star this property answer text <p>We have not estimated the cost of constructing a link road to Leeds Bradford International Airport as this would be a local road and the relevant local authority would be responsible for developing a scheme proposal. The Government sponsored study into improving connectivity to Leeds Bradford International Airport used an estimate provided by Leeds City Council of £38m in 2012 prices.</p><p> </p><p> </p><p> </p><p>The Aviation Policy Framework published in March 2013 makes clear that developers should pay the costs of upgrading transport links where there is a need to cope with increased passenger numbers, but that a public funding contribution will be considered if the scheme has a wider range of beneficiaries. The relevant local authorities would therefore be responsible for assembling a funding package for a link road, in partnership with developers and other local stakeholders. Local Growth Funding could be used to provide a public sector contribution, and the West Yorkshire Combined Authority is being provided with a contribution of up to £781m towards the West Yorkshire Plus Transport Fund between 2015/15 and 2034/35. The Fund has been set up to deliver transport improvements across West Yorkshire and York.</p><p> </p>

star this property answer text <p>The Government is currently considering mobility scooters in the context of a European Court of Justice ruling about motor insurance known as “the Vnuk judgment”. The effect of this judgment is to broaden the circumstances in which third party insurance is required; and the range of vehicles subject to insurance requirements. We will need to amend our domestic legislation to comply with the judgment.</p><p>In March 2015 we held a workshop to help us understand the particular issues that apply to mobility scooters and reach a decision on the position of these vehicles in the context of the Motor Insurance Directive.</p><p>Officials are currently preparing an impact assessment which will consider, amongst other things, whether to impose compulsory insurance or derogate from insurance requirements, certain categories of vehicle. We will, of course, consult before making any changes to the legislation.</p> more like this

star this property answer text <p>The Secretary of State asked the new Chairman of Network Rail, Sir Peter Hendy, to review the delivery of all projects across the entire Rail enhancements portfolio.</p><p>In the Blackpool North electrification scheme as it is currently defined, the connecting points will be removed from their current location as they restrict speed on a sharp curve towards Blackpool, but an allowance has been made in the design for a new, ‎simpler, connection, should the need arise to reconnect the line in future.</p> more like this

In 2013 the Government established a £12bn Local Growth Fund (LGF) to support LEPs in delivering their priorities for supporting local economic growth.
