	answer	answer is ministerial correction date of answer 20/10/2016 answer text <p>There is no condition based entitlement to Employment Support Allowance.</p><p>We will be working over the coming months with medical professionals and other stakeholders to develop functional criteria that will help us identify those with the most severe health conditions or disabilities, for whom repeat work capability assessments can be stopped.</p><p>Rather than a list of specific medical conditions, the criteria will be based on identifying claimants with the most severe health conditions or disabilities where it would be unreasonable to expect the individual to undertake any form or amount of work or work-related activity. Letters are issued to the latest address held on our records. DWP takes all reasonable steps to determine the correct address. For State Pensions this may include contact through Local Authority or a DWP Visiting Officer. Whilst the Department has a role in determining who is eligible for the Motability scheme, it is claimants’ own choice whether or not to join. Therefore the Department does not have a target for the number of people using the scheme.</p><p> </p><p>The Department is responsible for the civilian disability benefits that passport to Motability, Personal Independence Payment (PIP) and Disability Living Allowance (DLA).
