star this property answer text <p>We are working closely with the regions and constituent parts of the UK to ensure we get the best possible deal for all parts of the UK as we leave the EU.</p><p> </p><p>There are a range of outcomes on EU exit and it would not be sensible to set out the costs, benefits and consequences of different scenarios in advance of the EU exit negotiation. But leaving the EU means we will want to take our own decisions about how to deliver policy objectives previously targeted by EU funding.</p><p> </p><p>As we transition to longer-term arrangements we will ensure regions and Devolved Administrations continue to be engaged and local circumstances are taken into account.</p> more like this

star this property answer text <p>This Government is committed to moving from a high welfare, high tax, low wage economy to a lower welfare, lower tax, higher wage society. As the Chancellor made clear on [Monday / 26 October], the Government will set out at Autumn Statement how we plan to achieve the same goal of reforming tax credits, saving the money we need to save to secure our economy, while at the same time helping in the transition.</p><br /><p>The Summer Budget offered a new deal for working people. A new National Living Wage for workers aged 25 and above, initially set at £7.20 per hour from April 2016, will directly benefit 2.7 million low wage workers, and up to 6 million could see a pay rise as a result of a ripple effect up the earnings distribution. The new National Living Wage will boost pay for those currently earning the National Minimum Wage by £4,800 a year by 2020 when the National Living Wage is expected to rise to over £9 per hour.</p><br /><p>To help working families keep more of what they earn, the personal allowance will increase to £11,000 in 2016-17 and £11,200 in 2017-18. The government has committed to increase the personal allowance to £12,500 by 2020 which will mean that a typical basic rate taxpayer will see their income tax cut by £1,205 a year compared to 2010.</p><br /><p>The government set out its assessment of the impacts of the Summer Budget policies in the Welfare Reform and Work Bill on 20th July 2015.</p>

Spending is primarily funded through tax receipts, with any shortfall met by borrowing.</p><p> </p><p> </p><p> </p><p>The majority of borrowing is financed through the issuance of gilts Treasury bills. Additionally, the public can lend money to the Government through National Savings and Investments (NS&amp;I). star this property answer text <p>The roles and responsibilities of the Government and the devolved administrations are explained in various provisions made in the devolution Acts, as well as in non-statutory publications setting out the relationship.</p><p> </p><p> </p><p> </p><p>As set out in HM Treasury’s ‘<em>Statement of Funding Policy</em>’,</p><p> </p><p> </p><p> </p><p>‘the devolved administrations will be fully accountable for the proper control and management of their public expenditure allocation and for securing economy, efficiency and value for money through scrutiny by the relevant Parliament or Assemblies and the detailed accountability and audit procedures listed in the Devolution Acts.’ (3.2.5)</p><p> </p><p> </p><p> </p><p>The Government’s commitment to the integrity and autonomy of the devolved administrations is outlined in the ‘<em>Devolution: memorandum of understanding and supplementary agreement</em>’:</p><p> </p><p> </p><p> </p><p>‘The United Kingdom Parliament retains the absolute right to debate, enquire into or make representations about devolved matters. It is ultimately for Parliament to decide what use to make of that power, but the UK Government will encourage the UK Parliament to bear in mind the primary responsibility of devolved legislatures and administrations in these fields and to recognise that it is a consequence of Parliament’s decision to devolve certain matters that Parliament itself will in future be more restricted in its field of operation.’</p><p> </p>
