star this property answer text <p>Syria’s neighbours have been generous in welcoming huge numbers of refugees, but tighter border restrictions are making it increasingly difficult for people to leave Syria. We hold regular discussions with host governments on this issue, and support UN refugee agencies UNHCR and UNRWA in their advocacy. There are over 3.9 million Syrian refugees in the region, including over 1.7 million in Turkey, over 1.1 million in Lebanon, and over 629,000 in Jordan. There are also 560,000 Palestinian refugees registered in Syria and thousands more in neighbouring countries, including many who have fled Syria. Whilst addressing the immediate needs of refugees and vulnerable members of host communities, UK aid is also supporting their longer term resilience and stability through funding to Lebanese and Jordanian municipalities for the running of essential public services, such as education.</p> more like this

star this property answer text <p>The UK remains at the forefront of the response to the crisis in Syria and the region. We have doubled our commitment and have now pledged a total of over £2.3 billion, our largest ever response to a single humanitarian crisis.</p><p>DFID is not currently financing public sector teachers’ salaries directly in Lebanon or Jordan. However, we helped launch and mobilise international support for the No Lost Generation Initiative. As part of this support, the UK has allocated £115 million to provide protection, psychosocial support and education for children affected by the crisis in Syria and the region. As a result over 251,000 children have received formal and informal education inside Syria and in the region. We are working to ensure that each host government considers where and when they can employ and fairly compensate Syrian teachers under their national legal and policy frameworks for both education and jobs.</p><p>In Lebanon, DFID is investing £21 million in the World Bank managed Emergency Education System Stabilisation Programme and an additional £1.3 million for the Research for Results: Lebanon Education System Improvement Programme. These programmes support the Government of Lebanon to improve the efficiency and effectiveness of its education system including their public expenditure on teachers.</p><p>At the Supporting Syria and the Region Conference we co-hosted in London, leaders came together to pledge more than $11 billion, the largest amount raised in one day for a humanitarian crisis. On education, the UK and co-hosts worked with donors and other partners to secure increased funding for education under the UN-led appeals for 2016 and longer term, multi-year education funding commitments to ensure sustainability. Commitments made at the Conference will help to create 1.1 million jobs and provide education to an additional 1 million children.</p><p>We continue to work with refugee hosting governments, in particular, to agree the policy commitments necessary to turn increased funding into delivery on the ground. This includes a regional policy dialogue on integrating refugee teachers into national education systems, where possible.</p>

This includes enrolment in either a formal school or a non-formal, informal or other alternative education programme that meets national or international standards.</p>

star this property answer text <p>We continue to closely monitor the humanitarian impact of Russian airstrikes in Syria. We are particularly concerned at UN reports that Russian-backed regime offensives have caused the displacement of at least 140,000 people in Aleppo, Hama, and Idlib governorates since 5 October. We are currently not aware that the flow of refugees has increased as a result of Russian military action. However with displacement on such a scale we cannot rule out that it will have an impact on refugee flows.</p><p>Unlike the Assad regime and its allies, who are bombing indiscriminately, Coalition military efforts in both Iraq and Syria are specifically designed to minimise civilian casualties in line with International Humanitarian Law.</p><p>We continue to call upon all parties to the conflict to uphold International Humanitarian Law and protect civilians.</p> more like this

star this property answer text <p>The UK remains committed to alleviating the suffering of the most vulnerable people in Syria and the region affected by the ongoing conflict. That is why our response in Syria and the region is our largest ever response to a humanitarian crisis. To date, the UK has allocated £422 million to support refugees in the region and vulnerable host communities. This is providing food, access to water, shelter, and other essential items and services to hundreds of thousands of Syrian refugees. We recognise the protracted nature of the crisis and are providing longer term funding to our partners to give them the certainty they need to plan ahead, and are calling on other donors to do the same. star this property answer text <p>The UK is the second largest bilateral donor to the Syria crisis response having allocated over £1.1 billion since 2012.</p><br /><p>As of September 23<sup>rd</sup>, DFID has allocated £304 million of funding to the Syrian refugee crisis in Lebanon since the start of the Syria crisis. As the United Nations High Commissioner for Refugees’ (UNHCR) study highlights, refugees in Lebanon are increasingly exhausting their savings and falling into debt. In response, in 2015/16 the UK allocated £94 million to meet the immediate needs of refugees and to support host communities in Lebanon, of which £25 million will support UNHCR directly.</p><br /><p>As of September 23<sup>rd</sup> DFID has allocated £193m of funding to Jordan since the start of the Syria crises and we continue to support both the international humanitarian response and the Government of Jordan to meet the needs of Syrian refugees and Jordanians, which have been exacerbated by the protracted nature of the refugee situation.</p><br /><p>In August 2015, the World Food Programme (WFP) announced cuts to food support in Jordan from September onwards. DFID has provided additional support in response to the difficulties refugees have in accessing daily essentials, including food. This financial year DFID has allocated £19m to a UNHCR programme in Jordan which provides a monthly cash grant to very vulnerable refugees. Cash gives the recipients the choice to buy food, or spend it on other household priorities such as healthcare or rent. WFP reinstated food support in October to 229,000 Syrian refugees living in the urban community. This group of refugees will receive the equivalent of £9.20 per person per month, those more vulnerable (211,000 refugees) will now receive the equivalent of £13.80 per person per month, and those in the camps will receive the equivalent of £18.40. WFP will be able to maintain this level of assistance until January 2016.</p>

star this property answer text <p>To date, the UK has pledged over £1 billion in response to the humanitarian crisis in Syria and the region. The UK has allocated £519 million to support refugees in the region and vulnerable host communities to date, including £279 million in Lebanon and £183 million in Jordan. In Turkey, the UK has allocated £29 million for programmes supporting Syrian refugees including food, shelter and primary healthcare. The UK is also working in partnership with multiple Turkish institutions on targeted projects to build their capacity to tackle irregular migration.</p><p> </p><p> </p><p>We have been working intensively in recent weeks to lobby the EU and Member States to develop a substantial package of measures on migration and economic development between now and 2020. The UK has called for a €10 billion development–focused EU migration package focusing on upstream work in source and transit countries to address the lack of jobs and opportunities for those who rightly aspire to a better life. The UK government is working with partners right across Europe to ensure that, collectively, we are able to deliver a significant and comprehensive development response to this crisis.</p>
