answer	answer is ministerial correction date of answer 28/10/2016 answer text <p>In December 2015, every G7 nation set out how they will meet a collective target to reach an additional 400 million people with risk insurance by 2020. The UK has led the way, making excellent progress in delivering on its pledges of support for Climate Risk Insurance in the past year including funding for African Risk Capacity (ARC) and Pacific Catastrophe Risk Assessment and Financing Initiative (PCRAFI). UK Ministers have been invited to participate in side events at COP to highlight progress with the G7’s InsuResilience climate risk insurance initiative and on ARC.</p><p>Currently, just 5% of losses from natural disasters in low-income countries are covered by insurance (against around 40% in developed countries), leaving millions with nothing to rebuild their lives after disaster strikes. This is why the UK is taking a leading role in tackling climate change and protecting the world’s natural resources.</p><p> </p><p>The UK has committed to £5.8bn of climate finance from 2016/17 – 2020/21. This includes specific assistance to help people and communities to be more resilient to climate change. For example, under our Building Resilience and Adaptation to Climate Extremes and Disasters programme, we are helping farmers in Burkina Faso prepare for heavy rains and high temperatures, which will help improve household food security and livelihoods. Since 2011, UK climate investments have supported 47 million people to cope with the effects of climate change and provided 17 million people with improved access to clean energy. Under the Paris agreement the UK has pledged to deliver £5.8bn of International Climate Finance between 2016 and 2020 to help poorer countries tackle climate change.</p><p>These funds are helping to build the resilience of people and communities to cope with climate change already locked in and taking action to reduce future emissions. The UK has helped 47 million people cope with the effects of climate change since 2011.</p><p>The UK is also working to increase international action on climate change. The Prime Minister has been asked by the United Nations Secretary General to help secure more ambitious and urgent action to build climate resilience, ahead of the Summit on Climate Change in September 2019.</p><p>Climate change, environmental degradation and natural disasters do not create refugees, who are defined as people fleeing persecution and conflict. However the UK recognises that climate change contributes to the displacement of people in the most vulnerable regions.
