It sets out the long-term vision and immediate actions to meet the challenges of supply, reform, culture and leadership.</p><p>Publication of the final NHS People Plan has been deferred to later this year, allowing the NHS to devote maximum operational effort to COVID-19 readiness and response. The Government is working with the NHS to identify a package of support for NHS staff to help them during the COVID-19 response. In 2018/19, we believe that NHS productivity grew at 2.3%, greater than its 1.1% target.</p><p>However, we expect that NHS productivity will have fallen considerably in 2020/21 because of increased spending on the COVID-19 response and due to reductions in elective and non-elective admissions to prevent further infections in hospitals.
