star this property answer text
The Department is unable to make an assessment on the trends in the number of general practitioners (GPs) retiring in each of the last 10 years.

The data in the following table shows the headcount and full-time equivalent for the number of GPs who joined or left the workforce between the beginning and the end of the specified period in 2015-16, 2016-17 and 2017-18, as reported by GP practices in England to NHS Digital. The numbers exclude Registrars, Locums and GPs transferring between practices. This data should be treated with caution as it is incomplete. Data on the number of GPs leaving the profession is only available from September 2015.

NHS Digital define a workforce joiner as a GP who was recorded as working in a practice at the end of the specified time period, but not at its beginning. A workforce leaver is defined as a GP who was recorded as working in a GP practice at the beginning but not at the end of the specified time period. The number of leavers includes GPs who retired as well as those who left general practice for other reasons, such as to join a National Health Service organisation (non-GP practice).

The recording of leavers and joiners depends on accurate recording by the employing practice of a GP’s General Medical Council (GMC) number. Hence the data should be treated with caution, because a GP could be incorrectly recorded as joining or leaving the workforce if they move between practices and their GMC number is not correctly recorded by one or both practices.

The figures are experimental statistics and are based only on a cohort of GP practices that were open at both the beginning and end of the specified time period and supplied GMC Numbers for 100% of their relevant GP staff.

Number of GP practices supplying data

Full-Time-Equivalent

Headcount

Joiners

Leavers

Joiners

Leavers

September 2015 to September 2016

5,663 practices (74.9% of all practices)

1,708

1,793

2,393

2,473

September 2016 to September 2017

6,323 practices (86.0% of all practices)

1,441

1,535

2,103

2,080

September 2017 to September 2018

5,914 practices (82.9% of all practices)

1,397

1,521

2,120

2,111

Source: NHS Digital General Practice Workforce, Final 31 March 2019, experimental statistics

Note:

Full time equivalent (FTE) refers to the proportion of full time contracted hours that the post holder is contracted to work. 1 would indicate they work a full set of hours (37.5), 0.5 that they worked half time. star this property answer text
Employers are responsible for protecting their staff from sexual harassment by members of the public or other staff members. Sexual harassment, a form of unlawful discrimination, should not be tolerated under any circumstances so staff who believe they have been subjected to it should report the incident(s). Employers should ensure they fully support these staff and work with them to ensure appropriate legal action is taken against perpetrators.

The NHS Social Partnership Forum, chaired by Departmental ministers, is working with National Health Service system leaders, NHS organisations, staff and unions, to encourage the leadership and culture change required to eradicate bullying and all forms of harassment. Now in its third year, one of the “call to action” priorities is tackling sexual harassment.

The interim NHS People Plan, published on 3 June 2019, committed to developing a new offer for staff, part of which will be how to create a healthy, inclusive and compassionate culture, including a focus on tackling bullying and harassment. This is expected to be published, alongside the final NHS People Plan, later this year.

star this property answer text
The Department, NHS England and Public Health England (PHE) are committed to increasing the proportion of invites for National Health Service cancer screening appointments that are accepted, through increasing uptake and making appointments more accessible. NHS cancer screening programmes cover breast, bowel and cervical cancer.

PHE’s ‘Be Clear on Cancer’ and ‘Cervical Screening Saves Lives’ campaigns use social media and online platforms to increase awareness of cancer symptoms and the importance of screening and thereby improve attendance at cancer screening appointments. The ‘Cervical Screening Saves Lives’ campaign encouraged women to respond to their cervical screening invitation letter, and if they missed their last screening, to book an appointment at their general practitioner practice. The campaign also provided practical information about how to make the test more comfortable, which could also improve attendance.

In addition to this, Professor Richards’ review of national adult screening programmes, published on 16 October, made a number of recommendations on using technology to improve attendance. These recommendations included rolling-out text reminders nationally that have been successfully piloted at a local level and improving functionality of the screening IT systems to support improvements in uptake and coverage. The Department, NHS England and PHE will carefully consider the recommendations in Professor Richards’ report and publish an implementation plan in due course.

star this property answer text
Improving access to cancer screening programmes is one of NHS England’s key priorities. To help deliver this, plans for improving uptake in cancer screening during 2019-20 have been developed and shared with regional Public Health Commissioning leads for consideration and action. Plans cover opportunities for improving access that can be implemented locally and regionally in collaboration with charities, third sector organisations, and other parts of the National Health Service. These opportunities include:

Increasing flexibility within existing services (e.g. extending out of hours appointments and making greater use of mobile screening units); and

Improving accessibility to cancer screening via alternative settings (e.g. integrated in sexual health clinics).

In addition to this, Professor Richards’ review of national adult screening programmes, published on 16 October, made a number of recommendations on increasing uptake and accessibility, including how we use financial incentives to promote out of hours and weekend appointments. Professor Richards called for more convenience with regard to screenings, saying patients should be able to choose appointments close to their work, and local screening services should put on extra evening and weekend appointments for breast, cervical and other cancer checks. The report also called for more to be done to drive uptake through social media campaigns and text reminders. The Department, NHS England and Public Health England will consider the recommendations of Professor Richards’ report and publish an implementation plan early next year.

The fundamental standards describe the basic requirements that providers should always meet, and outline the outcomes that service users should always expect.

The CQC regulates and assesses all providers of regulated activities by looking at five domains – whether they are safe, effective, caring, responsive to people’s needs and well-led.

Where the CQC finds cosmetic surgery services are providing substandard care, a range of enforcement powers have been and will continue where necessary to be used against these services. The CQC has a wide range of enforcement powers. These powers include but are not limited to immediate closure of a service, suspending a service, issuing Warning Notices and prosecuting providers.

star this property answer text
The purpose of the NHS Long Term Funding Bill is simply to enshrine in law the funding set out in the Long Term Plan, providing an extra £33.9 billion by 2023-24. That provides the National Health Service with the financial certainty it needs to get on and deliver the plan. The Bill does not set out the details of the plan itself or place restrictions on how the NHS should use the funding to support delivery.

However, at the heart of the NHS Long Term plan is the largest expansion of mental health services in a generation. This Government remains committed to putting mental health services on an equal footing with physical health. We are putting more money in and taking more action on mental health than any previous Government. We have committed at least a further £2.3 billion a year to mental health services by 2023/24 which will see spending for children and young people’s mental health services growing faster than the overall spend on mental health, which will itself be growing faster than the overall NHS budget.

star this property answer text
The Government’s Clean Air Strategy, published in January 2019, sets out an ambitious programme of action to reduce pollutant emissions from a wide range of sources including transport, industry, agriculture and domestic settings. These actions will reduce the impact of air pollution on human health. The Strategy sits alongside the 2017 UK Plan for Tackling Roadside Nitrogen Dioxide Concentrations, which focuses on reducing emissions from road transport.

The Government’s proposed Environment Bill, reintroduced on 30 January, will deliver key aspects of the Strategy and includes a commitment to set a legally binding target for PM2.5, with the aim of driving action to reduce long-term exposure to fine particulate matter, which impacts on human health, including lung health.

Public Health England works closely with the Department for Environment, Food and Rural Affairs to provide alerts and advice during high air pollution episodes to ensure that key health messages are communicated to vulnerable groups, including those with existing lung conditions.
