This includes support to the Climate Change, Agriculture and Food Security Programme. One of its recent assessments found that 60% of production of beans in sub-Saharan Africa was at risk from climate change. DFID also supports the Global Panel on Agriculture and Food Systems for Nutrition which has recently made an assessment of the effects of climate change on food systems and nutrition.</p><p>DFID is using these assessments to inform our policies and programmes on agriculture. For example DFID’s Agriculture Policy Framework includes action on climate change as one of its priorities for our programmes. An example is our support to the International Fund for Agriculture Development’s Adaptation for Smallholder Agriculture Programme (ASAP). The UK has pledged to deliver £5.8bn of International Climate Finance (ICF) from 2016/17 – 2020/21 to help poorer countries tackle climate change. DFID funds are helping to build the resilience of people and communities to cope with climate change already locked in, including to natural disasters; to support the development of low carbon and climate resilient infrastructure; and to support new technology, research and innovation to improve the effectiveness of action on climate change. Since 2011 the ICF has helped 47 million people to cope with the effects of climate change in the developing world, and enabled 17 million to have access to clean energy.</p><p> </p><p> </p><p> </p><p>The UK is also working to increase international action on climate change. UK support under the Initiative includes a commitment of up to £100m to African Risk Capacity (ARC) and £15m for the Pacific Catastrophe Risk Assessment and Financing Initiative. Of this, the UK has contributed £32m so far to ARC.</p><p>On scaling up support to weather indexed microinsurance, the UK currently provides some support to livestock insurance in Kenya to improve the product offered to pastoralists and increase the role of the private sector. The UK also provides index-based insurance through the CGIAR climate change, agriculture and food security research programme (CGIAR-CCAFS). In September 2015, the Prime Minister announced that the UK would provide at least £5.8 billion of climate finance over the next five years. Since 2011 we have supported 47 million people to cope with the effects of climate change, and 17 million to access clean energy.</p><p> </p><p>The Government is playing a strong role in ensuring developed countries fulfil the collective commitment to mobilise $100 billion in climate finance by 2020 from public and private sources. Tracking spend on adaptation and mitigation only began in 2011 when the International Climate Fund (ICF) was established. Our programmes aim to increase the ability of poor people to cope with the impacts of climate-related shocks, including droughts, floods and storms, and to build their resilience to future changes in climate. The International Climate Fund (ICF) is the UK Government’s vehicle for delivering climate finance assistance and other forms of support, such as technical assistance. The UK’s Foresight Report (2011) on Migration and Global Environmental Change found that environmental change will affect migration. Under the Paris agreement the UK has pledged to deliver £5.8bn of International Climate Finance between 2016 and 2020 to help poorer countries tackle climate change.</p><p>These funds are helping to build the resilience of people and communities to cope with climate change already locked in and taking action to reduce future emissions. The UK has helped 47 million people cope with the effects of climate change since 2011.</p><p>The UK is also working to increase international action on climate change. The Prime Minister has been asked by the United Nations Secretary General to help secure more ambitious and urgent action to build climate resilience, ahead of the Summit on Climate Change in September 2019.</p><p>Climate change, environmental degradation and natural disasters do not create refugees, who are defined as people fleeing persecution and conflict. However the UK recognises that climate change contributes to the displacement of people in the most vulnerable regions.
