star this property answer text <p>We welcome the expected resumption of the High Level Revitalisation Forum (HLRF) talks in South Sudan on 17 May. However, the British Government is disappointed that the Cessation of Hostilities Agreement (COHA) signed by all parties in December has not held, and that the HLRF has so far failed to generate serious commitments from the parties to compromise.</p><p>We strongly condemn ongoing violations of the COHA, and urge the Intergovernmental Authority on Development to take immediate action to ensure that those who undermine the peace process, face consequences for their actions, to leave the parties in no doubt about the region's commitment to peace.</p> more like this

star this property answer text <p>The Revitalised Agreement of the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) was signed on 12 September 2018. The Parties listed in R-ARCSS are: the Transitional Government of National Unity of the Republic of South Sudan; the Sudan People's Liberation Movement/Army-In Opposition; the South Sudan Opposition Alliance; former detainees; and a range of other smaller political parties. A diverse range of stakeholders from civil society and the region, including representatives from the church, business, and women's groups, also signed. The agreement can be found on the Joint Monitoring and Evaluation Commission website. The most significant party to the conflict which did not sign R-ARCSS is the National Salvation Front (known as NAS) led by General Thomas Cirillo.</p> more like this

star this property answer text <p>Former President Mbeki has chaired the African Union High-Level Implementation Panel (AUHIP) since its inception in 2009. Mandated to support implementation of the Comprehensive Peace Agreement (CPA), signed in 2005 in the wake of the Second Sudanese Civil War, the AUHIP supported the process that led to the independence of South Sudan and facilitated mediation efforts related to a number of Sudanese conflicts. The focus of the AUHIP will need to be considered in light of the removal of President Bashir by the Sudanese military on 11 April, but continued engagement by the African Union will be vital to supporting a transition to inclusive civilian rule in Sudan. While the AUHIP has been engaged constructively on some discreet areas of the broader regional conflict, the core South Sudan peace process has been led by the Intergovernmental Authority on Development, which delivered the Revitalised Agreement on the Conflict in South Sudan, signed on 12 September 2018. ​</p> more like this

The UK Special Representative for Sudan and South Sudan participated in the first round of talks and is supporting preparations for the second round of talks, scheduled to take place in February. We are calling on all parties to end violations of the Cessation of Hostilities and to enter into the next round of talks with a genuine commitment to making progress.</p> more like this

star this property answer text <p>Following the first round of the High Level Revitalisation Forum (RVF), on 21 December all parties to the conflict in South Sudan agreed a Cessation of Hostilities. However, violations have since taken place in many areas, causing civilian as well as combatant casualties. The second round of the RVF is scheduled to commence in February, and the British Government is continuing to encourage all parties to commit to the process with a genuine commitment to peace.</p><p>The conflict is estimated to have led to more than 100,000 deaths since it began in December 2013, but the fragile security situation means that accurate estimates are difficult to produce, and the real number of civilian casualties is likely to be significantly higher. Over 4 million people, a third of the population, have fled their homes, including 2 million who have fled to neighbouring countries. In early 2018, 1.5 million people are expected to be on the brink of famine, more than twice as many as in January 2017.</p>

We continue to work closely with IGAD and its member states to give the High Level Revitalisation Forum (HLRF) the best chance of success. The UK strongly urges the parties themselves to engage meaningfully with the HLRF, and to put the wellbeing of the South Sudanese people above their own political interests.</p><p>While we welcome IGAD's efforts, the UK is deeply concerned that the region has failed to take action against those who have attempted to spoil the process. We urge IGAD to take swift and robust action, to leave spoilers in no doubt about the region's commitment to peace in South Sudan. The UK also continues to explore all possible avenues for action against those who undermine peace, to incentivise their positive engagement with the HLRF.</p> more like this

star this property answer text <p>The UK welcomed the signing on 27 June of the Khartoum Declaration by the parties to the conflict, and the renewed commitment to a permanent ceasefire. We are urging the parties to engage meaningfully with talks as they continue in the region and welcome the vital role regional actors are playing in pursuit of peace. Both the region and the parties to the conflict must ensure that the new ceasefire agreement is implemented in full, without delay, and that it is robustly and independently monitored. A sustained end to fighting is necessary for progress in ongoing discussions.</p><p>The UK played a leading role in the UN Security Council's decision on 13 July to impose an arms embargo and targeted sanctions on South Sudan. This decision will lend support to ongoing region-led peace talks by demonstrating that those who continue to perpetrate violence will be held to account for their crimes. We continue to explore all available avenues for taking action against those who undermine the path to peace.</p>
