star this property answer text <p>DFID Pakistan provides funding to the Government of Khyber Pakhtunkhwa for education through the Khyber Pakhtunkhwa Education Support Programme (KESP). This includes different teacher professional development programmes (both pre and in-service). Three new teachers working in the Kalash area have participated in the KESP supported pre-service teacher professional development programme, and one of these teachers is Kalash. From April 2020, all teachers in Chitral will participate in the in-service continuous professional development programme, including those who work in schools in Kalash areas. The content of these training programmes is focused on pedagogy, classroom management, curriculum, and equity but does not specifically include teaching Kalash children their own history and culture.</p><p> </p><p>DFID Pakistan are in the process of designing a new programme for education support in Khyber Pakhtunkhwa which will have an inclusive education focus. One of the outcomes of the new programme will be to deliver equitable education for all children to meet Sustainable Development Goal 4. There will be an increased focus on marginalised children such as girls, children with disabilities and ethnic minorities. The programme will aim to provide inclusive and equitable education for all, and an improved learning environment for marginalised children. The programme will also set up model inclusive schools in pilot districts to cater to the needs of ethnic and religious minorities.</p>

star this property answer text <p>The UK remains deeply concerned by the ongoing violence and continued lack of access in Kachin and Northern Shan States. Over 110,000 people remain displaced by conflict and within camps. We have committed £17 million to support the livelihoods of the most vulnerable and displaced in Kachin and Northern Shan through the Livelihoods and Food Security Fund (LIFT). We have also committed a further £37 million to support live-saving interventions reaching over 350,000 people since 2012.</p><p>The UK continues to raise our concerns with both the military and the civilian Government of Burma at every opportunity. The British Ambassador in Burma raised issues around access with U Kyaw Tin (Minister for International Cooperation) on 27 May.</p> more like this

star this property answer text <p>At the Commonwealth Heads of Government meeting in 2018, Leaders agreed a series of commitments aimed at supporting a future which is fairer, more prosperous, more sustainable, and more secure. The UK Government announced funding of approximately £526.7 million for programmes and projects to support delivery of these ambitious commitments. The Department for International Development is responsible for providing nearly £400 million of this funding, none of which had been committed prior to the meeting in April 2018.</p> more like this

This funding, which takes our total commitment to Yemen to £770 million since the conflict began in 2015, is providing vital support to millions of vulnerable Yemenis.</p><p> </p><p>We provided £170 million in aid to Yemen last financial year (2018/19). star this property answer text <p>DFID is championing Sustainable Development Goal 16, which focuses on ‘peace, justice and inclusion’. We are supporting the strengthening of rule of law in a range of countries. For example, DFID’s Rule of Law Expertise UK (ROLE UK) programme is a collaboration with the UK legal sector to make its expertise, provided on a pro bono basis, available to strengthen legal and judicial systems in developing countries. While much of ROLE UK’s work is in the area of human rights, it does not engage in advocacy around legislative changes. DFID and its partners always work within the law of the countries in which we are operating.</p> more like this

star this property answer text <p>The detention centres in Libya are the responsibility of the Libyan authorities. The UK is clear that civilians in areas affected by the current conflict, including refugees and migrants, must be immediately evacuated to safety. We continue to press the Libyan authorities to pursue alternatives to detention and implement a better functioning migration system that respects human rights.</p><p> </p><p>Through our contribution to the EU Emergency Trust Fund for Africa (EUTF), the UK has supported the EU and Africa Union joint commitment to significantly increase voluntary returns of those who want to leave Libya, as agreed at the EU-AU Summit in November 2017. Since then, more than 57,000 people have been supported to return home, with most of these returns from Libya and Niger.</p><p> </p><p>Our contribution also supports the UNHCR-led evacuation of those in need of international protection from Libya to Niger and other countries (over 3,600 people to date), and their ongoing resettlement subsequent to their evacuation. Following UNHCR’s urgent appeal for resettlement places, the UK has committed to participate in the resettlement of the most vulnerable refugees who have been evacuated by UNHCR from Libya to Niger. This will include unaccompanied minors.</p>

star this property answer text <p>The UK government is committed to improving the situation of Rohingya refugees in Bangladesh, so that they can lead more fulfilling and meaningful lives, both now and in the future. We have provided £129m in funding since August 2017 to all essential sectors: food security and nutrition, shelter, health, protection, water, hygiene promotion and sanitation.</p><p> </p><p>It has also included support to education. This has primarily been as part of our contribution to UNICEF, which has so far totalled £13.43m; and indirectly through our contributions to Education Cannot Wait and the Global Partnership for Education. Together these have provided funding of $26m of which the UK has contributed nearly £3m. Education will remain a priority for future UK funding.</p><p> </p><p>The Development Secretary discussed the Rohingya crisis with the Bangladesh Government in Dhaka in February, including the need to improve refugees’ access to education, skills and livelihoods. The FCO Minister for Asia and the Pacific held similar discussions with the Government during his visit in April. My officials also regularly discuss the issue with their counterparts in government.</p>

star this property answer text <p>Gender equality is a top priority for the UK. The Foreign and Commonwealth Office and Department for International Development work together to achieve the best development and diplomatic impact for women and girls, including older women.</p><p> </p><p>Better data and understanding of the situation of older women is essential for tackling the poverty and discrimination they face. DFID is investing in improving collection and use of disaggregated data (by sex, age and disability) to enable us to empower and include those who are too often invisible or face additional barriers to escaping poverty, such as older people. For example, we have led the way on the Inclusive Data Charter Action Plan and worked with others to improve the international development system on disaggregated and inclusive data.</p><p> </p><p>Social protection mechanisms can play a crucial part in supporting economic empowerment, as such DFID is enabling the empowerment of older women through social protection programmes, including in Uganda, where UKaid is supporting expanded social protection for older people.</p><p> </p><p>The UK is committed to shining a spotlight on the vulnerabilities of widows globally, including raising awareness of the multiple discrimination and abuse often faced by older widows. In Ghana, UKaid is securing lives of dignity for elderly widows banished from their communities due to ‘witchcraft’ accusations and working with traditional authorities to condemn violence, social exclusion and abuse towards widows. At the Commission on the Status of Women in March, the UK helped secure the first ever UN-level recognition of the need to invest in adequate measures to protect and support widows.</p>

We have commissioned several reports to understand the effectiveness and potential of emerging blockchain technologies for international development. DFID also has several proof of concept pilots in design and implementation to test the potential of blockchain in, for example, humanitarian supply chains, tracking of UK aid funds, and to incentivise and reward environmentally sustainable farming practices. DFID is learning from these pilots and other projects to ensure that the UK remains at the cutting edge of delivering aid.</p><p> </p><p>DFID’s contracts are tendered in accordance with the EU Public Procurement Directive and the UK Public Procurement Regulations 2015, the focus of which is to ensure open and fair competition between bidders. This means our contracts are competitively tendered following a set of standard processes set out in the regulations. This competitive approach helps ensure value for money in the delivery of UK aid. British companies have continued to be very successful in this competitive market with UK firms winning 80% of our contracts in 2018/19.</p>
