unstar this property answer text <p>UK beverages are an important contributor to our overall food and drink exports and were worth £7.6bn in 2018, an increase of 4.9% on 2017. Whisky alone accounted for over 63% of beverage exports and DIT works with bodies such as the Scotch Whisky Association across trade policy and market access, working to reduce trade barriers and assist getting products into overseas markets.</p><p> </p><p>DIT collaborates closely with industry directly and key stakeholders such as the Wine and Spirits Trade Association across a wide range of export promotion activities such as meet the buyer events and trade missions; both in the UK and overseas.</p> more like this

unstar this property answer text <p>The Department for International Trade (DIT) was created in July 2016 following the result of the EU referendum and was specifically established as part of the government’s EU exit strategy.</p><p>DIT integrates scenario planning for EU exit into its overall programmes of work. ‘No deal’ planning is not undertaken by a distinct team and it is therefore not possible to separately identify the spend associated with the UK leaving the EU without a deal.</p><p>HM Treasury has allocated over £4.2 billion of additional funding to departments and the devolved administrations for EU exit preparations so far. This includes the £1.5 billion of additional funding HM Treasury announced in the Autumn Budget for 2018/19. unstar this property answer text <p>Over the last three years, UK Export Finance (UKEF) has provided more than £1 billion in support for UK companies delivering critical infrastructure projects in Iraq, including power stations, and water and waste water treatment projects. There is significant interest in UKEF support for UK companies’ contracts in Iraq and the additional £1 billion in capacity will enable UK companies to participate in further priority projects that can promote nation-building efforts in Iraq. unstar this property answer text <p>The Department for International Trade works extensively throughout Latin America and the Caribbean (LatAC) to strengthen the UK’s trade and investment relationships. Last year Joanna Crellin was appointed as LatAC Trade Commissioner, and in March hosted a LatAC Roadshow in several UK regions to promote trade opportunities to UK companies. The Prime Minister has also appointed four Trade Envoys to promote bilateral trade and investment in LatAC.</p><p>The UK has concluded trade continuity agreements with Chile and 11 Caribbean countries, which will allow us to continue trading on preferential terms when we leave the EU, and we are in advanced stages of negotiation with the Andean Community and Central America Association. The Taxation (Cross-Border Trade) Act enables the UK to put in place a UK trade preferences scheme for developing countries once we leave the EU. This will provide the same level of access as the current EU trade preference scheme by granting duty-free, quota-free access to 48 Least Developed Countries, including Kiribati.</p><p> </p><p>In addition, the existing EU-Pacific States Economic Partnership Agreement (EPA), currently in effect between the EU, Fiji and Papua New Guinea, provides for other Pacific countries to apply to accede to it, including Kiribati. The new UK-Pacific States EPA, signed on 14 March between the UK, Fiji and Papua New Guinea, carries over this accession commitment.</p> more like this

The exact nature of this scrutiny, and the steps required before an SI completes its passage, is dependent on the type of SI. unstar this property answer text <p>After EU Exit export licence applications will continue to be assessed in the same way as they are now, on a case-by-case basis against the eight criteria set out in the Consolidated EU and National Arms Export Licensing Criteria.</p><p> </p><p>Criterion 2 covers the respect for human rights and fundamental freedoms in the country of final destination as well as respect by that country for international humanitarian law. A licence would not be granted if to do so was inconsistent with the Criteria.</p><p> </p><p>The Criteria are statutory guidance issued under section 9 of the Export Control Act 2002 as most recently announced to Parliament in a Written Ministerial Statement on 25 March 2014. After the UK leaves the EU, the Criteria will remain in force until such time as any new or amended guidance is announced to Parliament.</p> more like this

Through the EU, we are challenging in the WTO the US’s claim that it is entitled to impose retaliatory tariffs on the UK. However, it would not be appropriate for the UK to make representations to the US on specific products whilst we are contesting the right of the US to impose any tariffs at all.</p><p> </p><p>We are clear that a tariff war would not be in the interests of UK, EU or US industry. We agree with EU and others that we do not want to see the disputes escalate further. The UK will continue to work closely with the EU on next steps.</p> more like this

unstar this property answer text <p>The Government works actively to increase trade between the UK and China, including through our overseas network led by HM Trade Commissioner for China, bilateral working groups, and through the broad support the Department for International Trade provides to UK exporters and to Chinese companies wishing to invest in the UK. Ministerial travel also supports this, and provides the necessary platform to progress market access for British goods and services. The Secretary of State travelled to China five times last year. He secured market access for UK dairy, worth £240m over 5 years, at the Department for International Trade-led Joint Economic and Trade Commission, and led the UK delegation to China’s inaugural International Import Expo in November, where the UK secured over £2bn worth of deals. The Government is also conducting a Joint Trade and Investment Review with China, an analytical exercise to explore all options to increase flows of goods, services and investment in our post-Brexit trading relationship.</p>

We have been clear in our opposition to US tariffs on steel and aluminium and threatened tariffs on autos. These are unjustified and have, and will have, a negative impact on the UK as an EU Member State and after exit under their existing terms.</p><p> </p><p>We will continue to work with the EU and the US to find a constructive permanent solution, including through implementing the EU-US Joint Statement agreed by Presidents Juncker and Trump in July last year.</p> more like this

These areas are set out in a list of postcodes, which will be hosted on gov.uk, alongside a notice to importers. Tariff preferences will be implemented by UK customs authorities.</p><p> </p><p>We will also continue to implement the EU’s interpretive notice on the indication of origin of products from Israel settlements. These guidelines are an important step to ensure correct and coherent implementation of EU consumer protection and labelling legislation.</p> more like this

unstar this property answer text <p>The Government works actively to increase trade between the UK and China, including through our overseas network led by HM Trade Commissioner for China, bilateral working groups, and through the broad support the Department for International Trade provides to UK exporters and to Chinese companies wishing to invest in the UK. Ministerial travel also supports this, and provides the necessary platform to progress market access for British goods and services. The Secretary of State travelled to China five times last year. He secured market access for UK dairy, worth £240m over 5 years, at the Department for International Trade-led Joint Economic and Trade Commission, and led the UK delegation to China’s inaugural International Import Expo in November, where the UK secured over £2bn worth of deals. The Government is also conducting a Joint Trade and Investment Review with China, an analytical exercise to explore all options to increase flows of goods, services and investment.</p> more like this

unstar this property answer text <p>The latest WTO forecasts revised 2019 global trade growth from 3.7% to 2.6%, rising to 3.0% in 2020. Forecasts assume a smooth Brexit with a transition period until 2020. Weak air freight shipment figures, declining global export orders, increased economic policy uncertainty and a fall in the global GDP outlook are cited as reasons for downward revisions to forecasts.</p><p> </p><p>The WTO notes the uncertainty surrounding recent estimates and that ‘the effects of Brexit will depend on the nature of any agreement that might be reached between the UK and the EU, with impacts mostly confined to these economies.</p><p> </p><p>HMG published analysis of UK impacts of various EU exit scenarios, including no-deal, in November 2018.</p><p> </p><p>The Government's priority is to continue to press the case for the orderly Brexit that delivers on the result of the referendum. The Government will continue to prepare for all eventualities with partner countries, including a ‘no deal’ scenario. The UK will have an independent trade policy once we exit from the EU and is preparing for an ambitious programme of trade negotiations and enhanced market access.</p>

We assess each export licence application very carefully against the Consolidated EU and National Arms Export Licensing Criteria (the Consolidated Criteria).</p><p>The Consolidated Criteria provide a thorough risk assessment framework and require us to think hard about the impact of providing equipment and its capabilities. These are not decisions we take lightly, and we will not license the export of items where to do so would be inconsistent with the Consolidated Criteria.</p><p>The key test for assessing military exports to Saudi Arabia is Criterion 2(c) of the Consolidated Criteria – whether there is a clear risk that the exports might be used in the commission of a serious violation of International Humanitarian Law (IHL).</p><p>When considering export licence applications, we take into account a wide range of sources and analyses, including reports from non-governmental organisations and the United Nations, as well as those of a sensitive nature to which these parties do not have access. This provides a comprehensive basis on which Government can take informed decisions about export licence applications.</p>

unstar this property answer text <p>On 28 February we published further proposals on transparency and scrutiny of FTAs. During negotiations for future free trade agreements we will publish and lay before Parliament a Round Report following each substantive round of negotiations. This Round Report will also be published online in an accessible format. We will also publish an Annual Trade Report covering progress across the full programme of negotiations. We announced our intention to work closely with a parliamentary committee to put in place measures to ensure effective parliamentary scrutiny throughout the process.</p><p> </p><p>Alongside our regular engagement with stakeholders, we have set up the Strategic Trade Advisory Group, which was recently announced. Another formal engagement mechanism we are setting up is Expert Trade Advisory Groups. Both of these mechanisms are designed to seek expert insight on strategic trade policy issues, including future trade agreements. These groups will represent a variety of interests, including representatives of trade unions and NGOs.</p>

unstar this property answer text <p>If the UK leaves the EU without a deal, the UK will implement a temporary tariff: <a href="https://www.gov.uk/guidance/check-temporary-rates-of-customs-duty-on-imports-after-eu-exit" target="_blank">https://www.gov.uk/guidance/check-temporary-rates-of-customs-duty-on-imports-after-eu-exit</a>.</p><p> </p><p>We expect that the EU’s most favoured nation (MFN) tariff regime will apply to UK exports in the event of the UK leaving the EU without a deal, and there is no indication that the EU will modify its tariff regime as a result of our exit.</p><p> </p><p>This decision seeks to ensure that UK importers and consumers do not face potential disruption or price rises that a fully reciprocal tariff policy would create.</p> more like this

We continue to engage closely with China on the Belt and Road Initiative. The Department for International Trade assists UK firms by scoping project opportunities, providing finance where appropriate through UK Export Finance, and then supporting bids for contracts in firms’ priority markets. In addition, the Government advocates for the application of recognised international standards in the areas of transparency and anti-corruption, environmental standards, social standards and debt sustainability.</p> more like this

unstar this property answer text <p>The Government is committed to ensuring the benefits of existing EU trade agreements are maintained, providing a smooth transition as we leave the EU. The best way to provide that continuity and stability is for the UK to leave the European Union with a negotiated deal so that the UK can remain covered by all of these agreements during the proposed Implementation Period.</p><p> </p><p>Nevertheless, the Government is working to have bilateral agreements in place ready for when they are needed, whether that is in the event of no deal, or after the proposed Implementation Period. We have made good progress signing trade continuity agreements, most recently with Iceland and Norway. Trade with countries where agreements have already been signed or finalised accounts for more than half of the UK’s trade with countries for which the UK is seeking continuity.</p><p> </p><p>Many discussions with other countries are at an advanced stage. As with all such discussions, they tend to go down to the wire, and we would expect nothing less from these agreements. Each of the UK’s trade partners will have made an assessment of the likelihood of a no deal scenario, and factored in their own domestic situations, when approaching discussions of continuity with the UK.</p>

The Taxation (Cross-Border Trade) Act enables the UK to put in place a UK trade preferences scheme for developing countries, including Nigeria.</p><p> </p><p>A trade agreement between the EU and 16 West African States has been signed by almost all the parties, but it is not currently in force. Therefore, as no agreement is currently being implemented, the UK is not transitioning this agreement.</p> more like this
