The Parties listed in R-ARCSS are: the Transitional Government of National Unity of the Republic of South Sudan; the Sudan People's Liberation Movement/Army-In Opposition; the South Sudan Opposition Alliance; former detainees; and a range of other smaller political parties. A diverse range of stakeholders from civil society and the region, including representatives from the church, business, and women's groups, also signed. The agreement can be found on the Joint Monitoring and Evaluation Commission website. Mandated to support implementation of the Comprehensive Peace Agreement (CPA), signed in 2005 in the wake of the Second Sudanese Civil War, the AUHIP supported the process that led to the independence of South Sudan and facilitated mediation efforts related to a number of Sudanese conflicts. The focus of the AUHIP will need to be considered in light of the removal of President Bashir by the Sudanese military on 11 April, but continued engagement by the African Union will be vital to supporting a transition to inclusive civilian rule in Sudan. 	answer	answer is ministerial correction date of answer 22/01/2018 answer text <p>Following the first round of the High Level Revitalisation Forum (RVF), on 21 December all parties to the conflict in South Sudan agreed a Cessation of Hostilities. However, violations have since taken place in many areas, causing civilian as well as combatant casualties. The second round of the RVF is scheduled to commence in February, and the British Government is continuing to encourage all parties to commit to the process with a genuine commitment to peace.</p><p>The conflict is estimated to have led to more than 100,000 deaths since it began in December 2013, but the fragile security situation means that accurate estimates are difficult to produce, and the real number of civilian casualties is likely to be significantly higher. Over 4 million people, a third of the population, have fled their homes, including 2 million who have fled to neighbouring countries. We continue to work closely with IGAD and its member states to give the High Level Revitalisation Forum (HLRF) the best chance of success. The UK strongly urges the parties themselves to engage meaningfully with the HLRF, and to put the wellbeing of the South Sudanese people above their own political interests.</p><p>While we welcome IGAD's efforts, the UK is deeply concerned that the region has failed to take action against those who have attempted to spoil the process. We urge IGAD to take swift and robust action, to leave spoilers in no doubt about the region's commitment to peace in South Sudan. 	answer	answer is ministerial correction date of answer 17/07/2018 answer text <p>The UK welcomed the signing on 27 June of the Khartoum Declaration by the parties to the conflict, and the renewed commitment to a permanent ceasefire. We are urging the parties to engage meaningfully with talks as they continue in the region and welcome the vital role regional actors are playing in pursuit of peace. Both the region and the parties to the conflict must ensure that the new ceasefire agreement is implemented in full, without delay, and that it is robustly and independently monitored. A sustained end to fighting is necessary for progress in ongoing discussions.</p><p>The UK played a leading role in the UN Security Council's decision on 13 July to impose an arms embargo and targeted sanctions on South Sudan. This decision will lend support to ongoing region-led peace talks by demonstrating that those who continue to perpetrate violence will be held to account for their crimes.
