In 2018/19 (up to the end of February 2019), 80% of pre-admission CETRs led to a decision not to admit the young person.</p><p>The NHS Long Term Plan commits to keyworker support by 2024 for every child or young person with a learning disability or autism with the most complex needs who are inpatients or at risk of being admitted to hospital.</p><p>The Five Year Forward View for Mental Health commits to improve care and extend access to mental health services for 70,000 more children and young people by 2020/21. The Government has committed to publishing a Green Paper setting out its proposals for reform and will bring forward ideas for including an element of risk pooling in the system, which will help to protect people from the highest costs. 	answer	answer is ministerial correction date of answer 16/05/2019 answer text <p>The Government’s mandate to NHS England requires NHS England to deliver the actions set out in the Challenge on Dementia 2020 Implementation Plan. The Implementation Plan envisages that:</p><p>“In every part of the country people with dementia having equal access to diagnosis as for other conditions, with an expectation that the national average for an initial assessment should be 6 weeks following a referral from a GP (where clinically appropriate), and that no one should be waiting several months for an initial assessment of dementia.”</p><p>We have made great strides in delivering the Challenge: this includes being above NHS England’s target for two thirds of people living with dementia to receive a formal diagnosis. We are committed to ensuring everyone has access to the care and support they need, based on a principle of shared responsibility.</p><p>The NHS Long Term Plan, published on 7 January 2019, commits the National Health Service to continuing to improve the care provided to people with dementia and their carers. The National Implementation Framework, to be published imminently, will provide further information on how the Long Term Plan will be implemented.
