This is the date the EU-Turkey deal came into force.</p><p>We are working with the relevant Member States, the UN High Commissioner for Refugees and other Non-Governmental Organisations and local authorities to establish the best way to implement the provisions of the Immigration Act 2016 for the transfer of unaccompanied refugee children from Europe to the UK.</p><p>We will be flexible in our interpretation of what ‘registered’ means. All unaccompanied children present in the UK, regardless of their immigration status, are afforded the same level of care and support as British children. Unaccompanied refugee children brought to the UK through provisions in the Immigration Act 2016 will be given the appropriate support and care required. We continue to consult with local authorities on the best way to implement this legislation.</p><p>Last year the UK received 3,043 asylum applications from unaccompanied asylum seeking children. We have robust measures in place to receive and safeguard them. In addition we have committed to section 67 in the Immigration Act 2016 to receive unaccompanied children from Europe where it is in their best interests.</p><p>We are consulting with relevant non-governmental organisations, the UN High Commissioner for Refugees (UNHCR), local authorities and relevant Member States on the best way to implement the Immigration Act 2016 provisions for the transfer of unaccompanied refugee children from Europe to the UK. The Government is committed to stamping this out to ensure the safety and security of all our communities. Our new Counter-Extremism Strategy, due to be published later this year, will outline how we will further protect British Muslims, including communities worried about poisonous far right extremists who may be planning crimes such as attacks on mosques.</p><p>Ensuring that there is effective security at crowded places and potentially vulnerable sites, such as mosques, remains a priority for the Government. We work with the police to ensure the safety and security of all communities, and considerable advice and guidance has already been provided to mosques, madrassahs, synagogues, and other religious sites; for example, we have drawn upon the expertise of Bradford Council of Mosques and the Community Security Trust to develop security guidance for all mosques in the light of the 2014 incursions by Britain First.</p><p>The Department for Communities and Local Government also chairs a cross-Government working group on anti-Muslim hatred, which includes community organisations and representatives, to consider and develop initiatives to seek to combat hate crime.</p><p>Police forces continue to be alert to combating and responding to crimes being committed against members of the Muslim community, and to taking appropriate steps to safeguard people and property. The Community Engagement Forum is one of the ways we are doing this. The Forums provide a platform for a wide range of partners to share their experiences and learn from each other. Attendance at the Forums is fluid to ensure Ministers can hear from a wide range of partners from a variety of backgrounds.</p><p>To date, the Community Engagement Forum has met on 13 October 2015, 19 November 2015 and 14 January 2016. A list of those that have attended is available in response to written parliamentary questions HL6419 and HC20784. Further community forums are planned for later this year. The Government is taking action against all forms of terrorism and extremism, including the major threat from Islamist violent extremism. Our response includes the Counter Extremism strategy, the new Commission for Countering Extremism, and the hate crime action plan.</p><p>We are also reviewing our Counter Terrorism strategy to ensure we have all the powers and measures we need to keep our communities safe. In 2015, the Chancellor announced that cross-government spending on Counter-Terrorism would be increased by 30% - increasing CT spending from the protected £11.7bn over five years to £15.1bn over the same period. We have legislation in place to protect people from hostility, hatred and violence.<br><br>In May, we published our refreshed cross-Government hate crime action plan—Challenge it, Report it, Stop it, setting out the progress we have made and further steps we will take to address the issue. Specific actions to tackle anti-Muslim hatred include supporting educational workshops for young people, running a series of regional roadshows across the country to engage with communities, and publishing new hate crime guidance for police officers which provides advice on dealing with anti-Muslim hatred.<br><br>We also continue to support the work of cross-government Anti-Muslim Hatred Working Group, which includes community representatives, to identify what more can be done to prevent anti-Muslim hatred, and respond to any emerging issues.<br><br>Our cross-government action plan brings together the work of a wide range of departments and agencies under three core principles: to prevent hate crimes happening in the first place; to increase reporting and victims’ access to support; and to improve the operational response to hate crimes.<br><br>The Home Office does not disaggregate religious hate crime by religion. We only hold recorded hate crime data at the police force area level and for the previous three years. We deplore all religious and racially-motivated attacks. <br><br>Between 2012-13 and 2013-14 recorded race hate crime increased by 4% (an increase of 1,595 offences), and religious hate crime by 45% (an increase of 700 offences). The increase in recorded hate crime shows that more victims are coming forward and that the police are improving the way they identify hate crimes, and we welcome this.<br><br>While religious hate crime data is not broken down by type, monthly police recorded crime data for racially or religiously aggravated offences show an increase following the murder of Lee Rigby in May 2013. <br><br>The Community Safety Trust monitors levels of antisemitism. Their most recent report, published at the end of July covering the period of January to June 2014, highlights that there has been a 36% increase in the number of antisemitic incidents recorded compared to the same period in 2013 (304 incidents in 2014, compared to 223 in 2013).<br><br>When these events occur it is vital that the police take action to engage effectively with communities. Police forces in England, Wales, and Northern Ireland have recently been issued with new guidance for dealing with hate crimes, which includes advice on dealing with incidents and how to monitor and deal with community tensions.<br><br>We have established working groups to tackle antisemitism and anti-Muslim hatred which bring together community representatives and experts from across government to help explore issues affecting these communities.<br><br>Our cross-government action plan brings together the work of a wide range of departments and agencies under three core principles: to prevent hate crimes happening in the first place; to increase reporting and victims’ access to support; and to improve the operational response to hate crimes.</p><p> </p><p> </p><p> </p> answering member constituency Lewes answering member printed Norman Baker question first answered 30/10/2014 11:46:32 answering member 28 label Biography information for Norman Baker
