star this property answer text <p>The Independent Committee, formed by the Chairs of London and Southeastern Railway’s joint-owning groups, Go-Ahead and Keolis, has now provided the Department with its final report. The Department is carefully considering the contents of the final report and next steps are being worked through as a priority with key decisions expected to be confirmed shortly. The Department continues to progress discussions with Govia Thameslink Railway on a new National Rail Contract to operate Thameslink, Southern &amp; Great Northern franchise, but the outputs of the final report will help determine if it is appropriate to enter into this contract.</p> more like this

star this property answer text <p>The Government is considering the views of the Climate Change Committee and will respond in the Autumn.</p><p> </p><p>With regards to road building and environmental targets, the Government has a clear plan to reach net zero, as set out in the Transport Decarbonisation Plan. In this plan, the Government set out its approach to decarbonising cars and vans through the introduction of a world leading zero emission vehicle mandate. Alongside this, the Government has already spent more than £2 billion in supporting the switch to zero emission vehicles through delivering infrastructure and grants to reduce the upfront cost of these vehicles.</p><p> </p><p>The Government remains committed to continuing its road investment strategy in a way that is consistent with the UK’s environmental targets.</p><p> </p> more like this

star this property answer text <p>It is the Government’s policy, via the Airports National Policy Statement, that any applicant for development consent for a Northwest runway at Heathrow Airport will have to comply with the new requirements on greenhouse gas emissions reductions introduced by the Climate Change Act 2008 (2050 Target Amendment) Order 2019. The Airports National Policy Statement is clear that an applicant will need to demonstrate that any increase in carbon emissions from the scheme will have no material impact on the ability of the Government to meet the carbon targets in force at the date that that application is determined.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>We have received several requests for review of the Airports National Policy Statement which raise the matters of air quality and climate change, and the Secretary of State will consider carefully whether it is appropriate to review the Airports National Policy Statement in accordance with the requirements of the Planning Act 2008.</p>

As is usual industry practice, GTR will continue to declassify first class areas on Southern and Gatwick Express services in times of disruption which it did on Thursday 5 July. star this property answer text <p>Yes, we will consult on both the Local Transport Plan and Quantifiable Carbon Reduction Guidance at the same time. The department is currently updating guidance on local transport plans. The new guidance will provide a holistic view of what the government is expecting local transport authorities to deliver including decarbonisation goals.</p><p> </p><p>As per our commitment in the Transport Decarbonisation Plan (2021) to drive decarbonisation at the local level, future local transport plans will need to set out how local areas can deliver quantifiable carbon reductions in transport. We will publish technical guidance for local transport authorities on quantifying carbon alongside the new local transport plan guidance.</p> more like this
