Since then, we have become increasingly concerned by emerging reports of human rights violations committed by security forces. The British Ambassador to Burma travelled to Northern Rakhine on 2 November and along with our US and EU partners have pressed the Burmese Government for a full and transparent investigation. I made these concerns clear to the Burmese Government during my visit there last week (9-12 November) when I met the Minister of Defence, Minister of State for Foreign Affairs and Minister of Social Welfare, Relief and Resettlement. I reiterated the UK Government's call for restraint and the restoration of humanitarian and other access. I also met Rohingya representatives in Rangoon. We welcome Aung San Suu Kyi's commitment to a fair and legally compliant investigation and urge the security forces to abide by international norms and commitments. I last raised this when I met the Burmese Minister of Construction on 29 November. The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. Baroness Anelay of St Johns DBE also raised our concerns when she visited Burma from 9-12 November. We are particularly concerned for the welfare of the estimated 3,400 children who were suffering from severe acute malnutrition prior to the flare up in violence in Rakhine following the 9 October attacks on the Burmese border posts. We have called on the Government of Burma to resume immediately humanitarian aid and to conduct an independent investigation into allegations of human rights violations. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>​We welcome ASEAN's engagement on this issue through their Humanitarian Assistance Centre. However, we remain deeply concerned that the conditions for safe, voluntary and dignified returns in line with UNHCR principles are not in place. The UK has been clear, as has the UN Security Council, that before repatriations start, Myanmar must create the conditions in Rakhine to allow the Rohingya to return safely, voluntarily and with dignity. Refugees must have full access and independent information about conditions in areas of return and arrangements for repatriation.</p><p>We have publicly called for the removal of restrictions that withhold citizenship from individuals who are not from a community recognised by the Myanmar authorities as a 'national race', such as the Rohingya. The UK has supported the recommendations of the Rakhine Advisory Commission's to reform the 1982 Citizenship Law and urges the Myanmar government to fully implement them.</p><p>The UK co-sponsored the resolution at the UN Human Rights Council which set up the Fact Finding Mission in March 2017. This has since found that there may be sufficient grounds for prosecuting senior Myanmar military officials for crimes against humanity. The UK also to secure a resolution which established a mechanism to collect and preserve evidence of atrocities for future prosecutions. To the best of our knowledge, we agree that destroyed settlements have not been rebuilt. While there may have been some minimal reconstruction, it is not on the original sites. We are also aware of the Myanmar military's use of land previously occupied by the Rohingya. We support the view that conditions on the ground are not yet in place to support repatriation of refugees in Rakhine. We are clear that safe and sustainable returns will not be possible until conditions in Rakhine are significantly improved. She highlighted Burma's recent announcement that it had signed a MoU allowing for a UN presence in northern Rakhine.</p><p>The Rohingya have long been persecuted in Rakhine. We continue to urge the Burmese Government to address the underlying issues through the implementation of the Rakhine Advisory Commission recommendations, including on the status of the Rohingya.
