The fighting around Tripoli has claimed over 1,000 lives and led to over 120,000 displaced, with concerning reports of airstrikes in civilian areas and increasing attacks on civilian infrastructure. It is vital that all sides engage in a durable ceasefire, ensure humanitarian access, and return to UN-led political talks. The UK is calling on all parties to engage with the UN and humanitarian community, and respect International Humanitarian Law. Aid must be allowed to reach those in need and civilians, including refugees and migrants, must be evacuated to safety.</p><p> </p><p>The UK funds a £3.29 million humanitarian programme to provide multi-sector humanitarian assistance to vulnerable people in Libya, improve access to primary health care, build capacity of health care workers, and bolster humanitarian coordination and capability. Earlier this year £1 million was given to the UN Flash Appeal. Funding to the World Health Organisation will deliver lifesaving medical care, including surgery in frontline referral hospitals, and primary healthcare supplies for 150,000 patients. The programme is expected to support at least 160,000 women and children through malnutrition treatment and prevention services by 2022. This includes: supporting households to diversify their income and food sources through crop and vegetable production, fishing and small livestock; working with traders to kick start markets; and supporting training that builds the knowledge and skills which underpin nutritious diets.</p><p> </p><p>These approaches complement the life-saving provision of food, water, nutrition products and medicine through DFID’s humanitarian programming. In addition, DFID’s Health Pooled Fund programme is improving access to nutrition services – both screening and treatment – as part of a package of life-saving care in 800 health centres across South Sudan. In Yemen we are supporting education through two global funds: Education Cannot Wait and the Global Partnership for Education.</p><p>Since 2017, Education Cannot Wait has committed over £13 million to Yemen, providing 1.3 million children with safe learning spaces, supporting 1.2 million students in preparing for and taking national exams, and making incentive payments to teachers whose salaries had not been paid for prolonged periods. The UN estimates that since the conflict began in 2011, over 5.5 million Syrians have fled and taken refuge abroad.</p><p>The UK recognises the strain this has placed on these countries, and has committed £2.81 billion since the start of the Syria crisis to support both Syria and its neighbours. Our aid provides life-saving support to millions of Syrians, but also supports refugees to remain in countries in the region, whilst supporting these host communities to accommodate them.</p><p>Whilst we hope that Syrian refugees will, ultimately, be able to return home, we agree with the UN judgement that conditions in Syria do not currently allow this. As DFID’s programming adapts to respond to COVID-19, we are also considering what work needs to be adapted or paused as our partners are affected by the pandemic, either directly or in response to the risk.</p><p>DFID’s recent announcement of £200 million of funding to the global response, brings the total announced funding to £744 million to support the global efforts to combat the outbreak of the pandemic. This includes £20 million directly to CSOs to support them on humanitarian response, the majority of which will go through the Rapid Response Facility. The cooperation between the Government of Israel and the Palestinian Authority towards tackling COVID-19, as well as the important part played by the United Nations, was a very welcomed response. Our $1 million funding contribution will enable the World Health Organisation and UNICEF to purchase and co-ordinate the delivery of medical equipment, treat critical care patients, train frontline public health personnel and scale up laboratory testing capacity.</p><p>The UN assesses that although the current number of detected cases remains relatively low, the capacity of the Palestinian health system to cope with an expected increase in COVID-19 cases is poor. The situation is particularly severe in Gaza, where the health system has shortages in specialised staff, drugs and equipment. As a leading shareholder and donor to the Multilateral Development Banks, we have been working them to ensure that they are providing much needed working capital to the small businesses and supply chains that workers and farmers depend on in developing countries. We are exploring how DFID’s private sector development finance programmes can respond and complement this support. For example, CDC, the UK’s development finance institution, continues to invest in businesses across Africa and South Asia to support jobs. The UK also currently supports social protection programmes to assist the most vulnerable in more than 25 countries. The IMF recently <a href="https://www.imf.org/en/News/Articles/2020/04/13/pr20151-imf-executive-board-approves-immediate-debt-relief-for-25-countries" target="_blank">announced</a> the first tranche of support through this Trust will be disbursed to 25 countries. We will continue to engage with the IMF to ensure that it can effectively support vulnerable countries during this unprecedented global health and economic crisis, and has adequate resources to meet the needs of developing countries. DFID works to address the underlying causes of deforestation, such as stopping illegal logging and related corruption, and ending unsustainable practices in the production of palm oil, cocoa and other agricultural commodities. This helps to protect habitats for the species that live in forests.</p><p>Work to tackle deforestation is funded through the Forest Governance, Markets and Climate programme (£250m, 2011-21), which is tackling illegal logging and promoting trade in legal timber; Investments in Forests and Sustainable Land Use (£107m, 2015-23), which works with companies to develop new and sustainable approaches to growing agricultural commodities, which protect forests and provide sustainable livelihoods; and through the Indonesia country programme.</p><p>The Global Environment Facility (GEF), to which the UK is a major donor, also plays a major role in protecting species which live in tropical rainforests. Immunisation is one of the most cost-effective interventions in health and a key driver of progress towards reducing child mortality.</p><p>The UK is proud to be one Gavi’s strongest supporters. We provide Gavi with multi-year commitments, which cover five-year periods. This enables Gavi to provide countries with predictable and sustainable financing, which is essential to launching long-term, lasting routine immunisation programmes in national health systems.</p><p>The UK committed £1.32 billion to Gavi between 2011-2015. Our £1.44 billion of support to Gavi between 2016-2020 has reached 1.4 million individuals in 68 of the world’s poorest countries, saving their lives from vaccine-preventable diseases. Thanks to Gavi, coverage has risen substantially across these countries to 81%, a 22-percentage point increase from 2000. The UK’s commitment to Gavi is also central to our work to end preventable deaths of mothers, new-borns and children by 2030.</p><p>The UK is proud to be hosting the Gavi Replenishment Conference on 3-4th June, to secure Gavi the funds it needs to immunise 300 million more children and save at least 7 million lives between 2021 and 2025.</p><p>Gavi’s strategy for the next strategic period is focused on ‘leaving no one behind with immunisation’.
