star this property answer text <p>The Government recognise that the cost of travelling for rail passengers can seem high – this is why since 2014 we have taken action and capped the regulated rail fares in line with RPI inflation. Train fare revenue is crucial to funding day-to-day railway operations and delivering the investment and massive upgrade programme currently underway, all of which passengers demand and expect. 98p of every £1 in passenger revenue is reinvested in the network to improve passenger’s services.</p><p> </p><p>Tangible benefits to the Sheffield City Region on both the Northern and TPE franchises will become apparent to passengers during 2019 with new trains being introduced, delivering additional services and increased capacity for commuters.</p><p> </p><p>Benefits planned by East Midlands trains are, for long-distance journeys, it will reduce journey times between Sheffield and London by up to 20 minutes in the peak.</p><p> </p><p>There will be a brand new fleet of bi-mode trains serving Sheffield from 2022, with more seats. The first train will enter passenger service by April 2022.</p>

New high quality trains will operate Northern Connect inter-regional express services. Routes include Sheffield to Leeds, Nottingham, Lincoln and Hull. The Pacer trains will be withdrawn during 2019. By 2020 all trains in the Northern fleet will be new or refurbished to “as new” standard.</p><p> </p><p>Between December 2017 and December 2019, TransPennine Express will introduce hundreds of additional seats on peak weekday trains serving Sheffield facilitated by the introduction of three new train fleets.</p> more like this

When we are in a position to announce a delivery date, it will be with the assurance that it is value for money and deliverable by that date. We anticipate being in that position later this year.</p><p> </p><p>Network Rail are undertaking pre-construction planning to enable the scheme to be delivered as quickly as possible. While there is an element of fixed cost in this contract, most of the spend under the terms of this contract is driven by the amount of products (food and drink) LNER orders from Rail Gourmet. The value of these contracts is commercially sensitive as it could well impact a proposal an alternative supplier would put forwards when next this contract goes through a competitive tender exercise. This could then reduce funds returned by LNER to the tax payer.</p> more like this

star this property answer text <p>The ethanol content of petrol supplied in the UK is a commercial matter for fuel suppliers, subject to the Motor Fuel (Composition and Content) Regulations 1999 which set the maximum permissible ethanol content of petrol at ten per cent, known as E10. The Regulations set no minimum ethanol content.</p><p> </p><p> </p><p> </p><p>E10 is not yet on sale in the UK. Petrol sold in the UK today typically contains up to five per cent ethanol, known as E5.</p><p> </p><p> </p><p> </p><p>The Motor Fuel (Composition and Content) (Amendment) Regulations 2013 ensure that E5 petrol will continue to remain available until the end of 2016, thereby providing a ‘protection grade’ of petrol for drivers of those vehicles which would be incompatible with petrol which has a higher ethanol content.</p><p> </p><p> </p><p> </p><p>Should E10 be rolled out by suppliers, we will carefully assess the compatibility of the UK vehicle fleet in determining whether to extend the regulatory requirement for E5 to remain available beyond 2016.</p><p> </p><p> </p><p> </p><p>This Government recognises the concerns of owners of some older vehicles that may not be compatible with E10. The Department is in regular contact with suppliers who in turn have been asked to write to us to give at least three months of notice if they were to plan the introduction of this fuel. As yet none have indicated they have any immediate plans to introduce E10.</p><p> </p>

star this property answer text <p>The Government announced in December 2014 that we intend to upgrade all remaining sections of the A303 between the M3 and the A358 to dual carriageway standard, together with creating a dual carriageway link from the M5 at Taunton to the A303, as part of a long-term commitment to creating a new Expressway to the South West. We intend to start this process with three major improvements, as part of a total A303 / A30 / A358 corridor package of commitments worth £2 billion:</p><ul><li>Amesbury to Berwick Down</li><li>Sparkford to Ilchester</li><li>A358 Southfields to M5 Taunton</li></ul><br /><p>After previous attempts to improve the A303 have been shelved, the Government is determined to finally deliver this scheme.</p><br /><p>Information on the future level of traffic on the A303 was published in the A303/A30/A358 Corridor Feasibility Study published in February 2015 (at <a href="https://www.gov.uk/government/collections/road-investment-strategy#feasibility-studies" target="_blank">https://www.gov.uk/government/collections/road-investment-strategy#feasibility-studies</a>).</p><br /><p>The study did not identify separate figures for Chicklade at this early stage of development. However, the study provides projections for 2021, 2031 and 2041 for the corridor between the A350 and A36 which includes Chicklade.</p><br /><p>The study includes the cost of the whole A303 route improvement. The dualling of the A303 from Wylye to Mere was investigated in the study as two separate schemes: Chicklade Bottom to Mere with an estimated cost of between £199m to £293m; and Wylye to Stockton Wood. There is no separate estimate for Wylye to Stockton Wood.</p><br /><p>Due to the early stage of the schemes development it is too early to provide estimates of traffic noise and pollution in Chicklade from the proposed dualling the A303 at Stonehenge.</p><br /> <br />

star this property answer text <p>Highways England Traffic Officers play an important role in keeping traffic moving by helping road users in the event of a breakdown or collision, clearing debris from the motorways and returning the road back to normal.</p><br /><p>To assess how well Highways England are performing in clearing incidents, a target has been set to clear 85% of all lane impact incidents on the motorway network with one hour, as set out in the Roads Investment Strategy (RIS) and reported on annually. Highways England works closely with the other emergency responders including police forces, ambulance authorities, and fire and rescue services to improve its incident response.</p><br /> more like this

star this property answer text <p>The Department has made clear it is looking to the rail industry for innovation in considering the use of alternative fuels, such as hydrogen, in the future.</p><p> </p><p>We are aware that Alstom are working with Eversholt on the conversion of class 321 units to bi-modes using hydrogen fuel cells in the UK. Also, Porterbrook have entered into a partnership with the Birmingham Centre for Railway Research and Education (‘BCRRE’) to create HydroFlex where Porterbrook will provide a ‘Class 319’ electric unit to BCRRE for conversion into a hydrogen powered train. The introduction of these trains into service will depend on both a positive business case and on the regulatory approvals being given.</p> more like this

star this property answer text <p>The Government’s position in relation to funding Surface Access at airports is set out in the 2013 Aviation Policy Framework and reiterated in the Airports National Policy Statement which was designated in June 2018. Where a scheme is not solely required to deliver airport capacity and has a wider range of beneficiaries, the Government, along with relevant stakeholders, will consider the need for a public funding contribution alongside an appropriate contribution from the airport on a case by case basis. The Government is supporting these schemes subject to the development of a satisfactory business case and the agreement of acceptable terms with the Heathrow aviation industry.</p><p> </p><p>In line with the published Rail Network Enhancements Pipeline, my Department is developing the Business Case for the Western Rail Link to Heathrow. Network Rail intends to apply for planning powers in 2019, and details of the scheme funding will be published.</p><p> </p><p>In May 2018, my Department launched a Market Sounding to test the market’s appetite to share the risk of development for a proposed Southern Rail Link to Heathrow in order to reduce the burden on taxpayers and fare payers. A summary of responses will be published later in the Autumn.</p><p> </p>

The Department monitors each train operator against these levels, and this includes regular meetings with its senior management where performance figures are scrutinised and challenged. star this property answer text <p>At the Department’s request, Andrew Haines (Network Rail CEO) led industry in reviewing plans for the December 2018 timetable in light of the disruption seen in May 2018. The rail industry advised reductions in the scale of the planned changes for the December 2018 timetable, specifically to reduce the risk of disruption for passengers.</p><p> </p><p>In addition, the rail industry has put in place additional assurance processes to test that plans for delivery of the timetable are robust and the Secretary of State has received on-going assurance from industry leaders on its readiness for the implementation of timetable change on 09 December 2018.</p><p> </p> more like this

star this property answer text <p>The proposed works at Windmill Bridge Junction and East Croydon form part of a wider Brighton Mainline (BML) upgrade programme, led by Network Rail.</p><p> </p><p>An Outline Business Case (OBC) is expected to be complete in late 2019. Consistent with our new Rail Enhancements Pipeline process, once the OBC is finalised, a decision will be made whether to progress and fund the Final Business Case (FBC) stage and further development of the project, leading ultimately to a final investment decision over the coming years. Our decision to deliver the programme will be based on there being a sound business case, planning permission, and overall affordability.</p> more like this

star this property answer text <p>Train operators are expected to have fair and transparent processes for considering Delay Repay applications as set out in detail in their Passenger’s Charter. The train operators use industry delay data provided by Network Rail, who have an obligation to ensure that this delay data is accurate.</p><p> </p><p>If any passenger is unhappy with the decision taken by the train operator with regards to a Delay Repay claim, then they will shortly be able to take this up with the new Rail Ombudsman.</p> more like this
