star this property answer text <p>​Officials from our Embassy Moscow discussed the importance of continued international cooperation in the Arctic with the Russian Ministry of Foreign Affairs on 6 May. A Foreign and Commonwealth Office (FCO) official also attended the Fifth International Arctic Forum in St Petersburg on 9 April. The Head of Polar Regions Department, in the FCO, attended the recent Arctic Council Ministerial meeting in Rovaniemi, Finland and spoke with the Head of the Chinese Delegation on the margins. Officials from the British Consulate-General in Shanghai will attend the Arctic Circle Forum on 10-11 May in Shanghai to further understand China's interest in the region.</p> more like this

star this property answer text <p>The situation facing human rights defenders in Colombia is concerning: over the past year they have faced increasing levels of threats, intimidation and killings. We regularly express our concern over this issue to the Colombian government. On 9 May the Minister of State for the Commonwealth and the UN, Lord Ahmad of Wimbledon met with Colombian High Counsellor for Stabilisation, Emilio Archila, and directly raised the issue. Our Embassy in Bogotá funds human rights programmes that help human rights defenders, and we work closely with civil society groups to bring individual cases to the Colombian government’s attention.</p> more like this

As my colleague Mark Field, Minister for Asia and the Pacific, made clear in the debate on the Kurds in the House on 10 April, “we expect Turkey to respect its international obligations with regard to prison conditions.” This includes acting on the recommendations of the Committee for the Prevention of Torture (CPT) of the Council of Europe concerning isolation and access relating to Imrali prison where PKK leader Abdullah Ocalan is held. star this property answer text <p>Her Majesty's Government continues to pay close attention to the issue of LGBT rights. I raised the importance of diversity and inclusion in a speech to the National Assembly of Armenia in September 2017, referring to the record number of LBGT and female MPs in the House of Commons.</p><p>The British Embassy Yerevan has been active in supporting the LGBT community in Armenia. The British Ambassador and her team are in close contact with Armenian LGBT community representatives, have regularly hosted events for LGBT civil society organisations and spoken at conferences on LGBT issues to reiterate UK support for the universality of human rights. The British Embassy in Yerevan, along with other Embassies, has expressed grave concern over the upward trend in cases in Armenia where hate speech, including death threats, have been made against minorities and human rights defenders, particularly those promoting LGBT rights.</p><p>The UK, alongside partners, has called for hate speech to be condemned and for law enforcement agencies to take urgent steps to guarantee the physical safety of Armenian citizens and to investigate allegations against those suspected of perpetrating hate crimes.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The UK was one of the first countries to condemn President Putin's decision to sign a decree making it easier for Ukrainian citizens living in non-government controlled areas of eastern Ukraine to receive Russian passports. In a Foreign and Commonwealth Office statement, we made clear that rather than creating further obstacles to the reintegration of these communities into Ukraine, Russia should focus on implementing the Minsk Agreements in full. We also challenged Russia on this directly at the UN Security Council on 25 April, when the UK also expressed our support for Ukraine's sovereignty. This step by President Putin is the latest in a pattern of Russian behaviour aimed at threatening Ukraine's security and sovereignty and undermining its territorial integrity. The Foreign Secretary continues to discuss these issues with international partners. As the Prime Minister reiterated in a telephone call with President-elect Zelenskiy on 23 April, the UK fully supports Ukraine's sovereignty and territorial integrity. She also expressed our willingness to increase our already deep partnership with Ukraine across a range of areas, including security.</p>

star this property answer text <p>​The appointment of Heads of Mission, both Ambassadors and High Commissioners, to the Court of St. James's is governed in international law by the Vienna Convention on Diplomatic Relations (VCDR) 1961. Article 4(1) of the VCDR requires that the sending State must ensure that agrément for the person it proposes to accredit as Head of Mission has been granted by the receiving State, before that person may be permitted by the receiving State to undertake the role. Under the VCDR a receiving State is not obliged to give reasons to the sending State for refusal of agrément.</p><p>The Foreign and Commonwealth Office reviews all requests for agrément from sending States. On the recommendation of the Secretary of State, Her Majesty The Queen gives formal approval of appointments and grants their credentials in a formal ceremony.</p> more like this

We are not currently running any programmes in this area. DFID do not have a bilateral aid programme in Honduras. In the past, to encourage responsible media reporting by Honduran media, the UK funded a project with Oxfam with a specific focus on violence against women in FY 2015/16.</p><p> </p> more like this

star this property answer text <p>The Treasury has allocated over £4.2 bn in additional funding to departments and the Devolved Administrations for EU exit preparations so far. This breaks down as:</p><ul><li>£412m additional funding over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign and Commonwealth Office (FCO) at Autumn Statement 2016.</li><li>£286m additional funding for 2017/18 (a full breakdown of which can be found in Supplementary Estimates 17/18).</li><li>Over £1.5bn of additional funding for 2018/19. A full breakdown of the allocations can be found in the Chief Secretary's Written Ministerial Statement, HCWS540, laid on the 13th March 2018.</li><li>Over £2bn additional funding for 2019/20. A full breakdown of the allocations can be found in the Chief Secretary's Written Ministerial Statement, HCWS1205, laid on the 18th December 2018.</li></ul><p>This funding is to cover all exit scenarios, and is in addition to departmental efforts to reprioritise from business as usual toward preparations for the UK's departure from the EU. Work on no-deal exit preparations cannot be readily separated from other EU exit work. The Department is preparing for all eventualities and the resources available to support preparations are kept under constant review.</p><p>The FCO also received £5.6m additional funding in 2018/19 for no-deal civil contingency planning.</p>

Mexico has close to universal access to basic education. Our assessment and that of the Government of Mexico is that there are some cases of attempted forced conversion, illegal fines, cutting of basic services and forcible displacement of people due to their religious beliefs, but they are isolated and not widespread or endemic. We will continue to work with civil society to identify when rare exceptions do occur. We will also continue to engage regularly with the Mexican authorities at Ministerial, official and state levels to discuss human rights, and other freedoms, and to support a broad human rights agenda in the country.</p> more like this
