	answer	answer is ministerial correction date of answer 02/05/2019 answer text <p>The Department for International Trade (DIT) was created in July 2016 following the result of the EU referendum and was specifically established as part of the government’s EU exit strategy.</p><p>DIT integrates scenario planning for EU exit into its overall programmes of work. ‘No deal’ planning is not undertaken by a distinct team and it is therefore not possible to separately identify the spend associated with the UK leaving the EU without a deal.</p><p>HM Treasury has allocated over £4.2 billion of additional funding to departments and the devolved administrations for EU exit preparations so far. This includes the £1.5 billion of additional funding HM Treasury announced in the Autumn Budget for 2018/19. Last year Joanna Crellin was appointed as LatAC Trade Commissioner, and in March hosted a LatAC Roadshow in several UK regions to promote trade opportunities to UK companies. The Prime Minister has also appointed four Trade Envoys to promote bilateral trade and investment in LatAC.</p><p>The UK has concluded trade continuity agreements with Chile and 11 Caribbean countries, which will allow us to continue trading on preferential terms when we leave the EU, and we are in advanced stages of negotiation with the Andean Community and Central America Association. The Taxation (Cross-Border Trade) Act enables the UK to put in place a UK trade preferences scheme for developing countries once we leave the EU. This will provide the same level of access as the current EU trade preference scheme by granting duty-free, quota-free access to 48 Least Developed Countries, including Kiribati.</p><p> </p><p>In addition, the existing EU-Pacific States Economic Partnership Agreement (EPA), currently in effect between the EU, Fiji and Papua New Guinea, provides for other Pacific countries to apply to accede to it, including Kiribati. The exact nature of this scrutiny, and the steps required before an SI completes its passage, is dependent on the type of SI. A licence would not be granted if to do so was inconsistent with the Criteria.</p><p> </p><p>The Criteria are statutory guidance issued under section 9 of the Export Control Act 2002 as most recently announced to Parliament in a Written Ministerial Statement on 25 March 2014. Forecasts assume a smooth Brexit with a transition period until 2020. Weak air freight shipment figures, declining global export orders, increased economic policy uncertainty and a fall in the global GDP outlook are cited as reasons for downward revisions to forecasts.</p><p> </p><p>The WTO notes the uncertainty surrounding recent estimates and that ‘the effects of Brexit will depend on the nature of any agreement that might be reached between the UK and the EU, with impacts mostly confined to these economies.</p><p> </p><p>HMG published analysis of UK impacts of various EU exit scenarios, including no-deal, in November 2018.</p><p> </p><p>The Government's priority is to continue to press the case for the orderly Brexit that delivers on the result of the referendum. We assess each export licence application very carefully against the Consolidated EU and National Arms Export Licensing Criteria (the Consolidated Criteria).</p><p>The Consolidated Criteria provide a thorough risk assessment framework and require us to think hard about the impact of providing equipment and its capabilities. These are not decisions we take lightly, and we will not license the export of items where to do so would be inconsistent with the Consolidated Criteria.</p><p>The key test for assessing military exports to Saudi Arabia is Criterion 2(c) of the Consolidated Criteria – whether there is a clear risk that the exports might be used in the commission of a serious violation of International Humanitarian Law (IHL).</p><p>When considering export licence applications, we take into account a wide range of sources and analyses, including reports from non-governmental organisations and the United Nations, as well as those of a sensitive nature to which these parties do not have access. During negotiations for future free trade agreements we will publish and lay before Parliament a Round Report following each substantive round of negotiations. This Round Report will also be published online in an accessible format. We will also publish an Annual Trade Report covering progress across the full programme of negotiations. We announced our intention to work closely with a parliamentary committee to put in place measures to ensure effective parliamentary scrutiny throughout the process.</p><p> </p><p>Alongside our regular engagement with stakeholders, we have set up the Strategic Trade Advisory Group, which was recently announced. Another formal engagement mechanism we are setting up is Expert Trade Advisory Groups. Both of these mechanisms are designed to seek expert insight on strategic trade policy issues, including future trade agreements. The best way to provide that continuity and stability is for the UK to leave the European Union with a negotiated deal so that the UK can remain covered by all of these agreements during the proposed Implementation Period.</p><p> </p><p>Nevertheless, the Government is working to have bilateral agreements in place ready for when they are needed, whether that is in the event of no deal, or after the proposed Implementation Period. We have made good progress signing trade continuity agreements, most recently with Iceland and Norway. Trade with countries where agreements have already been signed or finalised accounts for more than half of the UK’s trade with countries for which the UK is seeking continuity.</p><p> </p><p>Many discussions with other countries are at an advanced stage. As with all such discussions, they tend to go down to the wire, and we would expect nothing less from these agreements.
