As of 6 February, the UN reports that 586,000 people have been displaced since 1 December 2019 and many more are at risk of imminent further displacement.</p><p> </p><p>This financial year DFID has already allocated £103 million to organisations delivering aid cross-border from Turkey primarily into North West Syria, including Idlib. This has helped to provide hundreds of thousands of vulnerable people with food, clean water, shelter, and healthcare including psychosocial support.</p><p> </p><p>Given the rapidly deteriorating conditions in North West Syria, we have put options in place to increase our funding further to address the pressing needs of those displaced by the conflict. We have provided funding to response partners including the UN to preposition essential supplies to support innocent families and civilians displaced by conflict and are supporting all our partners to respond to this humanitarian crisis.</p><p> </p><p>I visited Turkey on 5-6 February and discussed the crisis in North West Syria with UN agencies and humanitarian NGOs, as well as with Turkish authorities. DFID partners on the ground are working tirelessly to provide aid to those affected by the military offensive. DFID has been rated the highest performing bilateral donor and third overall in the 2018 global Aid Transparency Index. DFID’s transparency commitments ensure accountability to the UK taxpayer and the populations our programmes are supporting. Greater transparency also enhances the quality and accessibility of information on value for money of DFID’s programmes.</p><p> </p><p>We promote transparency in the wider development sector through our work to support the International Aid Transparency Initiative (IATI) and by working with key delivery partners to help them publish data to IATI and link up to DFID’s data so that we can follow the delivery chain. 	answer	answer is ministerial correction date of answer 11/02/2020 answer text <p>In 2019, the UK announced new work to tackle period poverty and shame overseas and allocated £2m of funding for projects through UK Aid Direct in DFID priority countries.</p><p>DFID takes an integrated approach to tackling period poverty and shame, from reproductive health and sanitation programmes, to girls’ education and humanitarian programmes. Our programmes in Africa and Asia support access to products and safe and hygienic facilities. They also equip girls and women with knowledge about their bodies, seeking to address harmful stigma and shame.</p><p>We do not disaggregate the numbers of sanitary pads donated through UK aid programmes. We believe women and girls should be able to access a choice of period products that meet their needs, including sanitary pads. In some countries, UK aid is supporting women to make reusable products locally. DFID provides technical assistance for developing countries to think about their energy choices and achieve a more sustainable, diversified energy mix. UK ODA increasingly supports renewable energy sources – between 2011-12 and 2018-19 UK aid has provided 26 million people with improved access to clean energy and avoided 16 million tonnes of greenhouse gas emissions. 	answer	answer is ministerial correction date of answer 10/02/2020 answer text <p>The UK is proud to be hosting the Gavi Replenishment Conference on 3-4<sup>th</sup> June, to secure Gavi the funds it needs to immunise 300 million more children and save at least 7 million lives between 2021 and 2025.</p><p> </p><p>We recognise the importance of the UK’s funding to Gavi; our £1.44 billion of support to Gavi between 2016-2020 has saved 1.4 million lives from vaccine-preventable diseases in 68 of the world’s poorest countries. The UK’s commitment to Gavi is also central to our work to end preventable deaths of mothers, new-borns and children by 2030.</p><p> </p><p>Gavi’s next strategic period is critically important for the UK as we work together to improve intra-country equity and coverage. Immunisation is often a child’s first point of contact with their health service. By extending routine immunisation to reach the underserved, particularly zero-dose children who have never been vaccinated, Gavi is building a foundation for stronger national health systems. 	answer	answer is ministerial correction date of answer 10/02/2020 answer text <p>A key aim of the UK’s global health work is to support countries build and maintain strong health systems, and universal health coverage, to tackle all causes of ill health, working in close partnership with national governments. We do not plan to have strategies on specific neglected tropical diseases like leprosy.</p><p> </p><p>UK aid is invested in several major neglected tropical disease (NTD) programmes, which are focused on building systems to treat and prevent Guinea worm, schistosomiasis, onchocerciasis, visceral leishmaniasis, lymphatic filariasis, and trachoma. These diseases were identified based on a detailed analysis of the burden of the disease, the UK’s comparative advantage in the area, and the availability and cost effectiveness of treatment and prevention.</p><p> </p><p>In September 2019 in Liverpool, Baroness Sugg launched the UK’s flagship £220m NTDs programme. This programme will provide treatment and care for NTDs to 200 million people. We know that we cannot eradicate poverty without reaching people with disabilities. The Strategy clearly sets out DFID’s approach to mainstream disability inclusion across the organisation, with time-bound commitments up until 2023. This is in line with our commitment to achieving the Sustainable Development Goals.</p><p>The UK is proud of this ambitious commitment and will bring together a range of investments in health (such as health research, global health initiatives and programmes delivered in specific countries) behind a common goal, working with others to end preventable deaths of mothers, new-born babies and children.</p><p>For example; as hosts of the Gavi Replenishment Conference this year, the UK government are committed to help secure the $7.4 billion that Gavi needs to deliver its life-saving work in the next five years. This funding will allow Gavi to vaccinate 300 million more children and save 7-8 million lives from preventable deaths by 2025. The UK’s work on ending new HIV infections and preventing AIDS-related deaths is a part of that commitment. We recently announced a 16% increase in our contribution to the Global Fund to Fight AIDS, TB and Malaria – £1.4 billion for this year’s replenishment. DFID also funds not-for-profit providers to implement reproductive health programmes in many countries; and supports national governments to work with private health care providers as part of their overall health system. We remain in regular contact with our partner aid agencies to ensure they have the flexibility they need to meet increased humanitarian needs. The biggest challenge facing agencies is security of staff, with recent events resulting in NGO international staff being evacuated and local staff having to continue delivery under difficult circumstances. Our new Aawaz II Accountability, Inclusion and Reducing Modern Slavery Programme builds on the Aawaz Voice and accountability programme. It will continue to work with communities to promote rights of children, women, youth and religious minorities, protect them from exploitation, and prevent discrimination.</p><p> </p><p>Through our Skills Development Programme, we fund the Punjab Skills Development Fund to provide technical and vocational skills training to the poor and vulnerable, including those from minority communities. An exclusive skills scheme has recently been launched by this Fund for religious minorities. Under this scheme, 5,000 people from religious minorities (40% women) who are unemployed will be trained in a variety of trades.</p><p> </p><p>More widely, through UK Aid Connect, DFID is funding a consortium led by the Institute of Development Studies to address challenges in building tolerance and freedom of religion and belief. In November 2018, Lord Ahmad and Lord Bates launched a £12 million UK Aid Connect programme to promote and defend freedom of religion or belief. 	answer	answer is ministerial correction date of answer 23/05/2019 answer text <p><strong></strong></p><p>The UK is committed to meeting the needs of all internally displaced persons, whether they are displaced as a result of conflict or natural disasters. <em> </em>DFID provides funding to key agencies involved in responding to the needs of internally displaced persons, including the Office for Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR), the International Committee of the Red Cross (ICRC) and the International Organisation for Migration (IOM).</p><p> </p><p>The UK is a significant humanitarian donor in many countries with displaced populations. For example in South Sudan, in 2017/18 our support reached over 420,000 people with food assistance, over 370,000 women and children with nutrition support, and over 680,000 people with access to safe drinking water and/or improved sanitation facilities, many of whom are internally displaced. In Iraq, DFID support has helped provide food assistance to over 408,000 people, emergency cash transfers to over 274,000 people, and life-saving healthcare services to over 4.1m people, including those internally displaced. Additionally, in Syria where there are over 6 million of internally displaced persons, DFID has spent over £1 billion in humanitarian response.</p><p> </p><p>The UK has provided £36 million in response to Cyclone Idai which is estimated to have affected 2.6 million people in Mozambique, Malawi and Zimbabwe. We have seen a decline in suspected cholera cases in the last five weeks and hope this continues.</p><p>To help prepare for outbreaks of cholera, the UK is leading a joint Met Office, NASA and US scientist team to accurately predict where the disease will spread to in Yemen. UK aid to the Palestinian Authority’s (PA’s) health and education sectors is channelled through the EU Palestinian-European Socio-Economic Management Assistance Mechanism (PEGASE). Our money goes into a special, dedicated bank account before being paid to individuals who have been vetted in advance. The bank account is only used for UK aid. Independent auditors check that the money paid out from the special bank account only went to the vetted individuals after every disbursement.</p><p> </p><p>UK’s financial aid to support the PA’s water and energy sectors will be channelled through The World Bank Partnership for Infrastructure Development in the West Bank and Gaza Multi Donor Trust Fund. The final report will have a chapter for each Goal which will include information on action the UK Government is taking in relation to each Goal, along with separate sections which highlight action being taken by the administrations in Scotland and Wales, and in Northern Ireland. The Global Fund works to roll out new antimicrobials and diagnostic tools for example, helping to treat 102,000 people for drug-resistant tuberculosis in 2017. 	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>The UK remains deeply concerned for the three million people living in Idlib governorate, the majority of which is currently controlled by Hayat Tahrir Al-Sham (HTS). DFID is working closely with UN and NGO partners to deliver life-saving assistance such as food, shelter and healthcare to the most vulnerable people across Idlib, including those who have been displaced by recent escalations in violence. In 2018/19, we provided over £80 million to support such humanitarian activities in Northwest Syria. Our programmes across Syria have extensive controls in place to ensure that aid delivered by DFID-funded partners reaches those who need it and does not benefit extremist groups such as HTS.</p><p> </p><p>In addition to our humanitarian effort, the UK continues to use our position in the UN Security Council to advocate for the protection of all civilians, aid workers and journalists in Syria, and was instrumental in convening two emergency UN sessions on Idlib on 10 and 17 May. 	answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>We remain very concerned by the potential funding gap the UN humanitarian response in Yemen is facing this year.
