star this property answer text <p>Local authorities are responsible for assessing individuals’ care and support needs and, where eligible, for meeting those needs. Where individuals do not meet the eligibility threshold, they can get support from their local authorities in making their own arrangements for care services, as set out in the Care Act 2014.</p><p> </p><p>Eligible needs are those which relate to, for example, maintaining personal hygiene and nutrition, and maintaining and developing relationships, and which significantly impact on the adult’s wellbeing. Full details of the eligibility requirements can be found in The Care and Support (Eligibility Criteria) Regulations 2014.</p><p> </p><p>We do not currently hold data on how many applications for social care have been assessed for need. Through a new data collection, Client Level Data, we are beginning to collect event-level information from local authorities on adult social care activity. This will include records of assessment of eligible needs and the funding status of local authority-commissioned services.</p><p> </p><p>To assess means, local authorities must follow The Care and Support (Charging and Assessment of Resources) Regulations 2014 and have regard to the Care and Support Statutory (CASS) guidance. The responsibility for interpreting and applying the Regulations and the CASS guidance rests with local authorities.</p><p> </p><p>Whether or not a person qualifies for any financial support towards their care costs depends on their capital assets as follows: anyone who has above the upper capital limit of £23,250 is expected to meet the full cost of their care; anyone who has below the lower capital limit of £14,250 pays what they can afford from income only; and anyone between the above two limits pays what they can afford from income plus a contribution from their assets.</p><p> </p><p>A means-tested contribution from assets is determined by tariff income, which assumes that a person can afford to pay £1 per week for every £250 of assets between the limits. In 2021/22 there were almost 1,978,550 requests for support from new clients received by local authorities. Data on the funding of means testing done in the past 10 years is not held centrally.</p>

There are complex questions to address, which is why we will seek to build cross-party consensus, but we have been clear: everybody will have safety and security, and nobody will be forced to sell their home to pay for care.</p><p>Dementia is a priority for the Government, and we remain committed to delivering the Challenge on Dementia 2020 to make England the best country in the world for dementia care. star this property answer text <p>Supporting hospital flow and reducing delayed discharges requires a whole system approach across the National Health Service, adult social care, housing, the voluntary sector and others. Hospital discharge services are therefore supported by staff across a range of health and social care professions in England and in York.</p><p>We have committed at least £500 million to develop the social care workforce, including for training places and for initiatives to improve wellbeing. We are also promoting adult social care careers through national recruitment campaigns, such as ‘Made with Care’ which ran between November 2021 and 31 March 2022. A further campaign for 2022/23 is in development. We are also working with the Department of Work and Pensions to promote adult social care careers to jobseekers. Care workers have been made eligible for the Health and Care Visa and added to the Shortage Occupation List to allow social care employers to recruit eligible workers from overseas.</p><p>In winter 2021/22, we made £462.5 million available to local authorities to increase workforce capacity via the Workforce Recruitment and Retention Funds, including £1,410,240 allocated to York. We have regular discussions with stakeholders, including local government representatives, on a range of issues including the adult social care workforce.</p>

That is one of the reasons why the Government launched the ‘Every Day is Different’ national adult social care recruitment campaign. star this property answer text <p>We are determined to find a long-term solution to the challenges in social care to ensure that every person is treated with dignity and offered the security they deserve. We will seek to build cross-party consensus and will outline next steps shortly.</p><p>Integration across health and social care enables improved co-operation and joint decision-making between health and social care partners in delivering shared outcomes. The Government is already taking steps to integrate health and social care funding through the Better Care Fund (BCF), the national policy driving forward the integration of health and social care in England.</p><p>In 2019, 93% of local areas agreed that joint working had improved as a result of the BCF. The budgets reflect that cooperation: local areas have voluntarily pooled around £2 billion above the minimum required into the BCF last year.</p><p>In the recent Spending Round, we confirmed that the BCF and the improved BCF will continue in 2020-21. We are currently reviewing how the BCF can best support the closer integration of health and care and will provide local areas with further details about the BCF beyond 2020 as part of an announcement on the review.</p><p> </p><p> </p>

star this property answer text <p>We are pleased that 84% of adult social care providers are rated as good or outstanding by the Care Quality Commission (February 2020).</p><p>However, we know the social care sector is under pressure due to growing need for care. We are providing councils with a £1 billion grant for adults and children’s social care on top of maintaining £2.5 billion of existing social care grants for 2020/21.</p><p>Local authorities are best placed to understand and plan for the care needs of their populations, and to develop and build local market capacity. This funding will support local authorities to meet rising demand and continue to stabilise the social care system.</p> more like this

star this property answer text <p>Throughout this pandemic, we have been determined to give both the National Health Service and social care everything they need to respond to the COVID-19 pandemic.</p><p>In February 2020, the first guidance for the social care sector was published. In March, we announced £1.6 billion funding for local government and £1.3 billion to go to the NHS and social care for discharge support. In April, we announced a further £1.6 billion for local government and our COVID-19: Our Action Plan for Adult Social Care. A copy of the Action Plan is attached.</p><p>On 15 May, the Government published the Care Home Support package and an additional £600 million Adult Social Care Infection Control Fund. This represents the next phase of our response for care homes.</p><p>We continue to work tirelessly with the care sector and public health experts to explore all measures possible to reduce transmission and save lives.</p> more like this

star this property answer text <p>Service providers must register with the Care Quality Commission (CQC) and as part of its registration process, the CQC must be satisfied about their fitness and compliance with the requirements of the relevant regulations and enactments. There is no scope within the Regulations for the CQC to assess whether an applicant has had multiple business failures prior to applying, unless they have been registered previously under the Health and Social Care Act 2008 or predecessor legislation. In such cases their regulatory history is taken into account when assessing a new application for registration.</p><p>Providers have a duty to have a ‘fit and proper’ person in director level roles and the CQC assesses a provider’s compliance with this as part of its regulatory role. The CQC does not assess directors directly but considers how the provider has appointed them and the checks they have made. Once registered, the CQC can further explore issues relating to character and conduct but has no scope to take regulatory action unless there has been a breach of the Regulations and there are concerns around the safety of residents and service users. In cases where concerns are identified, the CQC will use its enforcement powers on a proportionate basis, in line with its enforcement policy.</p>

star this property answer text <p>Operational Pressures Escalation Levels (OPEL) is a method used by the NHS to measure the stress, demand, and pressure a hospital is under. OPEL is not used to measure the stress, demand, and/or pressure a social care system is under.</p><p>Local authorities are responsible for meeting eligible social care needs for people in their local area. The Department’s regional assurance team works with local authorities to assess and anticipate risks in local areas. If a Trust is raised to OPEL 3 or 4, the Department will provide support to ensure that the local social care system will work effectively with the Trust to manage demand. We also monitor pressures in the adult social care sector through the Capacity Tracker which collects data on workforce, PPE status, and vaccine uptake for COVID-19 and flu. The Department shares data via its dashboard to ensure that systems are prepared if pressures on services become high. If a Trust is raised to OPEL 3 or 4, any potential resulting pressures on social care could be reflected in these monitoring systems.</p>
