star this property answer text <p>We have pledged £500m to begin reopening closed railway lines and stations. We are funding plans to reopen the lines to Fleetwood in Lancashire and Ashington in Northumberland, and are making up to £20m available for new stations. We have written to my honourable friends inviting them to a briefing on 4th February where we will explain how they can put forward ideas for reopening and seek funding to develop existing and new schemes.</p><p> </p><p> </p> more like this

star this property answer text <p>It is the Government’s policy, via the Airports National Policy Statement, that any applicant for development consent for a Northwest runway at Heathrow Airport will have to comply with the new requirements on greenhouse gas emissions reductions introduced by the Climate Change Act 2008 (2050 Target Amendment) Order 2019. The Airports National Policy Statement is clear that an applicant will need to demonstrate that any increase in carbon emissions from the scheme will have no material impact on the ability of the Government to meet the carbon targets in force at the date that that application is determined.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>We have received several requests for review of the Airports National Policy Statement which raise the matters of air quality and climate change, and the Secretary of State will consider carefully whether it is appropriate to review the Airports National Policy Statement in accordance with the requirements of the Planning Act 2008.</p>

star this property answer text <p>As currently planned, HS2 trains will run directly to Scotland via a connection to the West Coast Mainline, improving journey times with London. The Department for Transport has been working closely with Transport Scotland and Network Rail to look at further options which, subject to having a good business case, could further improve journey times. In August 2019 the Prime Minister asked Doug Oakervee to chair an independent review of HS2 to provide advice on how and whether to proceed. The Government will set out the next steps for High Speed 2 in due course.</p> more like this

star this property answer text <p>Expansion at Heathrow is conditional on the implementation of a robust set of noise mitigations. These requirements are set out in the Airports National Policy Statement, which was designated following a vote in the House of Commons and include: minimising noise impacts so they are no greater than 2013 levels, a noise envelope, more predictable periods of respite and an expected ban of 6.5 hours on scheduled night flights.</p><p> </p><p>It is now for an applicant for development consent to demonstrate to the Planning Inspectorate, with input from statutory consultees, that it can meet these requirements through a detailed assessment of all environmental impacts of their scheme, including demonstrating that noise mitigation measures will be effective.</p><p> </p><p>The government continues to keep evidence on noise impacts under review through its expert group, the Interdepartmental Group on Costs and Benefits of Noise (IGCB(N)), and will consider carefully any recommendations from this process.</p><p> </p>

star this property answer text <p>The Prime Minister has appointed Douglas Oakervee to chair an independent review of HS2 to consider whether and how we proceed with the project. The review will consider all existing evidence on the project and consider a number of aspects of the programme, including its benefits and impacts; affordability and efficiency; deliverability; and scope and phasing, including its relationship with Northern Powerhouse Rail. The Review’s full terms of reference are available on gov.uk. Allan Cook’s findings will be part of the evidence for this review.</p><p> </p><p>A final report will be sent to the Department in the autumn to inform the Government’s decision on the next steps for the project. We will publish this Review and take decisions on the HS2 project once we have considered the findings.</p><p><ins class="ministerial">The Government has published Allan Cook's assessment and is available in the libraries of both Houses.</ins></p><p><del class="ministerial">The Government intends to publish Allan Cook’s assessment in due course.</del></p>

star this property answer text <p>Badger setts/holes have been closed by HS2 contractors at three separate locations in the last two months in Buckinghamshire. Badger setts are closed under an HS2 Organisational Licence agreed with Natural England and all works are supervised by suitably experienced ecologists. In accordance with the licence, holes are fitted with one-way gates (allowing animals to get out of the holes but not to return) and are then monitored for a minimum of 21 days to ensure there are no animals using them before they are either blocked or dug out. Mesh would then usually be installed over the ground to prevent animals re-entering or digging new holes. No evidence of fox or rabbit activity has been noted during the mitigation work in the last two months in Buckinghamshire.</p><p> </p><p> </p> more like this
