star this property answer text <p>The Government’s position in relation to funding Surface Access at airports is set out in the 2013 Aviation Policy Framework and reiterated in the Airports National Policy Statement which was designated in June 2018. Where a scheme is not solely required to deliver airport capacity and has a wider range of beneficiaries, the Government, along with relevant stakeholders, will consider the need for a public funding contribution alongside an appropriate contribution from the airport on a case by case basis. The Government is supporting these schemes subject to the development of a satisfactory business case and the agreement of acceptable terms with the Heathrow aviation industry.</p><p> </p><p>In line with the published Rail Network Enhancements Pipeline, my Department is developing the Business Case for the Western Rail Link to Heathrow. Network Rail intends to apply for planning powers in 2019, and details of the scheme funding will be published.</p><p> </p><p>In May 2018, my Department launched a Market Sounding to test the market’s appetite to share the risk of development for a proposed Southern Rail Link to Heathrow in order to reduce the burden on taxpayers and fare payers. A summary of responses will be published later in the Autumn.</p><p> </p>

star this property answer text <p>The Appraisal of Sustainability that accompanies the Airports National Policy Statement provides a strategic assessment of the potential social, economic, and environmental impacts of expansion, including a) air quality and b) noise.</p><p>Following designation of the Airports National Policy Statement, it is down to an applicant for development consent to undertake a detailed assessment of the environmental impacts of their scheme, and to put forward an appropriate package of mitigation measures.</p><p>On c), the Airports National Policy Statement is also clear that an applicant for development consent should set out the mitigation measures that it considers are required to minimise the effect of expansion on the existing surface access arrangements. Any application, and its accompanying airport surface access strategy, must include details of how the applicant will increase the proportion of journeys made to the airport by public transport, cycling and walking.</p> more like this

star this property answer text <p>Following designation of the Airports National Policy Statement, it is now down to an applicant for development consent to undertake a detailed assessment of the air quality impacts of the scheme, including during construction, and put forward to the Planning Inspectorate an appropriate package of mitigations that addresses air quality impacts and demonstrates compliance with air quality obligations.</p><p> </p><p>In order to grant development consent, the Secretary of State would need to be satisfied that, including any mitigations, the scheme would be compliant with legal obligations.</p> more like this

star this property answer text <p>The Secretary of State has set out a clear expectation that airport charges should remain close to 2016 levels under expansion, and Heathrow Airport Limited has stated that it will seek to meet this challenge. The Civil Aviation Authority (CAA) also confirmed in April 2018 that there are credible scenarios in which landing charges could remain close to 2016 levels in real terms.</p><p>As the scheme design and regulatory framework continue to develop, the CAA will scrutinise all proposals for expansion to ensure that, in line with its primary duty, they are in the best interest of the consumer. The CAA has confirmed that this could include a small increase in airport charges if that was required to unlock the wider consumer benefits of expansion.</p><p><strong> </strong></p><p> </p> more like this

star this property answer text <p>Local authorities are independent bodies. Section 108, Part 2 of the Transport Act 2000 (as amended by the Local Transport Act 2008) sets out that each local transport authority must (a) develop policies for the promotion and encouragement of safe, integrated, efficient and economic transport to, from and within their area, and (b) carry out their functions so as to implement those policies. The Act also defines transport as, among other things, the transport required to meet the needs of persons living or working in the authority’s area, or visiting or travelling through that area<strong>.</strong></p><p>The Department collaborates closely with local authorities on a range of issues. However, in London, Transport for London is best placed to facilitate any additional coordination of transport issues between Boroughs that may be considered necessary.</p><p> </p> more like this

star this property answer text <p>There are a number of arrangements in place; including the Civil Service Code, which refers to an individual’s integrity in putting the obligations of public service above their own personal interests and forms part of the contractual relationship between a Civil Servant and their employer.</p><p> </p><p>Contracts of employment issued to a new member of staff also refer to the subject of Conduct and conflict of interest:</p><p> </p><p>‘As a Civil Servant you are required to conduct yourself in accordance with the provisions of the Civil Service Code, a copy of which is available within the Staff Handbook. It is essential that you are, and are seen to be, honest and impartial in the discharge of your duties. You must not allow your judgement or integrity to be compromised in fact or by reasonable implication. The detailed requirements governing the avoidance of conflicts of interest, the receipt of gifts and hospitality and the standards of conduct expected of you are set out in the Staff Handbook.’</p><p> </p><p>Any Civil Servant who does not adhere to the Civil Service code is liable to disciplinary action including the possibility of dismissal.</p><p> </p><p>In addition, applicants are required to declare previous employment on job applications, so recruiting line managers will be aware of potential conflicts of interest. If a role requires security clearance, then an additional independent check is conducted as part of the security checking process.</p><p> </p><p> </p>

star this property answer text <p>The recruitment process for this role followed the legal principle that a person's selection must be on merit on the basis of fair and open competition as set out in the Constitutional Reform and Governance Act 2010. The process was overseen at all stages by a Civil Service Commissioner and managed by executive search firm Odgers Berndston. The role was advertised nationally in September 2014, and the process that then followed comprised longlisting, shortlisting, psychometric testing and final interviews by a panel. The panel was chaired by the Civil Service Commissioner and otherwise comprised Philip Rutnam, Permanent Secretary of the Department for Transport; Alex Aitken, Executive Director of Government Communications, Cabinet Office; David Prout, Director General, High Speed Rail, Department for Transport; and Alison Rumsey, Group HR Director, Department for Transport. Prior to final panel interviews the shortlisted candidates met the Permanent Secretary and the Secretary of State for conversations in which the candidates had the opportunity to ask questions about the Department. The meetings with the Secretary of State were observed by representatives from the Civil Service Commissioner’s office in line with Civil Service Commission’s Recruitment Principles. As Mr Baugh was previously employed by Heathrow Airport Ltd, he will not be involved in advising Ministers on issues relating to the work of the Airports Commission for the 6 months following his appointment, which starts on 30 March 2015.</p><p> </p><p> </p>
