star this property answer text <p>The operational limitations set out in paragraphs 7.57 to 7.67 of the Atkins’ Feasibility Study refer to work undertaken to assess the feasibility of a 1,400 m landing runway. This option was not adopted and the St Helena Airport has landing runways of 1,550 m from the north, and 1,535 m from the south. This addresses the limitation referred to. With regard to cargo provision, the proposed Comair flights were to have carried a minimum of one tonne of air freight, and the St Helena Government has already entered into a contract for sea freight on a commercial basis.</p><p>Paragraphs 7.68 to 7.81 concern the procurement of an air service which was undertaken through competitive tender in 2014 and resulted in the appointment of Comair to provide scheduled services.</p><p>Paragraphs 7.82 and 13.113 both refer to the requirement for flight trials to be carried out. Flight trials were undertaken on 2 May 2007 and concluded that turbulence at the North and South ends of the runway was acceptable.</p>

star this property answer text <p>The UK supports the Afghan Ministry of Mines and Petroleum (MoMP) including through strengthening the Ministry’s capacity to detect and report illegal activity such as the illegal trade in Lapis Lazuli and other minerals.</p><p>However, because most of this illegal activity occurs in insecure areas where there is little or no government control, the UK is supporting Afghanistan’s long term security and stability; including through providing additional troops to assist the Afghan Forces boost security in the country, and providing £178m aid per year to 2017 to support Afghanistan’s economic growth and development.</p> more like this

star this property answer text <p>The UK is supporting the Afghan government to responsibly develop its mineral wealth in accordance with OECD guidelines.</p><p>Through the Extractives Sector Support Programme (ESSP), the UK supports the Ministry of Mines and Petroleum (MoMP) to review the legal framework governing extractives and to build a transparent and disciplined fiscal regime. Through the Extractives Industry Transparency Initiative (EITI) the UK is supporting the transparent development of the sector, including through supporting Afghan civil society to bring clarity to the informal mining sector.</p><p>The UK is supporting President Ghani’s anti-corruption initiatives, including his commitment that the beneficial ownership of mining companies will be disclosed as part of Afghanistan’s implementation of the EITI. The UK is also helping the Afghan government implement and enforce these policies through supporting the MoMP to develop its capacity in contract management and inspectorate functions.</p> more like this

star this property answer text <p>The UK supports the National Solidarity Programme (NSP) through the Afghanistan Reconstruction Trust Fund (ARTF). The UK is one of the largest donors to the ARTF which supports the Afghan government to deliver basic services across the country. UK officials will continue to meet regularly with the World Bank, who are the ARTF administrators, and the Afghan Ministry for Rural Rehabilitation and Development, who manage the NSP, to discuss the delivery of these important programmes and ensure that they reach the most vulnerable people in Afghanistan.</p> more like this

star this property answer text <p>The UK is the second largest aid donor in South Sudan and leads the £200 million, five year, multi-donor Health Pooled Fund which provides primary health services, including mental health care, to over 8million people in eight states across South Sudan. The fund also supports the South Sudan Healthcare system to deliver lifesaving care, ranging from Primary Health Units in more remote areas to State Hospitals. Patients with serious illnesses, including mental health cases, are referred to the nearest centre able to provide care for them.</p> more like this

star this property answer text <p>Irregular migrants in Africa are extremely vulnerable. We are working through the Khartoum Process, of which the UK is currently chair, and bilaterally to improve conditions for all migrants in the Horn of Africa. The Khartoum Process is a regional initiative bringing together the Governments of Egypt, Eritrea, Ethiopia, South Sudan, Sudan and Libya and the EU, the UK, Italy, France, Germany and Malta to better manage migration in the region, including the protection of irregular migrants. The Khartoum Process is part of a plan of action agreed between African nations and the EU and its member states in Valletta in November 2015. The protection of migrant rights is a critical element of that plan.</p><p> </p><p>In Sudan, we are advocating through the Khartoum Process for increased rights for refugees in national legislation, including work permits for Eritreans in Sudan. Alongside this, DFID contributes through the European Development Fund to the €100 million EU Trust Fund (EUTF) package of Special Measures for Sudan, which aims to protect and address the development needs of refugees in Eastern Sudan. The EUTF has been supporting UNHCR and local law enforcement efforts over the past 18 months to make camps in the East of Sudan more secure. With this EU support, UNHCR also hosts a unit for unaccompanied minors (UM) in Shagarab Camp, which works to return them to their families in Eritrea wherever possible, houses them separately from other migrants in purpose built dormitories, and provides free meals for all the children.</p><p> </p><p>In April 2016, the UK together with World Bank and UNHCR signed up to a set of principles on programming to support long term refugees. These principles recommend increased support to a shift from relief provision for refugees towards a more sustainable approach. In line with this, DFID in Ethiopia is providing £125 million over the next five years for basic service and economic opportunities alongside protection programming, working with both refugees and host communities. Research into push and pull factors around migration also forms a part of DFID’s package of support.</p>
