star this property answer text <p>As set out in the aid strategy, UK aid: tackling global challenges in the national interest, the government will ensure that every penny of money spent delivers value for taxpayers, and projects that do not will be cancelled. Departments follow good financial management principles set out in HM Treasury guidance in ‘Managing Public Money’ for all their expenditure. In addition, ODA spend is subject to scrutiny by the Independent Commission for Aid Impact. The UK Aid Strategy also commits all departments to achieving greater levels of transparency in aid spend.</p><p> </p><p>DFID has robust internal processes such as strong ministerial oversight, mandatory reviews on all programmes, detailed management information for use at all levels of the organisation including on project performance and quality. Other departments will have their own arrangements and DFID will continue to share good practice advice with them.</p> more like this

star this property answer text <p>The UK has been at the forefront of the response to the crisis in Syria and the region, and has pledged a total of £1 billion, our largest ever response to a single humanitarian crisis. Of this, £111 million has been allocated to provide protection, psychosocial support and education for children affected by the crisis in Syria and the region. This includes funding to establish women and children’s centres in Iraq– which provide counselling and support for women, and safe spaces for children to play and learn. In Syria, the UK is supporting children with food, shelter and health. The UK also helped launch, and mobilise international support for, the ‘No Lost Generation’ Initiative (NLGI), which aims to prevent a whole generation being lost to the Syria conflict through physical and psychological trauma and lack of access to quality education and other basic services.</p> more like this

star this property answer text <p>The UK remains extremely concerned at the large increase in demolitions in the Occupied Palestinian Territories since the start of 2016, compared to the monthly average in 2015, and continues to raise this with the Israeli authorities. Demolitions and the evictions of Palestinians from their homes cause unnecessary suffering, are harmful to the peace process, and in all but the most exceptional of cases are contrary to international humanitarian law. The UK supports the Norwegian Refugee Council to provide legal aid to Palestinian communities that are at risk of displacement.</p> more like this

star this property answer text <p>The UK Aid Strategy,<em> Tackling Global Challenges in the National Interest</em>, notes that the government will sharpen oversight and monitoring of all Official Development Assistance (ODA) spend. This will apply to all government ODA spend including through cross-government funds. HM Treasury and DFID will co-chair a working group, reporting to ministers, in order to ensure value for money. DFID officials are working with HM Treasury to agree the remit of this working group. All government departments and funds spending ODA will be invited to attend the group. The group will meet for the first time in spring 2016. In addition, DFID reports UK ODA to the OECD and is responsible for reporting to Parliament on whether the 0.7 per cent GNI/ODA target is met. As part of this, DFID engages with all ODA-spending departments to: collate and quality assure UK ODA spend data for the previous calendar year for reporting to the OECD; monitor ODA spend within each current calendar year to meet the 0.7 per cent GNI/ODA target; and make arrangements for the independent evaluation of the extent to which all ODA provided by the UK represents value for money.</p>
