This is a new experimental data collection which is still being refined and improved.</p><p>It should be noted that the ‘time from booking to appointment’ refers only to the time elapsed between the successful booking of an appointment and the appointment actually taking place. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>The Department is unable to make an assessment on the trends in the number of general practitioners (GPs) retiring in each of the last 10 years.</p><p> </p><p>The data in the following table shows the headcount and full-time equivalent for the number of GPs who joined or left the workforce between the beginning and the end of the specified period in 2015-16, 2016-17 and 2017-18, as reported by GP practices in England to NHS Digital. The numbers exclude Registrars, Locums and GPs transferring between practices. This data should be treated with caution as it is incomplete. Data on the number of GPs leaving the profession is only available from September 2015.</p><p>NHS Digital define a workforce joiner as a GP who was recorded as working in a practice at the end of the specified time period, but not at its beginning. A workforce leaver is defined as a GP who was recorded as working in a GP practice at the beginning but not at the end of the specified time period. The number of leavers includes GPs who retired as well as those who left general practice for other reasons, such as to join a National Health Service organisation (non-GP practice).</p><p>The recording of leavers and joiners depends on accurate recording by the employing practice of a GP’s General Medical Council (GMC) number. A core function of the PrEP Impact Trial Community Advisory Board (CAB) is to raise awareness and uptake of PrEP in key populations including black, Asian and minority ethnic (BAME) communities. PHE, in partnership with local authorities commissions the National HIV Self-Sampling Service providing an online HIV testing service. Since 2015 nearly 90,000 people have used the service.</p><p>PHE published key messages for healthcare professionals in the 2018 HIV in the United Kingdom report outlining measures to increase HIV testing and reduce undiagnosed infection, these complement other national guidelines. This includes people over 65, pregnant women, and those in clinical risk groups. In addition, the vaccine is offered to carers, and frontline health and social care workers, who work with vulnerable groups.</p><p>A key objective of the children’s programme is to reduce transmission of flu to the general population and those at risk, in addition to providing individual protection. Sexual harassment, a form of unlawful discrimination, should not be tolerated under any circumstances so staff who believe they have been subjected to it should report the incident(s). Employers should ensure they fully support these staff and work with them to ensure appropriate legal action is taken against perpetrators.</p><p>The NHS Social Partnership Forum, chaired by Departmental ministers, is working with National Health Service system leaders, NHS organisations, staff and unions, to encourage the leadership and culture change required to eradicate bullying and all forms of harassment. Now in its third year, one of the “call to action” priorities is tackling sexual harassment.</p><p>The interim NHS People Plan, published on 3 June 2019, committed to developing a new offer for staff, part of which will be how to create a healthy, inclusive and compassionate culture, including a focus on tackling bullying and harassment. A National Guardian was appointed in 2016 and more than 1,000 Freedom to Speak Up local Guardians have now been appointed covering every NHS trust in England. All NHS organisations have clear policies in place to deal with reports of harassment and bullying. The Freedom to Speak Up Guardians, who are now in place across all NHS trusts in England provide a safe place where staff can discuss their concerns about both practice and behaviours in the NHS.</p><p>As part of its inspection of individual providers and services, the Care Quality Commission (CQC) carries out an assessment of whether providers have a strong emphasis on the safety and wellbeing of staff. The United Kingdom Chief Medical Officers’ low risk drinking guidelines published in 2016 provide clear advice to women not to drink alcohol if they are planning for a pregnancy or are pregnant. Information available on the NHS website also reflects this advice.</p><p>Additionally, the Government has been clear that the alcohol industry must reflect the UK Chief Medical Officers' alcohol guidelines on the labels of their products which includes a no drinking in pregnancy logo.</p><p> </p><p>Public Health England, NHS England and local commissioners are already undertaking awareness and education on the dangers of drinking alcohol while pregnant. NHS cancer screening programmes cover breast, bowel and cervical cancer.</p><p>PHE’s ‘Be Clear on Cancer’ and ‘Cervical Screening Saves Lives’ campaigns use social media and online platforms to increase awareness of cancer symptoms and the importance of screening and thereby improve attendance at cancer screening appointments. The ‘Cervical Screening Saves Lives’ campaign encouraged women to respond to their cervical screening invitation letter, and if they missed their last screening, to book an appointment at their general practitioner practice. The campaign also provided practical information about how to make the test more comfortable, which could also improve attendance.</p><p>In addition to this, Professor Richards’ review of national adult screening programmes, published on 16 October, made a number of recommendations on using technology to improve attendance. These recommendations included rolling-out text reminders nationally that have been successfully piloted at a local level and improving functionality of the screening IT systems to support improvements in uptake and coverage. To help deliver this, plans for improving uptake in cancer screening during 2019-20 have been developed and shared with regional Public Health Commissioning leads for consideration and action. Plans cover opportunities for improving access that can be implemented locally and regionally in collaboration with charities, third sector organisations, and other parts of the National Health Service. These opportunities include:</p><p>Increasing flexibility within existing services (e.g. extending out of hours appointments and making greater use of mobile screening units); and</p><p>Improving accessibility to cancer screening via alternative settings (e.g. integrated in sexual health clinics).</p><p>In addition to this, Professor Richards’ review of national adult screening programmes, published on 16 October, made a number of recommendations on increasing uptake and accessibility, including how we use financial incentives to promote out of hours and weekend appointments. Professor Richards called for more convenience with regard to screenings, saying patients should be able to choose appointments close to their work, and local screening services should put on extra evening and weekend appointments for breast, cervical and other cancer checks. The report also called for more to be done to drive uptake through social media campaigns and text reminders. The fundamental standards describe the basic requirements that providers should always meet, and outline the outcomes that service users should always expect.</p><p> </p><p>The CQC regulates and assesses all providers of regulated activities by looking at five domains – whether they are safe, effective, caring, responsive to people’s needs and well-led.</p><p> </p><p>Where the CQC finds cosmetic surgery services are providing substandard care, a range of enforcement powers have been and will continue where necessary to be used against these services. The CQC has a wide range of enforcement powers. 	answer	answer is ministerial correction date of answer 02/03/2020 answer text <p>The purpose of the NHS Long Term Funding Bill is simply to enshrine in law the funding set out in the Long Term Plan, providing an extra £33.9 billion by 2023-24. That provides the National Health Service with the financial certainty it needs to get on and deliver the plan. The Bill does not set out the details of the plan itself or place restrictions on how the NHS should use the funding to support delivery.</p><p>However, at the heart of the NHS Long Term plan is the largest expansion of mental health services in a generation. This Government remains committed to putting mental health services on an equal footing with physical health. We are putting more money in and taking more action on mental health than any previous Government. 	answer	answer is ministerial correction date of answer 02/03/2020 answer text <p>The Government’s Clean Air Strategy, published in January 2019, sets out an ambitious programme of action to reduce pollutant emissions from a wide range of sources including transport, industry, agriculture and domestic settings. These actions will reduce the impact of air pollution on human health.
