We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.</p><p> </p><p>Minister Field has raised our concerns with the Bangladesh Foreign Minister and Burmese Minister for International Cooperation Kyaw Tin on 1 November. He stressed the UK's assessment that conditions in Rakhine State were not currently conducive to refugee returns. 	answer	answer is ministerial correction date of answer 08/11/2017 answer text <p>The UK is the largest bilateral donor to the Rohingya refugee crisis, and in addition to the £35m the UK had committed since the start of this crisis, on October 23<sup>rd</sup> the UK announced a further £12m of support - bringing the UK total to £47m. This funding is already providing food to 174,000 people, safe water and sanitation for more than 138,000 people and emergency shelter for over 130,000 people. In addition, the new funding will allow emergency nutrition support to reach more than 60,000 children under five, counselling and psychological support to reach over 10,000 women suffering from the trauma of war and over 2,000 survivors of sexual violence, and will provide medical help for over 50,000 pregnant women to give birth safely. Up to 18% of DFID’s latest £70 million funding to the Rohingya crisis response in Bangladesh is devoted to the protection of rights for refugees, including prevention and monitoring of sexual exploitation and abuse. DFID funding includes support for family planning and clinical support to survivors of sexual violence, and women’s centres that offer a safe space, psychosocial support and activities for women and girls. We are monitoring the situation closely with the international community and pressing for adherence with global best practice on camp closure.</p><p> </p><p>The UK provides humanitarian aid to all displaced peoples and host communities based on need, regardless of camp closure. The UK has provided £82m of humanitarian aid since 2012 to support internally displaced people (IDP) across Myanmar. Humanitarian access is limited but we are pioneering new ways to remotely manage and monitor the impact of our programmes, while continuing to press for access. These organisations are coordinating humanitarian responses in the region including in relation to Rohingya Muslims fleeing Burma.</p><p>At over £18 million since 2012, DFID is one of the largest bilateral humanitarian donors in Rakhine, providing over 126,000 displaced and conflict-affected people, including Rohingya, with water and sanitation as well as reducing malnutrition and gender based violence. The most recent reports state that acute malnutrition was between 8.5% and 11.8% in the different camp areas, and stunting up to 52%.</p><p> </p><p>DFID is providing funding for treatment of severe acute and chronic malnutrition, as well as funding for water and sanitation work that helps to prevent malnutrition.
