	answer	answer is ministerial correction date of answer 15/11/2016 answer text <p><del class="ministerial">I am replying to this question as assessments of the effect of the benefit cap are the responsibility of the Secretary of State for Work and Pensions.</del></p><p><del class="ministerial">Evaluation evidence in relation to the existing cap showed very little, if any, impact on homelessness as a direct result of the cap. 	answer	answer is ministerial correction date of answer 01/11/2016 answer text <p>Statutory Sick Pay (SSP) provides a measure of earnings replacement for employees unable to work because of short-term sickness if they satisfy the qualifying conditions, which are not related to specific medical conditions.</p><p>Those who are not entitled to SSP or are still unwell at the end of the maximum payment period (28 weeks) may, provided they satisfy the conditions of entitlement, be entitled to Employment and Support Allowance (ESA).</p><p>As two people with the same condition can be affected in different ways, there is no condition-based entitlement to ESA. Whilst the Department has a role in determining who is eligible for the Motability scheme, it is claimants’ own choice whether or not to join. Therefore the Department does not have a target for the number of people using the scheme.</p><p> </p><p>The Department is responsible for the civilian disability benefits that passport to Motability, Personal Independence Payment (PIP) and Disability Living Allowance (DLA).
