Current data shows that rates of infection, illness and death among care home residents continue to decline. However, symptomatic testing continues to be available for those in social care settings. While the guidance no longer requires most visitors to test before entering care settings in England, for those who wish to do so a range of tests are available from providers such as high street pharmacies at various price points. A consultation on detailed proposals will be published in due course, which is expected to include a new partial retirement option and allowing retired staff to accrue further pension when returning to service.</p><p> </p><p>The consultation will also propose the permanent removal of the 16-hour rule which limited the work retired staff could do in the first month upon returning to service. This has been suspended since March 2020 due to the response to the pandemic. This aims to identify any inequitable provision and improve services.</p><p>Services for those with osteoporosis and bone health conditions are commissioned locally. The Department expects musculoskeletal, fragility fracture and fall services to be fully incorporated into integrated care systems’ planning and decision-making. 	answer	answer is ministerial correction date of answer 30/11/2020 answer text <p>The guidance on shielding and protecting people who are clinically extremely vulnerable from COVID-19 has been developed by expert doctors identifying specific medical conditions based on what we know about the virus so far. The clinical evidence does not currently support classing people with diabetes as extremely clinically vulnerable, although they are on the wider clinically vulnerable list and should be strictly following social distancing measures. We will continue to keep this evidence under review.</p><p>Following the introduction of new national restrictions on 5 November everyone should work from home if they are able to do so effectively. If unable to work from home, people with diabetes should continue to go to work as their employer has a responsibility to make the workplace a COVID-secure environment.</p><p>Throughout the COVID-19 outbreak a range of guidance has been made available for people with long-term illnesses, such as guidelines available from the National Institute for Health and Care Excellence and NHS England and NHS Improvement.</p><p>NHS Digital has published a shielded patient list which is enabling partner organisations across government to support and protect those who need shielding at this time.</p><p>People suffering with long-term illnesses should consult this guidance alongside condition specific guidance, made available by Public Health England, to check if their illness places them at particularly high risk in the workplace. To help deliver this, plans for improving uptake in cancer screening during 2019-20 have been developed and shared with regional Public Health Commissioning leads for consideration and action. Plans cover opportunities for improving access that can be implemented locally and regionally in collaboration with charities, third sector organisations, and other parts of the National Health Service. These opportunities include:</p><p>Increasing flexibility within existing services (e.g. extending out of hours appointments and making greater use of mobile screening units); and</p><p>Improving accessibility to cancer screening via alternative settings (e.g. integrated in sexual health clinics).</p><p>In addition to this, Professor Richards’ review of national adult screening programmes, published on 16 October, made a number of recommendations on increasing uptake and accessibility, including how we use financial incentives to promote out of hours and weekend appointments. Professor Richards called for more convenience with regard to screenings, saying patients should be able to choose appointments close to their work, and local screening services should put on extra evening and weekend appointments for breast, cervical and other cancer checks. The report also called for more to be done to drive uptake through social media campaigns and text reminders. 	answer	answer is ministerial correction date of answer 21/10/2019 answer text <p>The Department, NHS England and Public Health England (PHE) are committed to increasing the proportion of invites for National Health Service cancer screening appointments that are accepted, through increasing uptake and making appointments more accessible. NHS cancer screening programmes cover breast, bowel and cervical cancer.</p><p>PHE’s ‘Be Clear on Cancer’ and ‘Cervical Screening Saves Lives’ campaigns use social media and online platforms to increase awareness of cancer symptoms and the importance of screening and thereby improve attendance at cancer screening appointments. The ‘Cervical Screening Saves Lives’ campaign encouraged women to respond to their cervical screening invitation letter, and if they missed their last screening, to book an appointment at their general practitioner practice. The campaign also provided practical information about how to make the test more comfortable, which could also improve attendance.</p><p>In addition to this, Professor Richards’ review of national adult screening programmes, published on 16 October, made a number of recommendations on using technology to improve attendance. These recommendations included rolling-out text reminders nationally that have been successfully piloted at a local level and improving functionality of the screening IT systems to support improvements in uptake and coverage. Employers will have local policies related to childcare and are encouraged to exercise the maximum amount of flexibility and discretion in these situations, recognising the difficult circumstances of the pandemic.</p><p>Where staff live in the same household as someone who is clinically extremely vulnerable, employers should consider all options, including supporting staff to work from home, temporary redeployment, flexible working hours or special leave arrangements.</p><p>NHS England and NHS Improvement have supported employers, ensuring they are provided with up to date information on childcare support and guidance to support the financial wellbeing of staff.
