star this property answer text <p>The Government have cancelled plans for new smart motorways, recognising the lack of confidence felt by drivers and cost pressures. This will allow us to track public confidence and consider safety and economic data over a longer period. The most recent comparative assessment is contained in National Highways Smart motorways stocktake Third year progress report, published in December 2023 (www.nationalhighways.co.uk/our-work/smart-motorways-evidence-stocktake/). In terms of deaths or serious injuries, the latest safety data continues to show that overall, all smart motorway types are safer than conventional motorways.</p> more like this

star this property answer text <p>On 16 April, the Government announced that all plans for new smart motorways have been cancelled, recognising the lack of confidence felt by drivers and cost pressures. This means no new smart motorways will be built.</p><p> </p><p>We are focused on investing £900m to add further safety improvements to existing smart motorways, including constructing 150 extra emergency areas – so that people can continue to get around easily and with increased confidence.</p> more like this

According to the latest (2021) international safety data consolidated and published by DfT, Great Britain and Northern Ireland have lower rates of road fatalities per million people than most European countries, including Germany, Spain and France. star this property answer text <p>Rules relating to road users displaying hazard signs (e.g. warning triangles) in the event of a breakdown are set out in Rule 276 of The Highway Code. Rule 76 advises motorists not to place a warning sign on the carriage if they breakdown on a motorway. This is because priority is for the safety of the vehicle occupants, and, as a matter of urgency, they should move to a safe place away from fast moving traffic.</p><p> </p><p>In line with The Highway Code, National Highways provides guidance to drivers on what to do in the event that their vehicle breaks down on any kind of high-speed road. This was the subject of a major campaign and there is further breakdown advice on their website.</p> more like this

star this property answer text <p>Since the beginning of the Smart Motorways Programme in the mid-2000s, which was subsequently expanded, including in 2007 and in February 2010, approximately £21.9m has been spent on planning and £37.4m on design of the 11 smart motorways schemes that were allocated to be completed during the second Road Investment Strategy (RIS2), and which have now been cancelled.</p><p> </p><p>£2.9m has been spent on planning the three smart motorway schemes earmarked for potential inclusion in the third Road Investment Strategy (RIS3) period. star this property answer text <p>National Highways has established processes for monitoring the performance of stopped vehicle detection where it is in place on all lane running sections of smart motorway, collecting samples of operational data covering emergency areas and live lanes. National Highways currently has 17 days’ worth of operational sample data covering the period 2021 and 2022.</p><p> </p><p>From this data, an average of around 98.3% of vehicles stopped in live lanes or emergency areas were detected within 5 minutes, and around 99.7% within 10 minutes. There were single figures of cars that took over 10 minutes to detect.</p><p> </p><p>Please note that as the sample of the data evolves, there may be further changes to the figures presented. As the data is based on a sample dataset, any extrapolation or conclusions should be made with caution.</p><p> </p> more like this
