star this property answer text <p>I refer to the answer of 3 June (HL15919), which states that the aviation sector operates in a competitive, commercial environment, investing to attract passengers and responding to demand when determining routes to operate. It is therefore not for the Department to carry out this type of assessment, nor to comment on whether there is sufficient competition.</p><p> </p><p>I can, however, confirm that CAA data for 2018 shows that the four largest airports in Scotland (Aberdeen, Edinburgh, Inverness and Glasgow) have flights to two or more airports in the London system, with flights operated by multiple airlines.</p><p> </p><p>In addition, the UK Government, in partnership with the Scottish Government and Dundee City Council, provide financial support for an air route from Dundee to <del class="ministerial">Stanstead,</del> <ins class="ministerial">Stansted</ins> through a public service obligation. Scotland will also benefit from an expanded Heathrow, where there will be further opportunity to enhance connections to the country’s biggest hub airport.</p><p> </p><p>This information, which is already in the public domain, shows that there is sufficient competition for air routes between London and Scotland.</p>

star this property answer text <p>Work is currently progressing and we expect to receive the results later this year to inform a decision as to whether the scheme should go to the ‘develop’ stage of the Government’s Rail Network Enhancements Pipeline.</p><p>Local stakeholders, including the local MP Andrew Stephenson, have championed the scheme and we are working closely with Transport for the North to assess the proposed scheme and to ensure that it can be affordable, will attract sufficient traffic, and is part of the right long-term solution for cross Transpennine rail traffic.</p><p>This is part of our new approach to rail enhancements to ensure we address the needs of passengers and freight, and that funding commitments appropriately reflect the stage of development of schemes.</p><p> </p> more like this

star this property answer text <p>Whilst test drilling has taken place as part of HS2 Ltd’s ground investigation programme, it has been concluded that no contaminated land is expected to be encountered. Throughout construction work continuous monitoring will take place to ensure that any previously unknown areas of contamination are identified.</p><p> </p><p>During construction HS2 won’t be piling through contaminated land in this area and their activities will not affect the occurrence or movement of contaminated groundwater that may be associated with nearby landfill sites.</p><p> </p> more like this

star this property answer text <p>When the decision not to proceed with electrification from Kettering to Sheffield and Nottingham was taken in 2017, approximately £30m had been spent on preliminary works north of Kettering. The majority of this was on bridge improvement works, which will deliver benefits such as improved asset condition irrespective of any electrification. The indicative c.£1.0bn (in 2012/13 prices) cost estimate for electrifying the route from Kettering to Sheffield / Nottingham was developed by Network Rail in 2016, as part of the Midland Main Line enhancements programme.</p><p> </p><p>Thanks to modern technology, we no longer need to electrify every part of every line in order to deliver better journeys. The decision not to continue with electrification from Kettering to Sheffield and Nottingham means that passengers will benefit from new trains sooner and with less disruption, when compared with electrifying the entire line. The upgrade of the Midland Main Line will support better journeys from 2020, including faster journeys in the peak and more seats, with further improvements from 2022 with a fleet of brand new bi-mode trains. Rapid delivery of passenger benefits, whilst minimising impacts on passengers, should always be our priority.</p><p> </p>

star this property answer text <p>We want an increasing proportion of the electricity used at electric vehicle charging points to be from renewable and low carbon sources. We are taking steps to facilitate this by cleaning up the UK’s power generation and increasing the amount of renewable generation and ensuring electric vehicles play a helpful role in our future smart and flexible energy system.</p><p> </p><p>The Clean Growth Strategy sets out steps the Government is taking to further decarbonise the power sector and the wider economy. Between now and 2050, the Government projects electricity grid emissions will continue to fall with increasing levels of low carbon and distributed renewable generation. To enable these changes in generation, the system is adapting to become more flexible and smarter in order to better manage the new flows in power. Electric vehicles have an important role to play in this transition – offering new opportunities for consumers and the power system. Smart charging will allow charging to happen at times when more renewable energy is available. The department plans to consult on smart chargepoint requirements shortly.</p><p> </p>

We are committed to a cost-effective deployment of an electric vehicle infrastructure network that is affordable, accessible, reliable and secure and want to fairly balance the cost of the investment required between the public and private sector.</p><p> </p><p>The Government’s vision is to have one of the best electric vehicle infrastructure networks in the world. We have a wide-ranging package of support available, including grants for chargepoints at homes, workplaces and on-street. Our funding and leadership, alongside private sector investment, has supported the installation of more than 17,000 public chargepoints. This includes over 1,700 rapid chargepoints – one of the largest networks in Europe.</p> more like this

star this property answer text <p>Under the Renewable Transport Fuel Obligation (RTFO), biofuels reported as being made from waste have risen from 12% of total biofuel supply in the first year of the obligation (2008/09) to 66% in 2017/18. Building on that success the Government introduced changes to the RTFO last year which will almost double the use of renewable fuels from 2018 to 2020, and set targets out to 2032 providing industry with long term certainty.</p><p> </p><p>In addition, as part of a fifteen year strategy for low carbon fuels the Government extended eligibility for rewards under the RTFO to aviation fuels last year, and is making available up to £20 million of matched capital funding to projects that will produce low carbon waste-based fuels to be used in aeroplanes and lorries through the Future Fuels for Flight and Freight Competition. The department is also engaging with industry on whether fuels produced from non-biogenic wastes, including those that are difficult to recycle, should be supported under the RTFO.</p><p> </p><p>Through the Aviation Strategy the Government will consider policies it can put in place to further assist the long-term uptake of sustainable alternative fuels in this sector.</p>
