We want all drivers to feel safe and we have paused the rollout of smart motorways not already in construction while we collect more data. star this property answer text <p>National Highways has established processes for monitoring the performance of stopped vehicle detection where it is in place on all lane running sections of smart motorway, collecting samples of operational data covering emergency areas and live lanes. National Highways currently has 17 days’ worth of operational sample data covering the period 2021 and 2022.</p><p> </p><p>From this data, an average of around 98.3% of vehicles stopped in live lanes or emergency areas were detected within 5 minutes, and around 99.7% within 10 minutes. There were single figures of cars that took over 10 minutes to detect.</p><p> </p><p>Please note that as the sample of the data evolves, there may be further changes to the figures presented. As the data is based on a sample dataset, any extrapolation or conclusions should be made with caution.</p><p> </p> more like this

star this property answer text <p>National Highways does not have computer analysis of CCTV images for stopped vehicle detection operational on any existing All Lane Running smart motorways. National Highways preferred approach is radar based stopped vehicle detection (SVD) technology, which is in place on all existing All Lane Running motorways. SVD is capable of detecting stopped vehicles in live lanes, automatically alerting drivers with ‘report of obstruction’ signs, and sending alerts to control rooms.</p><p>National Highways are currently reviewing the status of the 2020 technical report.</p> more like this

star this property answer text <p>National Highways identifies stopped vehicles through various sources including being notified by the police, public, stopped vehicle detection (SVD) technology where in place, recovery industry and its traffic officers.</p><p>To monitor the performance of SVD National Highways sample operational data.</p><p>Based on the latest operational data, National Highways detects around two thirds of identified stopped vehicles within 20 seconds and this rises to almost 90% within 60 seconds.</p><p>This data also shows almost all stopped vehicles identified by SVD technology were detected within five minutes, excluding very few instances which were deemed to be false alerts.</p> more like this

star this property answer text <p>National Highways detects around two thirds of stopped vehicles within 20 seconds and almost 90% within 60 seconds.</p><p>National Highways has also made considerable progress in attending incidents on all lane running motorways, especially where emergency areas are more than a mile apart. In September 2022 the average attendance time for these sections was 9 minutes 49 seconds. National Highways will continue to work hard to keep average attendance times to 10 minutes on these sections.</p> more like this

star this property answer text <p>Smart motorways have a whole system of inter-related safety features, not present on conventional motorways, which means there is no over-reliance on one single feature. When outages do occur, National Highways has well-rehearsed procedures to deal with issues when they arise and additional measures can be taken to limit any impact on drivers, including extra traffic officer patrols and virtual CCTV patrols.</p><p>For the month of September 2022, the national availability of Stopped Vehicle Detection technology was recorded at over 98%, and for warning signs at over 90%. National Highways has already taken action to continue to improve warning signs availability to meet the 95% availability target they have.</p> more like this

star this property answer text <p>On 2 November 2021, the Transport Select Committee published its report, <em>The Rollout and Safety of Smart Motorways</em>, which agreed that the Government was right to focus on upgrading the safety of All Lane Running smart motorways, rather than reinstating the hard shoulder, which the Committee recognised could cause more deaths or serious injuries on our roads.</p><p> </p><p>Having carefully considered the Committee’s report, the Department will be taking forward all its recommendations. This includes the recommendation to pause the roll out of future All Lane Running schemes until a full five years’ worth of safety data is available. During the pause, we will continue to make sure all existing All Lane Running smart motorways are made as safe as they can possibly be.</p><p> </p><p>We will also take forward the recommendations to pause the conversion of Dynamic Hard Shoulder smart motorways to All Lane Running until the next Road Investment Strategy. We will additionally retrofit more Emergency Areas across existing All Lane Running schemes; conduct an independent evaluation of the effectiveness of stopped vehicle detection technology; explore the introduction of the emergency corridor manoeuvre into the Highway Code; and, investigate the benefits of health and safety assessments being undertaken by the Office of Rail and Road.</p><p> </p><p>Taken together, these measures will help ensure that our roads continue to be among the safest in the world, helping drivers not just to be safe, but crucially, to feel safe and confident when driving.</p><p> </p>

star this property answer text <p>On 12 January 2022, the Government’s response to the Transport Committee committed £390 million over the duration of the second Road Investment Strategy (RIS2) to roll out an Emergency Area (EA) retrofit programme. This will see over 150 additional EAs being added to All Lane Running smart motorways by 2025. National Highways is now developing detailed plans for the design and construction of these additional EAs.
