star this property answer text <p>In the 18 months prior to the formal launch of the consultation, we ran a significant engagement programme to ensure that the views of disabled people and their representatives shaped the content of the consultation.</p><p> </p><p>During the Covid-19 pandemic, we continued to engage with a series of virtual events organised with national charities, and a series hosted by MPs from across the political spectrum, attended by individuals and organisations from their constituencies.</p><p> </p><p>The Green Paper was published on 20 July 2021 in a variety of accessible formats. These include braille copies, a British Sign Language video with an audio track and subtitles, a large print version, a full audio version available digitally and on CD and an easy read version.</p><p> </p><p>Throughout the consultation period itself, we held more than 40 events with disabled people, people with health conditions and their representatives, including a series of virtual events as well as face-to-face events across the UK.</p><p> </p><p> </p>

star this property answer text <p>It is vital that the voices of disabled people are at the centre of health and disability policy development. Over the past 18 months I have personally led a series of events in which I have heard directly from disabled people about their lived experiences with the benefits system. The forthcoming Health and Disability Green Paper will reflect themes coming out of those conversations and ask for views on how best to address them.</p><p>Given the necessary focus on the departmental response to Covid-19, we are working to a longer timescale than previously anticipated. We will continue the engagement with disabled people and their representatives and plan to publish the formal consultation document in the coming months.</p><p /><p><strong> </strong></p><p> </p> more like this

star this property answer text <p>As announced in the recent Shaping Future Support: Health and Disability Green Paper we want to make changes to the assessment process so people with the most severe health conditions and disabilities have a simpler process to claim the benefits they are entitled to. We are exploring how to test a new Severe Disability Group (SDG) so those with severe and lifelong conditions can benefit from a simplified process to access ESA/UC and PIP without ever needing to complete a detailed application form or go through a face to assessment.</p><p> </p><p>We have already stopped reassessments for people with the most severe conditions which are unlikely to change. In Shaping Future Support: The Health and Disability Green Paper, we proposed ways to further reduce the number of unnecessary assessments, while continuing to ensure support is properly targeted. Alongside this, we proposed ways of offering greater flexibility and simplicity in the way that assessments are delivered, including improving the evidence we use to make decisions from health assessments, and learn the lessons of coronavirus where we introduced telephone and video assessments.</p><p> </p><p>We consulted on a range of proposals in the Green Paper and received more than 4,500 responses. We will set out next steps in a White Paper later this year.</p><p> </p>

star this property answer text <p>The customer satisfaction target for the Personal Independence Payment (PIP) assessment providers, Independent Assessment Services (IAS) and Capita, is 90%. The customer satisfaction target for the Work Capability Assessment (WCA) assessment provider Centre for Health and Disability Assessments (CHDA), is 92%.</p><p> </p><p>A full breakdown of answers to each question is available upon request from IAS and Capita. For CHDA, a full breakdown is provided on a quarterly basis. The department reviews, in detail, the responses to the questions which contribute to the score against the customer satisfaction target.</p><p> </p><p>The department has not requested an independent audit of the providers’ customer satisfaction surveys. This has not been considered necessary given that the IAS, Capita and CHDA surveys are undertaken by independent third parties in line with the requirements of their individual contracts.</p><p> </p><p>The third parties conducting the surveys endeavour to contact PIP and WCA customers shortly after their assessment but before a decision has been made on their claim by the Department for Work and Pensions (DWP).</p><p><br> This enables their satisfaction with the assessment experience to be measured before benefit entitlement decisions.</p>
