerous weapons into the country.

The very nature of this legislation means we must take the time to consult others before bringing final proposals on how to implement this scheme.

We will consult local authorities to establish how best to implement this commitment and the recently announced Children at Risk resettlement scheme, which is the only other resettlement to include unaccompanied children, as part of our wider discussion with them about the transfer of unaccompanied asylum seeking children who have arrived spontaneously, which is designed to relieve the pressure on authorities such as Kent. We are not proposing to ask local authorities to distinguish between which unaccompanied children they accept.

We are determined to ensure that no local authority is asked to take more than the local structures are able to cope with. That is why we are talking to local authorities and other partners including non-governmental organsations to ensure that capacity can be identified and the impact can be managed in a fair and controlled way.

Work has already begun and we are committed to act as quickly as we can but it is important we take the necessary time to ensure we have the capacity to resettle and support those who are resettled. We must also ensure that we fulfil our obligations to children who are already in the UK.
