Our overall aim is for work coaches to continue to develop the skills and confidence to provide good coaching and effective support. Disability Employment Advisers and Community Partners are among a number of the enablers in place to support this priority.</p><p> </p><p>We are carrying out continuous evaluation, including a review of the Community Partner and Disability Employment Adviser role functions. 	answer	answer is ministerial correction date of answer 13/11/2018 answer text <p>Personal Independence Payment (PIP) appeals -</p><p> </p><p>In the Blaenau Gwent constituency, (i) 130 claimants were successful in appeals in 2017-18 and (ii) 30 claimants were successful in appeals between April and June 2018, the latest date for which statistics have been published. These figures include all PIP appeals; so they will contain appeals where claimants appealed for a higher PIP award as well as those appeals against a disallowance decision. Figures have been rounded to the nearest 10.</p><p> </p><p>Appeals data taken from the DWP PIP computer system’s management information. Therefore this appeal data may differ from that held by Her Majesty’s Courts and Tribunals Service for various reasons such as delays in data recording and other methodological differences in collating and preparing statistics.</p><p> </p><p>The Parliamentary Constituency geography relates to the origin of the claim (i.e. derived from claimant’s postcode) rather than the location of where the tribunal was.</p><p> </p><p>Decisions overturned at appeal may include a number of appeals that have been lapsed (which is where DWP changed the decision after an appeal was lodged but before it was heard at Tribunal).</p><p> </p><p>Since PIP was introduced, 3.5m decisions have been made nationally up to June 2018. This includes advice for staff on understanding what reasonable adjustments are and why the Department has a duty to provide them for claimants who are disabled.</p><p>Where our customers advise us that they need assistance to access our services and information, we make reasonable adjustments to meet their individual needs. This means the Department communicates with customers in a variety of different formats such as Braille, audio, large print, through third party interpreters or by arranging for a member of staff to visit the customer in their home.</p><p>Service delivery teams within Jobcentres provide a professional and supportive environment for our customers, providing digital coaching, helping claimants set up their claims and also maintaining them.</p><p>Claimants who require additional support to complete a claim form have the option to book a one to one appointment with a member of the Service Delivery team to receive assistance. The manifesto commitment to get one million more disabled people in work by 2027 gives us a clear, ambitious, and time bound goal.</p><p> </p><p>We set out our continued commitment to improving employment rates for disabled people and people with long-term health conditions in <em>Improving Lives: the Future of Work, Health and Disability</em>. We believe people should get the support they need whatever their health condition or disability, whether that’s from their employer, from the health system or from the welfare system.</p><p> </p><p>We have invested in our Personal Support Package, which includes £330 million of funding over four years with a range of new interventions and initiatives designed to provide support that is tailored to the individual needs of claimants. Breathing in vapour can produce narcotic effects including drowsiness, headache, unconsciousness and death. DCM has also been classified by the <em>International Agency for Research on Cancer</em> as a category 2a carcinogen.</p><p> </p><p>As the health effects can be fatal, the use of DCM as a paint-stripper is restricted under the Registration, Evaluation, Authorisation and Restriction of Chemicals Regulation (REACH) and professional users must be trained and competent in its safe use. 	answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>I am advised by the Industrial Injuries Advisory Council (IIAC) which is a non-Departmental public body made up of independent experts, representatives of employers and employees on matters relating to the Industrial Injuries Scheme.</p><p> </p><p>The Council’s primary role is to make recommendations about which diseases should be included in the list of diseases covered by the Industrial Injuries Scheme and the prescription criteria for those diseases.</p><p> </p><p>The legal framework underpinning the Industrial Injuries Scheme makes it clear that compensation should not be paid for a disease unless a link between a particular occupation and the disease can be established or presumed with reasonable certainty. The latest figures (published Tuesday 13 Nov) show that disability employment has increased by 973,000 in the last five years.</p><p> </p><p>The Equality Act 2010 legally protects disabled people from discrimination in the workplace and in wider society. It replaced previous anti-discrimination laws with a single Act, making the law easier to understand and strengthening protection in some situations.</p><p> </p><p>We actively support disabled people to enter employment through initiatives like the Work and Health Programme, which is expected to support 220,000 disabled people over 5 years; and the Personal Support Package for those on ESA and Universal Credit equivalents.</p><p> </p><p>We also support new and existing disabled workers with Access to Work, which approved support for 27,730 disabled workers in 2017/18, an increase of 11% on 2016/17. The support Access to Work offers includes a discretionary grant of up to £57,200 pa, without which many disabled business leaders might not be able to achieve their employment goals.</p><p> </p><p>We engage with employers through Disability Confident. Over 9,500 employers are currently signed up to Disability Confident and that number grows weekly.</p><p> </p><p>We are integrating Access to Work communications into Disability Confident promotions so employers can easily understand how they can receive support with the costs of making workplace adjustments.</p><p> </p><p>Potential disabled entrepreneurs who are claiming benefits such as ESA or UC equivalents may receive specialist self-employment support through Work and Health Programme and Personal Support Package. The Work and Health Programme includes integrated access to specialist support networks at a local level. In addition, claimants who wish to start their own businesses and become entrepreneurs may be able to receive start up support through the New Enterprise Allowance (NEA). There were 90 appeals against disallowances, 30 of which were unsuccessful.</p><p>(b) 3,430 decision for people with a primary disabling condition of myeloma. There were 30 appeals against disallowances, fewer than five of which were unsuccessful.</p><p>(c) 2,680 decisions for people with a primary disabling condition of Hodgkin’s lymphoma. There were 40 appeals against disallowances, 10 of which were unsuccessful.</p><p>(d) 4,240 decisions for people with a primary disabling condition of non-Hodgkin’s lymphoma. There were 70 appeals against disallowance, 30 of which were unsuccessful.</p><p> </p><p>The data at (a) to (d) has been rounded to the nearest 10. A core tenet of its design is the principle of equivalence between physical and non-physical conditions in order to accurately determine the level of support a person needs.</p><p>Health professionals carrying out the assessments have training in multiple and complex conditions such as autism, mental health conditions and learning disabilities.</p><p>In addition, the Assessment Providers have Mental Health Champions who are experienced professionals with direct and relevant work experience of helping patients with mental health conditions.</p><p>Detailed information of PIP assessment processes and how claimants with mental health conditions are assessed for PIP can be found in the PIP Assessment Guide:</p><p><a href="https://www.gov.uk/government/publications/personal-independence-payment-assessment-guide-for-assessment-providers" target="_blank">Personal Independence Payment assessment guide for assessment providers - GOV.UK</a></p><p> </p><p>The proportion of PIP recipients with a mental health condition getting the top rates of support is over five times higher compared to Disability Living Allowance (DLA).</p><p> </p><p>Child DLA is a benefit for children under the age of 16 who, due to a disability or health condition, have mobility issues and/or require substantially more care, attention &amp; supervision than children their age normally would. Child DLA comprises a Care component and a Mobility component; either or both can be claimed, depending on the child’s overall needs and age.</p><p>Parents or guardians complete a claim form which requests detailed information about the child and the form is considered by a case manager alongside other evidence such as reports’ from the child’s General Practitioner (GP), consultant and/or school.</p><p>Case Managers have access to comprehensive medical guidance and advice from qualified Medical Advisers based at the Child DLA centre. Therefore, DWP does not require Health Professionals to be specialists in specific conditions or impairments. 	answer	answer is ministerial correction date of answer 06/12/2018 answer text <p>The information requested is not held for all assessments, however, data can be provided in relation to the number of face to face assessments undertaken.</p><p> </p><p>In October 2018, 14,356 Universal Credit claimants had their initial Work Capability Assessment (WCA) completed by face to face assessment.</p><p> </p><p>Of these, 703 (less than 5%) waited 3 months or longer following the date from which they returned their UC50 form. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>We announced in Improving Lives that we would &quot;improve advice and support both at a national and local level, making sure it works for employers of all sizes, in particular for SMEs, and for their employees&quot;. An important part of this is our Disability Confident scheme which offers information and advice about employing disabled people and encourages employers to take leading roles in driving change. Over 9,500 employers are currently signed up to Disability Confident and that number grows weekly.</p><p> </p><p>We’re committed to continuously improving the support provided through Disability Confident. DWP commissioned Ipsos MORI to conduct research with Disability Confident employers to understand the effect that signing up to the Disability Confident scheme has had on their recruitment and retention attitudes and practices with regards to disabled people. In addition, the research study aimed to understand what motivates employers to sign up to the scheme and what support those employers need to promote the scheme both within and outside of their organisation.</p><p> </p><p>We published the results of this research on 13 November 2018. The majority of employers surveyed were satisfied with the Disability Confident scheme, and as a positive expression of this satisfaction, nine in ten said they would recommend the scheme. However, the survey revealed some areas which could help improve the experience of employers who have already signed up</p><p> </p><p>We have action in place to meet these requests including:</p><ul><li>working with JCP to develop products that they can use and share with employers to help them on their Disability Confident journeys.</li><li>providing Specialist Themed Events to provide in-depth learning on specific issues. Themes covered so far include mental health, workplace adjustments, recruitment processes, and supporting staff with terminal illnesses.</li><li>working more closely with the third sector to ensure they understand how Disability Confident works and can promote it amongst the disabled people they work with.</li><li>Providing a new “Find a job service” which provides a free facility for employers to post jobs and jobseekers to apply for those jobs. Jobseekers are now able to search for jobs displaying the Disability Confident badge, with over 8,000 Disability Confident vacancies currently listed on the site.</li><li>providing new communications channels to ensure we can easily reach all Disability Confident employers with information, advice and case studies.</li></ul><p> </p><p>The Disability Confident scheme has always been intended to be only part of the process of getting more disabled people into work. The Access to Work scheme can also provide support towards the costs of workplace adjustments and we have also conducted research into how that scheme operates and can be improved.
