star this property answer text <p>Rules 124-125 of The Highway Code set out the speed limits applicable on motorways (including smart motorways), in accordance with the Road Traffic Regulation Act 1984.</p><p>Smart motorways have variable mandatory speed limits to smooth traffic flow, and reduce congestion, and have electronic signs to warn drivers of incidents ahead. This enables less speeding, tailgating and fewer rapid changes of speed.</p><p>Enforcement by the Police is one of a number of measures which are used to encourage compliance with variable speed limits and ensure that schemes are working as intended.</p> more like this

star this property answer text <p>On 16 April 2023, the Government announced that all plans for new smart motorways have been cancelled, recognising the lack of confidence felt by drivers and cost pressures. This means no new smart motorways will be built.</p><p> </p><p>We are focused on investing £900m to add further safety improvements to existing smart motorways, including constructing 150 extra emergency areas – so that people can continue to get around easily and with increased confidence.</p><p> </p><p>Any reduction in capacity on our motorways, the safest roads in the country, could put more drivers and passengers at risk of death or serious injury by forcing them onto roads that are less safe. Restoring the hard shoulder while maintaining capacity would be hugely disruptive and come at enormous cost.</p><p> </p> more like this

Therefore, the Department agreed to consider requests from operators for derogations against the requirement to formally consult on timetable changes throughout 2022. Subsequently, on 5 August 2022 the Department issued Southeastern with a formal derogation against the requirement to undertake a consultation exercise in respect of its December 2022 timetable changes.</p> more like this

star this property answer text <p>To help increase practical driving test availability, the Driver and Vehicle Standards Agency (DVSA) is recruiting more than 300 driving examiners across Great Britain, including in the Erith and Thamesmead area. The DVSA’s examiner recruitment campaigns continue to be successful but, like many employers, the DVSA is finding the job market extremely competitive. As it moves through each recruitment campaign, the DVSA will continually review and make changes and improvements to its recruitment and selection process, and training courses.</p><p> </p><p>The DVSA is working hard to provide as many practical driving test appointments as it can, with several measures in place to do this.</p><p>These include:</p><ul><li>offering a national recovery allowance and annual leave buy back to driving examiners;</li><li>asking all those qualified to conduct tests, but who do not do so as part of their current day job, to return to conducting tests where capacity allows;</li><li>conducting out of hours testing (such as on public holidays and weekends); and</li><li>resuming the number of driving tests per day to seven for each full-time examiner.</li></ul><p> </p><p>The DVSA has launched a ‘Ready to Pass?’ campaign to improve learners’ understanding of how they can assess their own readiness for test. An open day was held on 16 October in Erith and Thamesmead for customers to meet driving examiners and find out more about being test ready.</p><p> </p><p> </p>

star this property answer text <p>The Department published statutory guidance to local authorities under the Traffic Management Act 2004, providing advice on the changes that Government expects them to make to their road layouts to give more space to cyclists and pedestrians. This includes a reminder that local authorities need to be mindful of the requirements of equalities legislation, ensuring, for example, that in redesigning and reallocating road space they take careful account of the impacts this may have on disabled people. Consumers are encouraged to first contact travel providers or accommodation providers for reimbursement. In the next instance, credit card providers may be able to provide a refund under Section 75 of the Consumer Credit Act 1974 if the payment was made by credit card. star this property answer text <p>As the pandemic has changed travel habits, operators have had to rapidly reassess their services to provide timetables that meet new passenger travel patterns, are fit for the future, and carefully balance cost, capacity and performance.   This has constrained the timescales to conduct traditional consultations; however train operators have been working closely with local markets and stakeholders, including passenger groups, Members of Parliament, and local and mayoral authorities, to find the best solution to the needs of the local community and run reliable services within existing operational constraints.</p><p>The new timetables are demand-led and built with flexibility in mind, so if passenger numbers increase as we continue to recover from the pandemic, we can look to accommodate additional services. Where operators have modified their timetables, the changes will be kept under review and, where appropriate, adjusted to reflect fluctuations in demand.</p> more like this

star this property answer text <p>The off-payroll working rules (IR35) are designed to ensure individuals working like employees but through their own limited or personal service company, pay broadly the same Income Tax and National Insurance contributions as those who are directly employed.</p><p> </p><p>This is not a new tax; the reform improves compliance with existing rules. Non-compliance with these rules was widespread and it is estimated that this would have cost the Exchequer £1.3 billion per year by 2023/24 if not addressed. The Government had delayed the introduction of the changes by a year to April 2021 in recognition of the impact of the COVID-19 pandemic.</p><p>We have no data on the impact on the number of HGV drivers.</p> more like this
