The aspiration is to provide clarity on the standards of welfare expected for our maritime workforce, regardless of whether they are working on land or at sea. This could include a review of all employment legislation explicitly pertaining to seafarers’ work and social protection, ensuring close alignment with the protections available to those working in land-based roles.</p><p> </p><p>As a coastal and flag State, international law generally restricts the UK applying its domestic legislation to vessels operating outside its territorial waters and not registered in the UK.</p> more like this

However, officials from my Department have been liaising with counterparts in the Government Equalities Office (GEO). Furthermore, officials have also been working with the International Maritime Organization and the International Labour Organization as part of the international work on women in maritime which has included discussions on how to prevent discrimination on the grounds of protected characteristics</p> more like this

star this property answer text <p>UK ports are successful private enterprises, with a long history of private sector investment, that operate on a commercial basis delivering the capacity and capability required to serve their markets. As such the Government does not routinely intervene to increase capacity for either freight or passenger traffic. The Government is supportive of ambitions for Port growth, and has set out its vision and ambitions for the future of the British maritime sector in the <em>Maritime 2050: navigating the future</em>.</p><p> </p><p>This Government has over the last 12 months, provided significant investment worth £30 million to our national ports infrastructure, including the Ports Infrastructure Resilience and Capacity fund which has been granted to ensure that UK ports are not only prepared for growth, but they are ready and eager for it.</p><p> </p><p>The Airports National Policy Statement was designated as government policy in June 2018 following a vote in the House of Commons. It sets out that there is a need to increase airport capacity in the South East of England by 2030 by constructing one new runway and that this need is best met by the Northwest runway scheme at Heathrow Airport. It requires that at least 740,000 air transport movements are delivered at Heathrow per annum.</p><p>The Northwest runway scheme would enable Heathrow to nearly double its current freight capacity, it would also lead to better domestic connectivity by securing at least 14 domestic routes.</p><p> </p><p> </p><p>The Government is also supportive of airports making best use of their existing capacity, subject to the assessment of the merits of individual applications, including consideration of their environmental impacts. The Government set out its policy position for the South East of England in <em>Beyond the Horizon: The future of UK aviation: Making best use of existing runways. </em></p><p> </p><p> </p><p> </p><p>These policies make clear that the government considers that potential airport growth applications should be considered under the appropriate planning regime and should take careful account of all relevant considerations, particularly economic and environmental impacts and proposed mitigations.</p><p> </p>

star this property answer text <p>The Department provides guidance to local authorities on how to make streets safe and accessible for all users, including those with visual impairments. It has been carrying out research to inform possible revisions of two of its key guidance documents: Inclusive Mobility and Guidance on the use of Tactile Paving Surfaces. A collaborative project with the Scottish Government and Transport Scotland on inclusive street design is also underway. The Department will be providing further updates when the results of this research are available later this year.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>Additionally, the Department’s two-year cycling and walking safety action plan, published in November 2018, included a commitment to review certain elements of The Highway Code to improve safety for vulnerable road users. star this property answer text <p>The Public Service Vehicles Accessibility Regulations 2000 (PSVAR) require vehicles subject to them to incorporate at least four priority seats for disabled passengers, as well as a designated wheelchair space. Such facilities are now provided on 98% of buses across Great Britain, and are helping to make journeys easier for millions of people.</p><p> </p><p>However, we know that the needs of disabled people and the nature of public transport evolves over time. The previous Government committed in its Inclusive Transport Strategy to review the efficacy of PSVAR. Its timing is driven by the need to reflect on the effectiveness of the Regulations in facilitating access to coaches, the last of which only became subject to the Regulations on the 1<sup>st</sup> January 2020, and to be informed by a planned cross-modal review of the reference wheelchair standard, which is yet to begin. Amongst other issues it will consider the extent to which existing requirements on the provision of priority seating and wheelchair spaces are sufficient to meet current and future demand.</p><p> </p>

This funding has supported the establishment of MarRI-UK and two rounds of innovation funding - a £1.5m Clean Maritime Innovation Call and a £1.5m Technology and Innovation in UK Maritime Call.</p><p> </p><p>Both calls take forward our Maritime 2050 ambitions set out in the Clean Maritime Plan and in the Technology and Innovation in UK Maritime Roadmap. The Government continues to support MarRI-UK in coordinating UK maritime research and development. Under proposed legislation for older passenger vessels, no new damage stability requirements are expected to be applied to older domestic passenger vessels which operate exclusively on non-tidal Category C Waters.</p><p> </p><p>On tidal Category C waters, owners will be able to apply for exemptions against any new damage stability requirements if they can produce a risk assessment which demonstrates that their area of operation is one of low operational risk. star this property answer text <p>In accordance with the Cabinet Office guidance on consultation principles, the Maritime and Coastguard Agency (MCA) conducted two public consultations on the implementation of the review of standards for older passenger ships from 6 November 2018 to 29 January 2019 and 29 May 2019 to 10 July 2019, and received 75 and 52 responses respectively. The consultations were published on gov.uk and notified extensively to stakeholders.</p><p> </p><p>In addition, the MCA engaged widely with stakeholders through the Domestic Passenger Ship Steering Group, and held five workshops with industry on the proposals, three during 2016, another in 2018 and a further one in 2019.</p><p> </p> more like this

star this property answer text <p>For the Main Access for All programme, we received nominations for more than 300 stations, including Ledbury, and in April we announced the 73 stations that would benefit from the funding. Unfortunately Ledbury was not selected as its comparatively low passenger usage made it difficult to justify its inclusion ahead of other busier stations in the region.</p><p> </p><p>For the Mid-Tier Access for All programme, nominations were required by 18 October but there was no nomination for Ledbury station.</p><p> </p><p>However, the Inclusive Transport Strategy sets out what we are doing to improve access across all transport modes, and we will continue to seek further opportunities, and funding, to make more improvements.</p><p> </p> more like this

star this property answer text <p>No commercial helicopters were involved in the evacuation of workers from the Thistle oil platform to Dunlin Alpha platform on 21 October 2019. The HM Coastguard search and rescue helicopter based at Sumburgh and two Norwegian rescue helicopters were tasked to evacuate all workers.</p><p> </p><p>Each helicopter undertook the evacuation with one duty crew. The HM Coastguard aircraft operates with a crew of four, the Norwegian aircraft operate with a crew of five.</p><p> </p><p>The total number of flights involved in the evacuation was seven, four undertaken by one Norwegian helicopter and three by HM Coastguard. The second Norwegian helicopter required fuel before assisting and was then stood down as the evacuation was complete.</p> more like this

Last year we published the Inclusive Transport Strategy which sets out what we are doing to improve access across all transport modes. As part of this, we extended our Access for All programme with an additional £300m of funding. This provides accessibility improvements over and above those required by the rail industry itself. Stations are nominated by the rail industry bodies who can work alongside local authorities and Members of Parliament. Stations are selected for funding through a prioritisation and assessment process. Sandbach was not nominated for this funding.</p><p> </p><p>We will continue to seek further opportunities, and funding, to make more improvements.</p> more like this

The Department provides good practice guidance in 'Inclusive Mobility' on access to pedestrian and transport infrastructure. Section 3 relates to access to footways, footpaths and pedestrian areas. ‘Inclusive Mobility’ is available at:</p><p> </p><p>www.gov.uk/government/publications/inclusive-mobility</p><p> </p><p>The Department is in the process of updating ‘Inclusive Mobility’, and has research underway to inform this. The research is due to conclude by the end of this year, and the updates to the guidance will follow at a later date. Research into inclusive street design, a collaborative project with the Scottish Government and Transport Scotland, is also underway. We await the results of this research next year with updates to guidance to follow at a later date.</p><p> </p><p>The control of advertising, including the use of A-boards in public spaces, is a matter for my colleagues in the Ministry of Housing, Communities and Local Government.</p><p> </p>

star this property answer text <p>The Department for Transport only has information about the numbers of applications that are submitted online using the gov.uk service. Some local authorities have their own online applications, and most local authorities also offer either a paper-based or another form of assisted application for applicants.</p><p> </p><p>Prior to the launch of the new criteria, an average of around 2,000 applications for a badge were received online via gov.uk by local authorities each day. Monday’s are the busiest day, with around 2,200 submitted applications received prior to the launch of the new criteria on 30 August 2019.</p><p> </p><p>On the day the new criteria launched 9,134 applications were received online, with a further 4,503 applications received on the first Monday. This has since dropped back to a Monday peak of around 2,700 applications, with 2,691 applications received on Monday 14 October.</p><p> </p><p>We will continue to monitor the impact of the new criteria, and will publish figures in due course.</p><p> </p>

The option selection process is finished and Network Rail will shortly start design works. star this property answer text <p>In July 2018 the Department published its Inclusive Transport Strategy, with the intention of supporting a transport network which enables disabled people to travel easily, confidently and without additional cost. Disabled people make twice as many journeys by taxi and private hire vehicle (PHV) as non-disabled people and it is essential that operators and authorities play their part in making this a reality.</p><p> </p><p>The Government plans to update guidance to local licensing authorities on the provision of an inclusive service, including the appropriate treatment of passengers with assistance dogs.</p><p> </p><p>In the meantime I urge authorities to ensure that drivers receive suitable disability awareness training and that robust action is taken against those who discriminate illegally against disabled passengers.</p><p> </p><p> </p> more like this

star this property answer text <p>Later in the year, the Department plans to publish best practice guidance on the provision of disability awareness training in the bus sector, which was informed by the experience of disabled passengers, bus operators and training providers. We hope that by sharing across the whole bus industry some of the good practice already benefiting passengers in many areas of the country, we will ensure that disabled passengers can board any service with confidence that the driver will provide them with the help they need.</p><p> </p><p>The Department publishes annual bus statistics which include an assessment of the proportion of local bus operators which require their staff to complete training consistent with the European Regulation. The most recent release indicated that 98% of drivers work for companies which fulfil this requirement</p> more like this

star this property answer text <p>The Government is committed to ensuring disabled people of all ages have the same access to transport and opportunities to travel as everyone else.</p><p> </p><p>In July 2018 the Department published the Inclusive Transport Strategy. Its ambition is to create a transport system that provides equal access for disabled people by 2030, and to enable disabled people to travel confidently, easily and without extra cost.</p><p> </p><p>In July 2019, the Department reported to Parliament on the progress it had made in delivering the many commitments set out in the Strategy.</p><p> </p> more like this
