	answer	answer is ministerial correction date of answer 05/08/2019 answer text <p>Delivering the global transition to a low carbon economy will require unprecedented levels of investment from the public and private sectors. The Government is fulfilling our pledge to deliver £5.8 billion between 2015/2016 and 20/21. In addition to investing our own resources, the Government continues to press multilateral organisations to help countries tackle climate change through providing finance. The Multilateral Development Banks have an important role to play, and in the last year the World Bank has set new targets for the proportion of its finance which contributes to low carbon, resilient development. In 2018, 70% of World Bank projects include some climate benefits, up from 37% just two years ago.</p><p>Private finance is crucial, and the Government uses some of its climate finance to unlock investments from the private sector. To date, we estimate that the UK has leveraged £910 million of private investment. CDC and the Private Infrastructure Development Group (PIDG) have a key role in crowding in other investors and demonstrating that investment in low carbon, resilient development is possible. 	answer	answer is ministerial correction date of answer 05/08/2019 answer text <p>The Multilateral Debt Relief Initiative (MDRI) provides full relief on eligible debt owed by countries which have reached Completion Point of the Heavily Indebted Poor Countries Initiative, to the International Monetary Fund (IMF), the International Development Association (IDA) of the World Bank, and the African Development Fund (AfDF) of the African Development Bank. The UK contributed £107 million to the MDRI in 2017 and this is all official development assistance (ODA).</p><p> </p><p>When necessary, the UK also provides relief on loans made bilaterally by the Export Credit Guarantee Department (ECGD) to developing countries, through the coordinated process of the Paris Club of creditors. Goma’s position on the border increases the chance of Ebola spreading to Rwanda.</p><p> </p><p>The UK is a leading donor to the Ebola response in DRC and has played a pivotal role in helping neighbouring countries like Rwanda prepare. On 15 July, DFID announced that the UK would provide up to a further £50 million to the response to December 2019. This includes different teacher professional development programmes (both pre and in-service). Three new teachers working in the Kalash area have participated in the KESP supported pre-service teacher professional development programme, and one of these teachers is Kalash. From April 2020, all teachers in Chitral will participate in the in-service continuous professional development programme, including those who work in schools in Kalash areas. The content of these training programmes is focused on pedagogy, classroom management, curriculum, and equity but does not specifically include teaching Kalash children their own history and culture.</p><p> </p><p>DFID Pakistan are in the process of designing a new programme for education support in Khyber Pakhtunkhwa which will have an inclusive education focus. One of the outcomes of the new programme will be to deliver equitable education for all children to meet Sustainable Development Goal 4. There will be an increased focus on marginalised children such as girls, children with disabilities and ethnic minorities. The programme will aim to provide inclusive and equitable education for all, and an improved learning environment for marginalised children. Over 110,000 people remain displaced by conflict and within camps. We have committed £17 million to support the livelihoods of the most vulnerable and displaced in Kachin and Northern Shan through the Livelihoods and Food Security Fund (LIFT). We have also committed a further £37 million to support live-saving interventions reaching over 350,000 people since 2012.</p><p>The UK continues to raise our concerns with both the military and the civilian Government of Burma at every opportunity. We are supporting the strengthening of rule of law in a range of countries. For example, DFID’s Rule of Law Expertise UK (ROLE UK) programme is a collaboration with the UK legal sector to make its expertise, provided on a pro bono basis, available to strengthen legal and judicial systems in developing countries. While much of ROLE UK’s work is in the area of human rights, it does not engage in advocacy around legislative changes. The UK is clear that civilians in areas affected by the current conflict, including refugees and migrants, must be immediately evacuated to safety. We continue to press the Libyan authorities to pursue alternatives to detention and implement a better functioning migration system that respects human rights.</p><p> </p><p>Through our contribution to the EU Emergency Trust Fund for Africa (EUTF), the UK has supported the EU and Africa Union joint commitment to significantly increase voluntary returns of those who want to leave Libya, as agreed at the EU-AU Summit in November 2017. Since then, more than 57,000 people have been supported to return home, with most of these returns from Libya and Niger.</p><p> </p><p>Our contribution also supports the UNHCR-led evacuation of those in need of international protection from Libya to Niger and other countries (over 3,600 people to date), and their ongoing resettlement subsequent to their evacuation. Following UNHCR’s urgent appeal for resettlement places, the UK has committed to participate in the resettlement of the most vulnerable refugees who have been evacuated by UNHCR from Libya to Niger.
