star this property answer text <p>The passage of the CDC Bill earlier this year enabled significant, and welcome, parliamentary scrutiny of CDC as an institution, and of the case for recapitalisation of it. Issues raised by Parliamentarians from all sides of the House fed into CDC 2017-21 Strategic Framework, launched earlier this year. As is normal practice, the CDC recapitalisation business case will be subject to government review and quality assurance processes, and will be published once approved by Ministers. star this property answer text <p>The UK is a strong supporter of Education Cannot Wait and has been at the forefront of developing the fund. We were a founding donor and the largest contributor to the fund having pledged £30million from 2016 to 2018. We also provide technical expertise including through a DFID senior adviser seconded into the fund’s Secretariat.</p><p>75 million children and youth are affected by emergencies and protracted crises and are in need of education support. Education Cannot Wait is a critical platform to raise additional funds for education in some of the most challenging contexts, including inside Syria and Yemen, and to transform the delivery of education in emergency contexts globally.</p> more like this

star this property answer text <p>I am appalled by the ethnic cleansing and persecution of the Rohingya, including reports of the Burmese military and local militia forcing hundreds of thousands of men, women and children from their homes and villages being burnt. The relentless denial of aid is a matter of life and death for those still in northern Rakhine. I have repeatedly called on the Burmese authorities to stop the violence in Rakhine state, and to allow full and unfettered humanitarian access to provide a lifeline to all those living in Rakhine State. Government officials continue to raise this at the highest levels with the Burmese Government.</p> more like this

star this property answer text <p>I’ve spoken to the Prime Minister and Foreign Secretary and reiterated the UK’s commitment to relieve the plight of the Rohingya refugees in Bangladesh. The issue is a complex one, but the UK has not shied away from its responsibility and we are working closely with the Government of Bangladesh to provide life-saving assistance to thousands of displaced men, women and children. Our initial support is already enabling food to reach 65,000 refugees, health care for 50,000, and emergency shelter for more than 26,000. We are also supporting 7,500 children, many of whom are at risk of sexual violence and trafficking.</p> more like this

This includes through increased refugee spending on local goods and services and in some cases, the hiring of host community members to work in refugee owned businesses and homes. The findings of the International Finance Corporation (IFC) and the UN Refugee Agency (UNHCR) study on Kakuma, are consistent with DFID’s recent support to refugees in Kenya, which has helped build the self-reliance of refugees, including through livelihoods opportunities and greater integration with host communities. DFID Kenya has participated in a number of discussions with IFC/UNHCR, the private sector and other development partners on the findings of the study and its implications for donor programming in Kenya.</p> more like this

star this property answer text <p>The South Sudanese people are experiencing food insecurity at unprecedented levels, and there is a real risk of another famine in parts of the country this year.</p><p>The UK’s Humanitarian Assistance and Resilience in South Sudan programme is getting lifesaving food, water, and medicine to hundreds of thousands of people in South Sudan. Our programmes are designed to respond flexibly to the most urgent needs, and we regularly monitor and review them to make sure we target the most vulnerable. With the international community and our implementing partners, the UK helped to alleviate the famine declared in parts of South Sudan in February 2017.</p><p>This year, UK Aid is working with partners like the World Food Programme (WFP) and the UN Humanitarian Air Service to get food and nutrition supplies to key locations across the country – by truck, helicopter or barge. So far this year, the WFP has dispatched almost 20,000 metric tonnes of food to vulnerable communities, as well as prepositioning supplies to meet future anticipated needs.</p>

DFID is supporting a programme to pilot the use of faecal sludge and organic waste from homes, public toilets and factories in producing biogas energy, soil conditioner and animal feeds. The programme supports small and medium sized enterprises to develop new products. This programme is in partnership with companies such as Unilever, multi-laterals such as the Asian Development Bank and Non-Governmental Organisations such as WaterAid. But we are aware that more needs to be done if we are to end hunger by 2030, and the new report confirms the urgency. star this property answer text <p>The UK has a zero-tolerance approach to fraud and robust controls against the diversion of aid to ensure that funds are used only for their intended purpose. These include due diligence assessments of our partners, mapping of funds through the delivery chain, regular programme monitoring and annual audits.</p><p> </p><p>DFID’s programme <em>Supporting Economic Empowerment and Development in the Occupied Palestinian Territories (SEED OPTs)</em> has several components, working on trade facilitation and customs, water and energy, and helping the PA and Israel to abide by their obligations under the Paris Protocol. Work with the Palestinian Authority in the water and energy sectors will be channelled through The World Bank Partnership for Infrastructure Development in the West Bank and Gaza Multi Donor Trust Fund. Through this framework, funds will flow from the trust fund to dedicated accounts that will be managed by the PA in accordance with rules established by the World Bank.</p><p> </p><p>Alongside a range of other safeguards, all components will be subject to financial audits. The terms of reference of the audits will vary depending on the component, however all independent financial audits provide assurance to DFID that the expenditure of funds will only be on agreed programme activities. The overall DFID OPTs portfolio is also subject to the regular audit cycle of DFID’s Internal Audit Department and the National Audit Office.</p>

Abortion services will be supported by the programme within the parameters set out in the Kenyan Constitution. Article 26(4) of the Kenyan Constitution states that, ‘Abortion is not permitted unless, in the opinion of a trained health professional, there is need for emergency treatment, or the life or health of the mother is in danger or if permitted by any other written law’. star this property answer text <p>The UK is committed to supporting entrepreneurship in Africa to grow local economies, create jobs, reduce poverty and support sustainable development. Last summer, the PM announced that CDC Group, the UK’s Development Finance Institution, would invest up to £3.5 billion in businesses in Africa over four years (2018 to 2021). CDC has already committed £1.9bn in Africa over the last 3 years (2016-2018). CDC is invested in 698 different companies in Africa, directly supporting 370,000 jobs.</p><p>Through CDC and other country specific initiatives, we will mobilise a further £4 billion of private investment for Africa. This investment will allow businesses to grow, produce goods and services for local people, generate income and tax revenues, and help address the financing gap for meeting the Sustainable Development Goals.</p><p>In January next year, the UK will convene an Africa Investment Summit to further promote investment in Africa and to strengthen the partnership with UK investors and companies.</p>

Following consultations with small and medium sized enterprises and NGOs three tiers of reporting requirements for the Supply Partner Code of Conduct have been developed to ensure our processes do not create disproportionate burdens for smaller organisations and NGOs. We are now designing a large new funding framework with dedicated “lots” for smaller suppliers. Furthermore, we continue to hold regional Open for Business events, led by Ministers, across the country to help local businesses understand our processes and encourage them to compete for DFID business. This is all helping DFID to tackle potential barriers and makes it less onerous, costly and time consuming for smaller companies to compete for our contracts.</p> more like this

star this property answer text <p>The Connecting Classrooms through Global Learning programme (2018-2021) aims to reach 3 million pupils in over 4,000 schools partnerships by 2021. It will train 60,000 teachers and school leaders in both the UK and developing countries on the following:</p><ol><li><p>setting up and running equitable partnerships, which will focus on the Sustainable Development Goals (SDGs);</p></li><li><p>teaching and mainstreaming development education and global citizenship content, such as the SDGs;</p></li><li><p>teaching transferable skills such as critical thinking and problem-solving; and</p></li><li><p>ensuring that education is inclusive and of high quality.</p><p> </p></li></ol><p>This training will be provided in line with best practice, using the model of two days of input, followed by approximately six weeks of putting the learning into practice, and then a follow-up to share the learning. This model worked well in the previous Connecting Classrooms programme (2015-2018), through which over 56,000 teachers were trained in the UK and overseas. Delivery of teacher training will begin in January 2019.</p>

star this property answer text <p>The Commonwealth Heads of Government Meeting agreed vital steps to help end poverty, and increase mutual prosperity, jobs and investment across the Commonwealth. DFID commitments made during the week of CHOGM included: £212 million for the Girls’ Education Challenge fund; support for 2,500 awards under the Commonwealth Scholarship and Fellowship Plan; £7.5 million to tackle human trafficking and child exploitation; £20 million to help eliminate blinding trachoma; £44 million to help Commonwealth countries prepare for the impact of natural disasters; and confirmation, at the Malaria Summit, of £100 million to strengthen health systems.</p><p> </p><p>Over 80% of DFID’s programmes in the Caribbean are wholly or partially focused on improving climate and disaster resilience. The £330 million UK Caribbean Infrastructure Fund, announced in 2015, will build, renovate and strengthen ports, sea defences and roads in 8 Commonwealth Caribbean countries and Montserrat, an overseas territory.</p>

star this property answer text <p>DFID Kenya has in place a number of measures to ensure the accountability of all UK aid. For the new £36m (2019-2024) Delivering Sustainable and Equitable Increases in Family Planning in Kenya programme, these will include due diligence of all primary implementing partners, regular spot checks, a robust monitoring and evaluation system which includes beneficiary feedback and annual project reviews. Partners will also be required to submit annual audit reports and regular progress and financial reports. Meetings will be held on at least a quarterly basis with implementing partners to track performance, to discuss risks to delivery and how they are working with downstream partners to ensure they also comply with DFID’s accountability requirements.</p> more like this

star this property answer text <p>We are acutely aware of the risks of delivering life-saving assistance in the midst of Yemen’s conflict. DFID has a zero-tolerance policy to the diversion of UK aid funds and seeks to minimise the risks to ensure life-saving assistance reaches those who need it most.</p><p>We do this by only channelling support through organisations with a strong record of delivering and monitoring assistance, such as UN agencies and international NGOs. All of DFID’s partners and programmes are also subject to rigorous and regular due diligence to ensure that UK aid goes directly to those who need it most. Moreover, we fund an independent monitoring programme that provides third-party verification of results that partners have reported to back to DFID.</p> more like this

star this property answer text <p>DFID’s Strategic Vision for Gender Equality commits DFID to step up its work on gender equality across the board, recognising that progress on gender equality is instrumental to achieving all the Sustainable Development Goals. Tackling modern slavery is a cross-government priority. We know that women and girls are disproportionately affected by certain forms of modern slavery – for example sexual exploitation and domestic servitude. That is why DFID is leading the effort to drive change and end the exploitation of women and girls. As an example of what we have already achieved, we have reached over 380,000 vulnerable women and girls through our flagship £10 million Work in Freedom Programme. This aims to reduce the risk of slavery amongst migrant women workers across South East Asia by educating and training women in their communities and working with businesses and recruiters. Last year we announced that we would extend this programme through a further £13 million investment.</p><p> </p><p> </p>

star this property answer text <p>The UK strongly condemns any language or actions that could stir up hatred and prejudice. Our support to the Palestinian Authority (PA) is underpinned by a Memorandum of Understanding which requires the PA to commit to adhere to the principle of non-violence and to tackle language and avoid actions that could incite violence or hatred. We have held meetings with the PA that will inform the 2019 assessment, which we are currently finalising. The UK regularly raises allegations of incitement in the education sector in our conversations with the PA, and had a detailed discussion on this topic as recently as 21 March 2019.</p> more like this
