star this property answer text <p>The Government is currently consulting on a draft Airports National Policy Statement, with the consultation closing on 25 May 2017. Following consultation and Parliamentary scrutiny, the Government will consider all the responses received and, if it chooses to proceed, could then lay a proposed final Airports National Policy Statement before Parliament. It would be inappropriate for the Government to speculate on the content of any final Airports National Policy Statement before all of the relevant procedural steps have been taken. I would encourage the Hon Member to set out his views on the issue of landfill clearing costs in his response to the consultation.</p> more like this

star this property answer text <p>The Airports Commission shortlisted three airport expansion schemes, two at Heathrow and one at Gatwick. The Airports Commission considered site enabling works as a part of their cost and commercial analysis and the Government is considering all of the evidence before reaching a view on its preferred scheme.</p><p> </p><p>The Government accepted the Commission’s shortlist in December 2015 and outlined that it will take forward a draft Airports National Policy Statement (NPS) to deliver new airport capacity. The NPS will be supported by an Appraisal of Sustainability which will examine the economic, social and environmental impacts of the new runway proposals. This will include an assessment of the impacts on soil.</p><p> </p> more like this

We are carefully considering the evidence in relation to all three schemes. The Government accepted the Commission’s shortlist in December 2015, and has since been undertaking a programme of further work, including on air quality, to support a decision on a preferred scheme. The Government’s decision on a preferred scheme will take into account the Government’s overall plan to improve air quality and its commitments to comply with legal obligations.</p> more like this

Of those, 6 submitted identically worded responses for all questions and 940 participants provided a response based on this campaign which:</p><p>- included a partial version of the text with or without their own personal comments, or</p><p>- included the full version of this text plus additional personal comments.</p><p> </p><p>Comments provided by participants were summarised and analysed along with other consultation responses.</p>

Views for and against are broken down as follows:</p><p>c) 19,729 members of the public and 307 organisations supported Location C.</p><p>d) 11,998 members of the public and 115 organisations disagreed with Location C.</p><p> </p><p>13,258 responses were submitted via letter or email. Of the 47,034 responses received, 13,284 were identified as being associated with organised campaigns, which are identically worded responses.</p><p> </p><p>One of these campaigns specifically suggested a new north-bound bridge crossing at Dartford as the solution. This campaign is referenced as ‘ Campaign 11, Adam Holloway MP’, in the Ipsos MORI report and received 42 signatures. Other campaigns were in opposition to a new crossing Location C and in opposition to any new crossing in Thurrock.</p>

star this property answer text <p>Option A14 for the Lower Thames Crossing was assessed by Highways England as part of the Options Phase appraisal. The cost-benefit analysis demonstrated that the route would represent poor value for money with a benefit-cost ratio of 0.4.</p><p> </p><p>The appraisal was based on a level of design development and environmental assessment appropriate for the wide range of options considered at this early stage of the project. The cost-benefit analysis uses costs built-up from Highways England’s cost database for UK highways projects, the results of traffic forecasting for this option which include greenhouse gases, accidents, vehicle operating costs, noise, reliability and wider economic impacts and have been measured in line with DfT’s WebTAG guidance. As requested, the cost-benefit analysis will be placed in the Libraries of both Houses shortly.</p> more like this

star this property answer text <p>The number of times that traffic has been held at the Northbound Dartford Crossing on a red light in order to escort vehicles are as follows;</p><p> </p><table><tbody><tr><td><p>Nov-16</p></td><td><p>Dec-16</p></td><td><p>Jan-17</p></td></tr><tr><td><p>2218</p></td><td><p>2184</p></td><td><p>2487</p></td></tr></tbody></table><p> </p><p>This does not count the total number of occasions when escorts occurred. To minimise the number of times necessary to hold traffic to escort vehicles, staff are trained to conduct escorts when traffic is held at red lights by the Traffic Safety System for others reasons e.g. extracting an over height vehicle before it enters the tunnels.</p><p> </p><p>Due to a number of operational activities carried out at the same time as the escort it can be difficult to determine an exact average duration that each escort may take.</p><p> </p><p>However, the majority of escorted dangerous goods vehicles and abnormal loads going through the Dartford tunnels do take less than two minutes on each occasion. A new arrangement is being developed to accurately measure the duration of each crossing and Highways England anticipate making decisions on when new arrangements could become available later this year.</p>

star this property answer text <p>Studies regarding traffic congestion near the Dartford Crossing about A282 junctions 1a, 1b and M25 junction 2 have been completed to see what improvements could be made and these studies have informed the package of local improvements that is now being carried out by Highways England and Kent County Council. At junction 1a, yellow box markings have been added and the traffic signal timings have been optimised. Signal timing reviews at junctions 1b and 2 should be completed by the end of December 2016. In addition, journey time sensors are now being installed on the approaches to Dartford to improve the information being given to drivers and to improve the management of traffic to ease congestion more quickly. These measures are designed to improve local traffic flow at these junctions. The whole package of works is due to be completed by December 2017.</p><p> </p><p>Highways England will continue to look for ways to improve traffic flows at the Crossing and on the surrounding network. For the period from 2020 and beyond, the Government is looking at what further measures can be taken. This is being considered through the current round of the Route Strategy Studies, which will inform road investment priorities for 2020 – 2025 and beyond.</p>

star this property answer text <p>The UK has always been supportive of the Convention but in line with a number of other States preferred alignment with the International Civil Aviation Organizations Standards for Travel Documents (ICAO 9303) as this provided for a more secure document.</p><p> </p><p>The UK was a key State in pushing through the amendments that were formally adopted in 2016 that finally aligned the Convention with ICAO 9303. There are now a number of technical and practical issues that the UK needs to resolve and that we are actively working on. star this property answer text <p>The Civil Aviation Authority collects details of the total hours flown by each individual aircraft as part of the process for maintaining the certificate of airworthiness. The table below shows the number of aircraft of each type registered at 31 December of each year, and the total recorded hours flown by those aircraft. The ability of UK license holders to obtain insurance cover is dependent upon the insurer’s assessment of relevant risks in relation to an individual license holder. star this property answer text <p>In 2014 the CAA published a comprehensive strategic safety review of offshore public transport helicopter operations in support of the exploitation of oil and gas. Following this review the CAA announced a series of measures to increase the safety of offshore helicopter flights. These measures included:</p><p> </p><ul><li>Prohibiting helicopter flights in the most severe sea conditions, so that the chance of a ditched helicopter capsizing is reduced and a rescue can be safely undertaken.</li><li>Pending further safety improvements to helicopters, passengers will only be able to fly if they are seated next to an emergency window exit to make it easier to get out of a helicopter in an emergency (unless helicopters are fitted with extra flotation devices or passengers are provided with better emergency breathing systems).</li><li>Requiring all passengers to have better emergency breathing equipment to increase underwater survival time unless the helicopter is equipped with side floats.</li></ul><p><em> </em></p><p>Following the fatal accident of a H225 helicopter in Norway in April 2016, two helicopter types, popularly known as Super Pumas, were restricted from being used commercially by UK and Norwegian operators. The restrictions have been lifted after receiving extensive information from the Norwegian accident investigators and being satisfied with the subsequent changes introduced by Airbus Helicopters through detailed assessment and analysis. The CAA would not have made this decision unless they were convinced that the changes to the helicopters and their maintenance restore the required airworthiness standards.</p><p> </p><p>The CAA continues to work with the helicopter operators, the offshore industries, international regulators, unions and pilot representatives to enhance offshore safety standards still further.</p>

It will also be for operators and their customers to decide whether they wish to re-introduce the helicopters to service. In order to resume operations individual operators will need to supply safety cases to ensure that they have all the necessary measures (procedures, processes, tooling and training) in place for a return to service. To date no UK operators have done so.</p><p> </p>
