These are identified in line with the humanitarian principles of neutrality and impartiality and therefore support is delivered irrespective of status or political control. On this basis, no single religious or ethnic group, including Afghan Sikhs, has been allocated a specific proportion of humanitarian support from DFID.</p> more like this

star this property answer text <p>The impact and effectiveness of the development measures announced by the Prime Minister on her recent visit to Africa will be assessed in the same way as all UK aid, using robust and well established procedures. UK development assistance is rigorously scrutinised to ensure it is used for its intended purpose, including by DFID’s Internal Audit Department, the National Audit Office and the Independent Commission for Aid Impact. DFID implements a robust monitoring and evaluation system to ensure that UK aid reaches the intended beneficiaries and achieves the best development outcomes, with a strong focus on ensuring value for money for the UK taxpayer. Programme evaluations are conducted in line with the UK Government evaluation guidelines to help improve effectiveness and to serve an accountability function. There are strong controls in place to monitor spending, including mapping the flow of funds to beneficiaries and regular audits of programme spending. The Secretary of State for International Development has set a challenge that we ensure aid money is not just spent well, but cannot be spent better.</p>

star this property answer text <p>Since early 2018 DFID has intensified work to tackle sexual exploitation and abuse and sexual harassment in the aid sector. As part of that we have considered a wide range of potential measures, including the two proposed in the question. Neither of those would, however, cover employees of foreign organisations, many of whom help deliver UK funded programmes. Therefore, we believe there are alternative non-legislative mechanisms which better address this issue, such as those announced at the 18 October Safeguarding Summit. These include an Interpol pilot to improve background checks, provide advice to employers on international vetting and identify high-risk individuals; a new passport for aid workers to prove an individual’s identity and provide their vetting status; and a Disclosure of Misconduct scheme for the NGO sector to allow organisations to share information about an employee’s past misconduct. These tools are designed to work alongside existing mechanisms, such as DBS, and we are confident they will lead to tangible improvements in safeguarding standards and better protection of vulnerable adults and children in the aid sector.</p>

star this property answer text <p>DFID supports the Government’s Preventing Sexual Violence in Conflict Initiative (PSVI) through our research programme, specific projects to address violence against women and girls, and through the UK’s Humanitarian Reform Policy.</p><p> </p><p>DFID’s flagship ‘What Works to Prevent Violence’ research programme focuses on addressing the root causes of violence against women and girls in conflict and humanitarian settings, including sexual violence. The focus of this research is on understanding how to stop violence before it starts, with evidence used across UK government programmes to prevent and respond to sexual violence in conflict.</p><p> </p><p>DFID country offices are at the forefront of support to help reduce and mitigate gender based violence, including sexual violence in fragile and conflict affected states.</p><p> </p><p>At the World Humanitarian Summit (2016) the UK pushed forward the implementation of global commitments to protect women and girls in emergencies to deliver specific measures to reduce their vulnerability to violence and exploitation. For example, agreeing the application by partner agencies of the Inter-Agency Standing Committee (IASC) gender based violence in emergency guidelines.</p>
