DFID has invested significantly in ensuring that programmes are scrutinised for value for money and effective delivery. The department has a track record of spending and monitoring ODA well, including through ICAI.</p><p>(2) DFID is committed to transparency and continues to be a global leader, remaining in the ‘very good’ category of the 2020 Aid Transparency Index which assesses the performance of the world’s major aid donors. 	answer	answer is ministerial correction date of answer 05/11/2019 answer text <p>A June 2019 study by the Overseas Development Institute found that refugees felt that their lives would first and foremost be improved through education, then better living conditions, then the ability to support themselves. The study also describes the Rohingya people’s immediate concerns affecting their quality of life, including shelter conditions, lack of firewood or stoves, issues with healthcare, water, sanitation and hygiene and protection support, inadequate food and insufficient supplies.</p><p> </p><p>The UK has committed £256 million in funding since August 2017 to improve many aspects of daily life including food security, nutrition, shelter, health, and education. The UK engages regularly with the Government of Bangladesh to discuss the need to improve refugees’ access to education, skills and livelihoods. While progress has been made, life within the camps remains challenging for the Rohingya and the uncertainty about their future is a difficult burden to bear. 	answer	answer is ministerial correction date of answer 16/06/2020 answer text <p>According to the UN, Yemen remains the world’s largest humanitarian crisis, with 80% of the entire population, over 24 million people, requiring some form of humanitarian assistance. More than 20 million people in Yemen do not have reliable access to food and almost 10 million people face extreme food shortages.</p><p>We are concerned that the outbreak of COVID-19 in Yemen is already exacerbating this devastating humanitarian situation.</p><p>DFID modelling estimates that over 100,000 Yemenis are now likely to have been infected by COVID-19. With only half of Yemen’s health facilities currently functional, we are extremely concerned by the capacity of the Yemen’s healthcare system to respond.</p><p>Ultimately, a political settlement is the only way to properly address the worsening humanitarian crisis. The UK has responded to localised flood impacts through the START Network, including provision of relief items and recovery programming.</p><p>We are deeply concerned about the food security situation. Heavy rains in the region have provided conditions conducive to the unprecedented locust outbreaks, which will affect the food security situation even further. The UK is supporting the Food and Agriculture Organisation’s (FAO) emergency appeal to help to control the increase of locusts across East Africa, as well as reduce the risk of swarms spreading into the Sahel.</p><p>The humanitarian situation will be exacerbated by the impact of COVID-19. The 2015 UK Aid Strategy aligns the government’s efforts to deliver upon this commitment.</p><p>The International Development Act 2002 mandates DFID to use development assistance for poverty reduction. Internal review and approval processes ensure that programmes are focussed upon poverty alleviation and capacity building. Programme concept notes and business cases must demonstrate a focus on poverty reduction and sustainability to receive approval.
