	answer	answer is ministerial correction date of answer 18/09/2018 answer text <p>Govia Thameslink Railway (GTR) and Network Rail have agreed service recovery plans in place that are activated depending on the specific incident, its location on the network, destination and time of day.</p><p> </p><p>Recognising the potential impact of delays on passengers these plans will typically balance trying to get the maximum number of passengers to their destination as quickly as possible, recovering the delays whilst also attempting to ensure no further delays and obstructions are introduced across the network. There will be times that these plans need to be adapted to suit the situation and scale of the incident. The levy can be paid online, at a number of official Point of Sale (PoS) locations, at driver self-serve facilities offered by some operators and through a number of booking agents. The majority of levy purchases are via the HGV Levy website.</p><p> </p><p>The overall compliance rate for foreign vehicles is high, according to figures collected by the Driver and Vehicle Standards Agency in Great Britain, at 95%. It is for them to ensure these and other traffic restrictions are properly signed on-street so that drivers are aware of them. Drivers are responsible for ensuring they follow the rules of the road and are not in breach of any restrictions.</p><p> </p><p>The Department for Transport has no responsibility for producing road mapping. In England, to date, Highways England has completed 23 major schemes in the current Road Investment Strategy.</p><p> </p><p>Nearly four-fifths (78 per cent) of projects were completed either ahead of schedule or on time. 	answer	answer is ministerial correction date of answer 18/09/2018 answer text <p>One member of the expert panel of four independent advisers supporting the Office of Rail and Road’s (ORR’s) independent inquiry into the May 2018 timetable disruption is currently a non-executive member of ORR’s board and one panel member was a previous executive member of ORR’s board (until 2013). No other panel members are or have been a member of a board whose roles are being assessed by the inquiry, and no other companies whose roles will be assessed are represented on the panel.</p><p> </p><p>More generally, the ORR is the independent regulator for the rail sector. As a public body independent of government, the ORR is answerable to Parliament. It is established by statute, and operates under a legislative framework that assures its independence from both government and the rail companies it regulates. The government has asked the ORR to conduct this inquiry within this framework, which assures the independence of this work.
