The continuation of this dispute which threatens the long-term security, stability and economies of States in the region is in no-one's interests. This is why the British Government wants to see Gulf unity restored and for all parties to take steps to build confidence.</p><p>That means Qatar's neighbours must ensure their demands are measured and realistic. Qatar also needs to take steps to engage on the substance of its neighbours' concerns and build on the progress already made on counter-terrorism and counter-radicalisation in partnership with other Gulf countries.</p><p>The Prime Minister, the Foreign Secretary and I have spoken regularly to our counterparts in the region, as well as to US, French and EU partners. FCO officials regularly discuss how the UK can work towards a just and lasting settlement with their Cypriot and UN counterparts. We are urging all sides to take time to reflect calmly on the outcome of the talks and in the meantime to refrain from rhetoric or actions that limit the possibility of future talks towards a settlement. For that reason, the UK fully supported the UN-facilitated Conference on Cyprus this summer. The Foreign Secretary and I had productive discussions with all parties at the Conference to help resolve the remaining issues. In the end it was not possible to bridge the gaps between all parties. It will be up to all parties concerned to agree next steps. We are encouraging both Cypriot communities to reflect calmly on the way forward. We are also urging all parties to refrain from rhetoric and actions that limit the possibility of future talks towards a settlement. This was reflected in the UK's support for the Resolution on the Death Penalty at the thirty sixth session of the Human Rights Council in September 2017. The UK Permanent Representation engaged with a broad cross-section of the Council's membership on the Resolution. This included engagement with the US Permanent Representation to the UN in Geneva, rather than at the level of foreign ministers. Any visits from family members based outside of Ethiopia are subject to a visa application and permission being granted from the Ethiopian prison authorities. 	answer	answer is ministerial correction date of answer 16/10/2017 answer text <p>The UK is at the forefront of international efforts to help stabilise Libya and to tackle the threat from Daesh and the migration crisis. The Foreign Secretary visited Libya in May and again in August; he met with his Libyan counterpart, Minister of Foreign Affairs Mohamed Siyala and the British Ambassador to Libya on both of these occasions. While the Foreign Secretary has not met the Mayor of Sirte, he did meet Libyan representatives of the Libya Mine Action Centre involved in demining efforts in Sirte during his August visit. The British Ambassador to Libya last met the Mayor of Sirte on 4 October in Tripoli. The Ambassador and other Foreign Office officials regularly provide updates and advice to the Foreign Secretary on developments in Libya.</p><p>The UK remains committed to helping the people of Sirte rebuild their lives and to recover from the damage caused by Daesh. We call for restraint and for all parties to reject violence, pursue dialogue and reduce tensions.</p><p>The High Commissioner raised our concerns about the handling of protests in the Anglophone region with the Minister of External Relations on 11 October. He also met Prime Minister Philémon Yang on 27 September and on 10 October. He also raised our concern with the Minister of Communication on 9 October, and the Minister of Defence, Director General of Intelligence and the Minister of Higher Education on 10 October.
